Summer2009 DearFriendsoftheFoundation,
Inowbelieveinthesuperstitionof“FridaytheThirteenth!”OnFridaythe13thofFebruaryourliveshereattheFoundationwerechangedforever.
OnthatdayIlearnedthattheFoundation’sinvestmentswithStanfordFinancialGroupandAssociateswereabouttobefrozenbytheSecuritiesandExchangeCommission.Thismeantthatwewouldhavenoaccesstothosefundsoranyinterestgeneratedinthisless-than-robustmarket.Sincethen,withthehelpofourBoardandStaff,wehaveregainedcontroloverthemajorityofourassets.ButwewereforcedtouseindividualandcorporatecontributionsaswellasthosemoniesraisedbyourspecialeventstocontinuetosupporttheMarineCorpsUniversity(MCU).Bydelayinganddeferringsomepaymentsandreducingcoststooperate,wewereabletoweatherthis“PerfectStorm.”
WehavecontinuedsupportofourAcademicChairsandtheotherprogramsatMCU.However,wecouldnotprovidesupporttoanyMarineUnitsbeyondMCU.Thatcontinuestothisday.Ourgoalisafullrecoverysothatwecanreturntoourpreviousfarreachingrole.Untilthen,weneedyourhelp!Yourgiftof$200wouldallowustoagainfundprofessionalmilitaryeducationandleadershipprogramsforMarinesservingintheOperatingForcesandSupportingEstablishment.Canwecountonyou?

Between these fundraisers is an “awareness raiser” of the Foundation’s value. We are sponsors of aCounterinsurgency (COIN) Conference on September 23rd at the National Press Club inWashington, D.C.Thekeynotespeaker isGeneralDavidPetraeus,USA,Commander,U.S.CentralCommand. It promises tobeanintellectuallystimulatingeventforservicemembers,interagencypersonnelandthemilitaryacademiccommunityatlarge.Futurecommandersandpolicy-makerswillbenefitfromthisexperience,thusenhancingthe leadershipofourmilitary forces incurrentand futurecounterinsurgencyenvironments.Pleaseseeourwebsiteformoredetails.
Onasadnote,TrusteesLieutenantGeneralWallaceC.“Chip”Gregson,USMC(Ret),BrigadierGeneralGeorgeH.Walls,USMC (Ret), andMr.BruceH.Hooperhave left theBoard. “Chip” isnow theAssistantSecretaryofDefense for AsianandPacificSecurity AssistanceAffairs, andGeorge is enjoying retirementwith hiswife,Portia,inNorthCarolina.BrucedecidedtostepdownaftermorethantwentyyearsofservicetoourFoundation.Hewasunanimouslyelected“PresidentEmeritus” inrecognitionofhismanygenerouscontributionstotheprofessionaleducationofcountlessMarines,andasatributetobothhimandhiswife,Eileen.

Onadaythatwasnotgoingparticularlywellforus,IreceivedanemailfromtheInformationOperationsOfficerof2ndMarineExpeditionaryBrigade(MEB).Thatunit,servinginAfghanistan,hadjustconductedthelargestMarinehelicopter-borneoperationsinceVietnam.Beforedeploying,theMajorhadspenttimewithmediscussingDeceptionOperationsandIsharedlessonsfromOperation Desert Stormwithhim.HereportedthathisDeceptionPlanworked—4,000Marinesinsertedwithoutashotfired!IwasthrilledbythefactthatourFoundationhadadirectimpactonasuccessinthefightinAfghanistan.Hetrulymadeourday!Ihopeyoutakefromthisexamplethemessageyouknowalready:ThisFoundationmakesadifference–now–andforthefuture.

Leadership Changes at Marine Corps UniversityOn June 25, 2009, at the National Museum of the Marine Corps,
MajorGeneralDonaldR.Gardner,USMC(Ret)retiredafter54yearsof
faithfulanddedicatedservicetotheUnitedStatesMarineCorps.The
Commandantof theMarineCorps,General JamesT.Conway,was the
retiringofficial.
In 1994, General Gardner retired from the Marine Corps after a
distinguished career which included command at every level and
assignmentasAide-de-CamptotheAssistantCommandantoftheMarine
Corps,Directorofthe1stMarineCorpsDistrict,andDeputyChiefofStaff
for Requirements and Programs. After his Marine Corps retirement,
General Gardner served as the President and Chief Executive Officer
of the Intrepid Sea-Air-Space
MuseuminNewYorkCityandtheChiefExecutiveOfficeroftheMarineCorpsUniversity
Foundation.In2004,hewasinstalledasaSeniorExecutiveServiceofficerandserved
as thePresidentof theMarineCorpsUniversityuntil June30,2009. TheUniversity’s
BoardofVisitorshonoredGeneralGardner’sexemplaryservicebynaminghimthefirst
PresidentEmeritusoftheUniversity.
GeneralGardnerandhiswife,Elaine,arelookingforwardtoretirementandaslowerpace
oflifeintheirChester,Virginiahome.
On September 4th, Major General Robert B. Neller, USMC, assumed the duties of Marine Corps
UniversityPresident.HecurrentlyservesastheCommandingGeneral,3dMarineDivision.
GeneralNellerwascommissionedaSecondLieutenantinMay1975.HeisagraduateofTheBasic
School, the Advanced Armor Officer Course at Ft. Knox, Kentucky, the Marine Corps Command
and Staff College, the NATO Defense College in Rome, Italy, and the Armed Forces Staff College.
FromFebruary2006 toFebruary2007,as theDeputyCommandingGeneral (Operations), IMarine
Expeditionary Force (Forward), Camp Pendleton, he deployed to Iraq in support ofOperation Iraqi
Freedom 05-07. HeservedastheAssistantDivisionCommanderofthe1stMarineDivisionbefore
assumingcommandofthe3dMarineDivision.

position of President and CEO of worldwide operations of the
UnitedServiceOrganizations(USO),overseeing123operationsin
theUnitedStatesandcountriesoverseas.
GeneralandMrs.Mundyhavehomes inMountVernon,Virginia;
Titusville, Florida; and Cashiers, North Carolina. They have two
sonsandadaughter.

Hailston received his undergraduate degree
fromTroyStateUniversityand isa graduate
of The Basic School, Naval Flight School,

the U. S. ArmyWar College. He served in theMarine Corps for
over36years inavarietyofoperationalandstaffassignments.
His last tour of duty was as the Commander, Marine Forces,
Central Command and Commander, Marine Forces, Pacific. He
ledtheMarineComponentduringoperationsinAfghanistanand
commanded the largestMarineForcesinceWorldWar IIduring
Operation Iraqi Freedom.
GeneralHailstonjoinedRolls-RoyceinJanuary2005astheVice
President,U.S.ArmyandU.S.MarineCorpsPrograms.In2008he
wasreassignedastheSeniorVicePresidentofDefenseRelations,
Rolls-Royce,NorthAmerica,Inc.
MR. WilliAM J. SCOTTTrustee, Mr. William Scott, joined the
Board in 2006. In 1987, Mr. Scott received
his undergraduate degree from Franklin and
Marshall College in Lancaster, Pennsylvania,
and served five years in the United States
Marine Corps attaining the rank of Captain.
DuringhisMarineservicehecompletedTheBasicSchoolandField
ArtillerySchoolanddeployedtothePersianGulfwiththe2dMarine
Divisionduringthe1stGulfWar.
AfterhisMarineCorpsservice,Mr.ScottreturnedtoWashington,
D.C.andstartedhiscareer inthefinancialservices industry. He
specializes in advising individuals and institutions on complex
wealthpreservationandgrowthstrategies. Mr.Scott is currently
theExecutiveDirectorofOppenheimer&Company.
Mr. and Mrs. Scott reside in Chevy Chase, Maryland, and have
threedaughters.Heenjoysgolf,biking,fitness,andwatchinghis
daughtersparticipateinvariousactivities
