PCD Workflow Process
Development releases Bill of Material (BoM) with Part Number (PN).
Development communicates to ISC Engineering (includes. MFG Engineering) the BoM and part list for ISC Engineers for Pre-analysis /Sourcing
ISC Engineers request PCDs from Suppliers via own manual process or IBM 3rd Party Service Provider (Preferred Method)
• Supplier Part Change Notification (PCN) process may activate IBM Engineering Change (EC).
i2eXplore updated with PCD information
Brand defines product; Development outlines system parts.
Development or ISC Engineering releases IBM PN information into Product Manager (PM) and i2eXplore.
• Part with an IBM PN must have a PCD.• Brandfile is derived from the BoM in PM• Electronic Product Environmental Profile (PEPe) is derived from
the BoM and PCDs in i2eXplore• PCD information is aggregated at assembly level during PEPe
Suppliers fill out PCD with material information based on Suppliers value-add to product *
PEPe aggregates PCD information based on BOM structure. Asking supplier to fill in information existing in an IBM PN would incur double aggregation of material information.
ISC Engineers or IBM 3rd Party Service Provider loads PCDs after initial data validation
Note: ISC Engineers have ability to validate PCD information
ISC Engineer (Procurement Engineers, Procurement Quality Engineers, Manufacturing Engineers - PEs / PQEs / MEs): 1. Understand 46G3772 changes.2. Work with the supplier and ensure
supplier is educated on all specifications for compliance
Data pulled from ERE, etc., is secondary , and often dated information and ONLY the active PM data, representing BoMs is the defacto current build info for PNs, PCDs, etc., Secondary data, if incorrect, places IBM at risk because we are misguiding the ODMs
Part may be a subassemblyPart may be a full assemblyPart may be part of a larger assemblyPart may be ODM/OEM or IBM designed
rev: 10-16-13 …process owned by CoE Chair, J Adams.
“Suppliers value-add”: means component part and assembly process content for the assembly being shipped that is not described in Product Manager (PM) under that IBM PN and its BOM structure below the ship level part number.
IBM – WSP PCD Requests Process Flow
Below is the process flow of the PCD request, initiated by IBM up to delivery of the PCD form to IBM (Ideal end to end Process)
IBM Submits request for PCD to WSP
WSP contacts the Supplier regarding the request.
Supplier provides WSP the accomplished PCD form
WSP validates the PCD form
WSP delivers validated PCD data to IBM
Request WSP & Supplier communication & interaction Validation
Delivery
Throughout the process, WSP maintains tracking information about the request, parts, accuracy of the results, etc.

When WSP receives a completed PCD form from the supplier, they will upload this form to the validation engine.
The validation engine will produce a LOG that is inspected by WSP.
WSP also applies a visual check to the PCD form to check for errors that cannot be caught with a programmatic check.
WSP will either accept or reject the PCD.
WSP
After WSP finishes the inspection and the PCD form has been accepted, IBM will receive an automated email from the PCD GUI system indicating the PCD is ready for validation.
This email includes the review comments by WSP and an embedded link which allows the user to reach PCD Review page directly.

IBM’s Environmental Program – Product Stewardship
Environment - Product Stewardship “IBM's Product Stewardship program was established in 1991 to bring additional focus to the corporate environmental affairs policy objectives on product environmental design and performance. (…)”
The Product Stewardship program is a part of the overall Environmental Management System (EMS) with objectives that include:
Develop products with consideration for their upgradeability to extend product life. Develop products with consideration for their reuse and recyclability at the end of
product life. Develop products that can safely be disposed of at the end of product life. Develop and manufacture products that use recycled materials where they are
technically and economically justifiable. Develop products that will provide improvements in energy efficiency and/or reduced
consumption of energy. Develop products that minimize resource use and environmental impacts through
selection of environmentally preferred materials and finishes.

Environmental design requirements are communicated and verified with suppliers through the following tools:Engineering Specification 46G3772: Baseline Environmental Requirements for Supplier Deliverables to IBM

IBM’s Environmental Program – Product Stewardship – Baseline Environmental Requirements for Supplier Deliverables to IBM – Product Content Declaration (PCD)
Environment - Product Stewardship – Baseline Environmental Requirements for Supplier Deliverables to IBM – Product Content Declaration (PCD)
Suppliers of materials, parts and products to IBM must provide information to verify the compliance of their products to IBM's environmental requirements. The Product Content Declaration for IBM Suppliers below can be used to document the environmental data necessary to establish compliance of procured materials, parts and products to IBM Engineering Specification 46G3772: Baseline Environmental Requirements for Supplier Deliverables to IBM.

WSP’s Role in IBM’s Product Stewardship ProgramWhy utilize a Service Provider for PCDs? What are the benefits to IBM Engineers?
Since the development of the IBM Environmental data collection (PCD) process in supporting EU ROHS for year 2006 promulgation - more countries have started developing their own version of RoHS as well as many other regulations requiring detailed data collection.
Updates and changes to existing regulations as well as new ones (e.g., Batteries, EU REACH and worldwide RoHS) increase the complexity and work load of Engineers in laborious and complex Environmental data mining.
It allows engineers to focus on engineering tasks rather than spending cycles on documentation validation and other PCD tasks.
Dramatic Growth of Regulations
• Over 300 new product environmental regulations in 2013
• 46% worldwide growth in 2 years
43
Benefits of using WSP for PCD requests? (continued..) Service Provider takes on the following roles on behalf
of IBM:
• Collection of environmental data and material declaration
• Supplier webinars on: • Worldwide Environmental Compliance trends
and updates
• Changes to IBM Engineering Specifications
• Completing IBM PCD form
Standardization across councils / commodities – Environmental data collection• PCD request portal with request status report
Minimize less than optimal use of Engineering resources• Automated electronic logic checks
On-time delivery and data accuracy
• WSP follow-up / escalate PCD request with regular status report
Automated PCD loading to eXplore database
IBM engineers only perform an audit of PCDs prior to autoload for commodities that have satisfied the requirements for a sampling plan or the IBM Requester selects the option to validate prior to autoload.
Resolve autoload issues
WSP offers suppliers and IBM help assistance with PCDs
WSP can be used to support PCD revalidation activity (PCDs required to be refreshed every 3 years) in support of CENELEC Standard EN50581
Any information received by the Service Provider from Supplier that specifically relates to IBM custom parts shall be deemed to be Supplier Confidential Information
Technical validation of the PCD is the responsiblility of the Procurement Engineer
44
IBM’s Global Procurement - Information for Suppliers
IBM maintains a robust site related to their commitment to the Environment. In order to “enforce” this commitment on the Global Procurement site, IBM ensures that suppliers have access to the tools required to demonstrate adherence and compliance to the Product Stewardship programs. In order for a product to be acceptable to IBM it must meet the Environmental programs guidelines.
The Global Procurement site houses useful links noted as “Information for Suppliers”. The information presented includes:
