OVERVIEW
bull This is an application to amend the Official Plan and Zoning By-law for a proposal to develop the subject land with residential apartments ranging in height from 11 to 15 storeys with an overall total of 846 dwelling units These are anticipated to be part of a future condominium with visitor parking spaces and a tot lot for the exclusive use of the residents within the complex
bull The subject property is located at the west side of Heart Lake Road and north of Bovaird Drive East
bull This development proposal should be evaluated in conjunction with proposals on the two adjacent properties to the south
bull This information report provides details on the proposal for the public meeting A full review of the application and proposal will occur following the public meeting and will take into consideration any comments or concerns expressed by the public

BACKGROUND
Glen Schnarr and Associates Inc on behalf of Lindvest Properties (Heart Lake) Limited have submitted an application to amend the Official Plan and Zoning By law to develop the lands for residential apartment buildings The subject lands are located west of Heart Lake Road north of Bovaird Drive East and south of Sandalwood Parkway The entire site is approximately 273 hectares (675 acres) in size The lands form part of what is known as the Esker Lake North Area within the Heart Lake Secondary Plan
This development proposal is also within the Heart Lake Block Plan Area (4-1) identified in the Official Plan (See Appendix 1) Since the time of establishment of the Block Plan area the commercial development (Lowes) at the northwest corner of Heart Lake Road and Bovaird and the Tumberry Golf Course have been completed and the Heart Lake Road extension connecting to Bovaird Drive has been constructed and dedicated to the City There are now relatively distinct planning areas remaining in the Block Plan and with a major infrastructure component of the Block Plan area in place (Heart Lake Road) the need for a complete Block Plan review and processing is diminished Due to these circumstances it is being requested by the development proponents in the area that consideration be given to undertaking an abbreviated Block Plan review or in place of a block plan process separate reviews of the two distinct areas (ie west and east of Heart Lake Road) and processing of the individual applications
Proposal
The applicant is proposing to develop the subject lands for 846 residential units consisting of four apartment buildings ranging in heights from 11 to 15 storeys The applicant is also proposing two levels of underground parking as well as surface parking for a total of 1326 parking spaces
