Message from the Chairman
GRID CODE SUPERVISORY COMMITTEE
Congratulations GCSC for another successful Year 2018. GCSC has been a strong pillar and has
consistently been playing an excellent role towards the advancement of the Kingdom’s Power
Industry.
It is my great pleasure to extend heartfelt greetings and sincere gratitude to the GCSC Members,
guests and staff for their support and active participation. Year 2018 was another fulfilling year for
the committee, given numerous discussions on the review of the SAGC and other developments
relevant to power industry.
I am so grateful that the Committee, before the end of the year, recognized the need to further
enhance the SAGC and likewise agreed to form a subcommittee that will conduct a holistic review
and benchmarking of the SAGC to the worldwide practice. With the SAGC’s more than ten years
of existence, I believe this is timely for the SAGC to have the necessary improvements. The
subcommittee was tasked to identify gaps and introduce technological developments and
advancements currently happening in the power industry worldwide.
With this, I am honored to present to you some of our major achievements:
➢ We passed an amendment concerning meter calibration and certification by an
independent calibrating agency accredited by ECRA.
➢ We had an opportunity to hear Cyber Security awareness presentation from National
Grid.
➢ We concluded on the need of a subcommittee that will conduct review of the Saudi
Arabian Grid Code.
➢ We agreed to invite Principal Buyer for GCSC membership to provide the committee
with the needed expertise on electricity market regime.
For our way forward, at least during the first half of 2019, the conduct of SAGC review would make
the committee members and likewise, the subcommittee members that will be assigned to conduct
the review of the SAGC to become occupied and engaged in this task.
Let me conclude this message by once again thanking each and every member of the Committee.
We have great challenges and great opportunities in the coming years. I believe that with the
Committee’s full cooperation, all difficulties and challenges would not be a hindrance.
I am grateful to the Committee’s continued support and cooperation, as always.
The Grid Code Supervisory Committee (GCSC) was established as per ECRA Governor’s decision number 12/429 dated 4/3/2008. The GCSC was
established to assist the Transmission Service Provider (TSP) in ensuring effective implementation of the
Saudi Arabian Grid Code (SAGC). In addition, the GCSC will help to ensure fair, economical, and
transparent connection to, and operation of the grid, as well as to contribute in the development of a
competitive power market in the Kingdom.

Proposed Amendment Request
No. 17A072 concerning “Meter
calibration and certification by an
Independent Calibrating Agency
accredited by the Regulator”
was approved by the Committee
and recommended to ECRA on
the 37th Committee meeting.
Proposed Amendment Request
No. 17A071 concerning
“Harmonic Voltage distortion
limits to be applied to voltage
levels 69kV and below” was
disapproved by the Committee
since it is already covered in the
Saudi Arabian Distribution Code.
The request was returned to the
Proposer.
Successful coordination of
ECRA with Saudi Accreditation
Committee in the latter’s
acceptance of responsibility in
accrediting Independent Meter
Calibration Laboratories during
the 38th Committee meeting.
Proposed Derogation Requests
18D120 and 18D121 concerning
“Provision of Main and Check
Meters and its requirements”
and “Calibration of Meters by an
Independent agency accredited
by Regulator”, respectively were
withdrawn by the Proposer
during the 38th Committee
meeting.
The members agreed to review
the SAGC every 5 years. This
has led to the formation of a
sub-Committee that will
spearhead the Code’s review.
An update on the review and
final recommendation shall be
presented to the Committee on
41st and 42nd Committee
meeting, respectively.
National Grid-Telecom
Department conducted a
presentation during the 39th
Committee meeting regarding
Cyber Security Awareness.
Discussed were Cyber security
threats, its importance and
challenges, the security
programs used in the electricity
business, and the Company’s
established Cyber Security
Roadmap.
Presented and discussed with
the Committee the SAGC
Review and Publication
procedures as per Kingdom’s
Laws, Rules and regulations
and its comparison with the
worldwide practice.
The 5-year GCSC Special
Edition Report was prepared
and submitted to ECRA on
March 2018. The report is a
consolidation of all the activities
and accomplishments of the
Committee from 2013 to 2017
including updates on the
requested Amendments and
Derogations from the different
Stakeholders/participants in the
electricity business. The online
copy of the report is accessible
in both SEC and ECRA
websites.

• Presented and discussed with the Committee the SAGC Review and Publication
procedures as per Kingdom’s Laws, Rules and regulations and its comparison with the
worldwide practice.
• The Members recommended to seek approval from the ECRA Board to delegate its
authority to the Governor in granting derogations and in approving amendments to the
Grid Code.
• As agreed by the Members of the Committee, the Chairman sent a request letter to
Principal Buyer to provide its nominee for possible membership to the Committee.
• During the 39th GCSC Meeting, the Committee awarded Certificate of Appreciation to the
following former members who exceptionally rendered their outstanding dedication,
commitment and participation to the Committee:

Updating the Registry of
Amendment and
Derogation Requests
The process flow in this page shows the steps for processing
the proposed Amendment requests to the SAGC and the
request for Derogation from the SAGC. The GCSC will schedule
in the Meeting agenda the proposed amendment or derogation
requests. During the scheduled meeting, the proposer will
present the proposal before the Committee.
Each member will then present his views regarding the
proposal. If all the questions or comments have been clarified by
the proposer and the proposal is clear, the Chairman will set the
proposal for voting by the Members. If a proposal receives
majority votes from the Members, the proposal will be
considered as approved by the Committee.
The Secretariat will then submit the recommendations to ECRA
for scrutiny and final decision by their Board. ECRA will then
inform the GCSC about the Board’s decision regarding the
proposal. The GCSC will then inform the Initiator about the
decision.
The GCSC Secretariat shall keep a record of all approved
Amendments for inclusion during any future revisions of the
SAGC. While for Derogation proposals, the proposers are
expected to comply with the decision of the Board of ECRA.

Two web portals were set-up and being updated regularly by the Committee. One website
is in the Electricity and Cogeneration Regulatory Authority’s website in the following link

The relevant information that can be found and downloaded from these two Web Portals
are the following: (i) the GCSC’s Constitution; (ii) the GCSC’s Composition; (iii) the blank
forms for Amendment and Derogation Requests; (iv) the Minutes of the Meetings; (v)
Committee Recommendations and Decisions rendered by ECRA; and (vi) the GCSC’s
Annual Reports.

Social Networks
The Committee has explored the possibility of using the recent technology/software
applications such as the “WhatsApp” and the social networking sites such as the Facebook,
LinkedIn, and Tweeter, to easily communicate with the members and inform them about the
events, meetings, status, urgent matters, responding to member’s inquiries, and any
updates about the Committee’s businesses.
In this manner, any GCSC member as well as any stakeholder can easily communicate with
the member(s) with whom they want to send their query about any particular issue. With
these interesting technology and software updates, communication will be made easier for
both members and users as well. You can reach the GCSC through e-mail, Facebook,
LinkedIn, and Tweeter under the Username “saudigridcode@hotmail.com”.
