What's happening?

From 1 January 2008 specifications for asphalt will change

Out go… BS4987 and BS594 product standards

And in come… European standards BS EN13108 parts 1 to 8, 21 and 22

PLUS… BS 594987 for transport and installation

With PD 6691, the UK guidance document

The SHW, test methods and other standards ALL change at the same time

What does this mean for contracting/ installers/ customers?

• They order a product to BS EN 13108

• There is no need to be supply plant specific with the order

• They install the product to BS 594987/ SHW/ Defence Estates specs/ other specs

• BS594987 becomes the reference spec for installation together with PD 6691, the UK guidance document

BS EN 13108 key differences

Covers only the product in the truck, not the installation

Now a target composition rather than a recipe approach

• Compliance tolerances are given in FPC (EN 13108 : 21)

• Binder content is adjusted for aggregate density

• No corrections for binder or filler content in base/ binder courses – it is target +/- the tolerance

BS EN 13108 key differences

More rigorous product conformity

• Q-Value replaced with Operating Compliance Level (OCL)

• Introduces a mean deviation from target (Product Consistency)

• Still tested and reported by technical

Attestation of Conformity is required by the Producer

• External accreditation still required (ISO 9001:2000) for Factory Production Control (FPC) and Sector Scheme 14.

• Products require Initial Type Testing before they can go on sale

Each product will have a nominated target composition to which conformance tolerances will be applied

Binder content - its expression and the method of calculation based on the relative density of aggregate – back calculation formula

Annexes - give detailed information and guidance in the form of examples on product specifications

• Annex A1 – Asphaltic Concrete and replaces BS4987

• Annex A2 – Hot Rolled Asphalt and replaces BS594

• Annex A5 – Stone Mastic Asphalt

PD 6691:2007

Use of Reclaimed asphalt

• Classification system used in EN 13108-8 for foreign matter and binder properties

• Recommended maximum of 10% in S/C and 50% in bases and binder courses

• More than 10% in S/C & more than 20% in bases and binder courses- recovered binder from the mixture - penetration testing
