Prior to the Call to Order, the Board Secretary read the following statement:
“Once the meeting is called to order no public comment slips will be accepted by the Board. Public comment is limited to Harrisburg City residents only. School District Policy 903 will be followed during the Board of School Directors public meeting. Copies of this policy are on the table in the back of the room.”
1. & 2. CALL TO ORDER AND PLEDGE OF ALLEGIANCE
The Board of School Directors of the Harrisburg School District held a regular meeting on Monday, September 19, 2015 in the boardroom of the Administration Building, 1601 State Street, Harrisburg, PA 17103 pursuant to due notice to each Board Member. Jennifer Smallwood, President, Board of School Directors, called the meeting to order at 6:30pm followed by the flag salute.

9.3A Siemens Amendment – approve the amendment to the Siemens contract to provide direct funding for the SEEK program in lieu of payment for professional services. Note: This contract has been reviewed and approved by the Solicitor and executed by the Board President.

9.3 Contracts/Agreements/Memoranda of Understanding The Administration recommends approval of the following items subject to the final review of the Interim Chief Financial Officer and Business Administrator and District Solicitor:
9.3B CAIU Consortium for Excellence and Equity – approve the agreement with the Capital Area Intermediate Unit to participate in the South Central PA Consortium for Excellence and Equity to provide educational opportunities and inter district collaboration to promote changes in policy and practices focused on closing the achievement gap between participating district students.
9.3C Temple University Affiliation Agreement – approve the affiliation agreement with
Temple University to work in cooperation to train students in the field of social work services through our Licensed Social Workers.
9.3D HM Life Insurance Company – approve the premium of $1,869,677 for the stop-loss
insurance for medical benefits ($65,000 maximum district payment) through HM Life Insurance Company. Note: This policy is a result of the PSHIC agreement approved by the Board in June and reduces the cost of the premium along with lowering the maximum paid by the School District.
9.3E Soliant Health – approve the contracts with Soliant Health for one Speech and Language
Therapist, two (2) Occupational Therapists, and one part-time Occupational Therapist at the hourly rates set forth in the contracts.
9.3F Consulting Contract Agreement - with Hasan Educational Consultants to provide data
analysis as requested by the Superintendent and professional development/progress monitoring to Principals as assigned by the Superintendent or designee, at an hourly rate of $75.00 per hour, at (15) hours per week, effective September 21, 2015 through June 30, 2016, for total compensation not to exceed $42,750.00, funded through Title II
9.3G Independent Contractor Agreement - with Rose Sampson for professional development
and new teacher induction services at an hourly rate of $70.00 per hour, at (25) twenty-five hours per week, effective September 21, 2015 through June 30, 2016, for total compensation not to exceed $66,500.00, funded through Title II
9.3H Independent Contractor Agreement - with Clenistine Dunson for professional services
SBI professional development and program development and development of College and Career Pathways courses and professional development for staff, at an hourly rate of $60.00 per hour, at (25) twenty-five hours per week, effective September 21, 2015 through June 30, 2016 for total compensation not to exceed $57,000.00 funded through Title II.
9.3I Hilton Harrisburg Contract – approve the contract with Hilton Hotel, Harrisburg, PA for
May 6, 2016 banquet for the SBI Awards Dinner as per the attached contract.
9.3J Rotary Club Memorandum of Understanding (MOU) – approve the MOU with the Rotary Club of Harrisburg to approve the allocation of donated funds (goal is $15,000) for ongoing support of the program to support homeless students within the district.

9.3K Independent Contractor Agreement - Darcy Randleman to provide professional services related to teacher induction, effective September 21, 2015 through June 30, 2015, total compensation not to exceed $19,000 ($50.00/hr. @ (10) hours per week).
9.3L Independent Contractor Agreement - Deborah C. Thomas to provide evaluation services
for the 21st CCLC Cohort 7 Grant, effective August 1, 2015 through October 30, 2017, total compensation not to exceed $60,000, and not to exceed $20,000.00 annually, funded though the 21st CCLC Cohort 7 Grant. Please note 21st CCLC evaluation is mandated by grant guidelines.
9.3M Independent Contractor Agreement – Floyd Stokes to provide training for Parent
Engagement Specialist intended for effective implementation of literacy based parent workshops. Effective August 31, 2015 through May 15, 2016, rate $65.00/hr., total compensation not to exceed $15,000.
9.3N Independent Contractor Agreement – Patricia Patterson Lee to will be responsible for
building capacity and maintaining Positive Behavior Intervention and Support (PBIS) systems within the District Level Team and all schools. In addition, participate in and ensure that all appropriate staff adhere to the School Improvement Grant (SIG) initiatives and established timelines, at an hourly rate of $70.00 per hour, at (20) twenty hours per week, effective September 22, 2015 through September 30, 2016, for total compensation not to exceed $70,000.00, funded through Title I.
9.3O DVL Group Agreement – Preferred service and maintenance contract renewal for Annex
server room AC unit and compressor, effective October 1, 2015 through September 30, 2016, service agreement price $3820.
9.3P Independent Contractor Agreement-Margaret Zeigenfuss - to provide Project Read the
District’s core phonics program, to all K-2 teaching staff who have not previously been trained at an hourly rate of $50.00 per hour, effective August 4, 2015 through August 14, 2015, for total compensation not to exceed $750.00 per person, funded through Title I
