Comments received: 2Comment 1: FMO: "There is a general frustration that when a majority of stakeholders (customers) report there is a change required to a system (i.e. TFMMS) it seems the process to effect the change is slow. From a customer perspective it seems like NAVMAC doesn't understand the urgency and the cost involved from the customer level when items are wrong or the process is broke. ...again - customer perspective.“
Response from FMO:Governance Process for System Change Request (SCRs)
1) Customer submits a System Change Request (SCR) via RCMS Tool2) NAVMAC FMO reviews SCR to verify its accuracy; then, places SCR and an initial priority within the SCR Governance Listing 3) Quarterly TFMMS Configuration Control Board (CCB) meeting is held with all the stakeholders toapprove all SCR prioritization where it competes with other changes that may be of a higher priority (OPNAV staff priority) , security issues, or breaks that have no work-around, etc.4) SPAWAR performs Level of Efforts (LOE(s)) on SCRs prioritized to determine how long, how many SCRs can get done with current resources or higher priority issues listed above.

For NEOCS requests:Members are given 20 days to vote on revisions and disestablishments.Members are given 30 days to vote for establishments.
For NOOCS requests:Member are given 30 days for all NOOCS requests.

For all Code 10 DON Tracker votes:Extensions are granted when voters request them.Voting reminder emails are sent 5-7 days out from due date.Many voting members don't vote by the assigned due date and have to be reminded multiple times.
Customer Survey Process Duties/Responsibilities. The CSC will develop preformatted templates and develop the
Standard Operating Procedures (SOP) to be signed by the Commanding Officer. Coordinate with each department to maintain points of contact for the Question Mark Perception (QMP) survey. The QMP platform is hosted and managed by the Navy Education and Training Command (NETC).
Assignment. Establish a CSC position offered to all NAVMAC personnel (Military and Civilian). Assignment will rotate every two years unless the individual wishes to retain the duties for a longer period of time.
