research almost inexistentISI publications absent in some departments the rate of publication is still lowlower position in the Shanghai ranking

ConclusionsUBB or any other university in Romania with these aims should not be left alone in the battle! There are practically four universities in Romania aiming, out of 100 HEIs

Governmental policies needed!- China produced already the Shanghai ranking and special funding- Germany has first class category of universities- Taiwan has special program for Developing First-class universities- Romania has good intentions – Quality and
