The Erasmus Mundus Programme The Erasmus Mundus programme's objective is to promote European higher education, to help improve and enhance the career prospects of students and to promote intercultural understanding through cooperation with third countries, in accordance with EU external policy objectives in order to contribute to the sustainable development of third countries in the field of higher education. It does this through three Actions: Action 1 – Erasmus Mundus Joint Programmes (Masters Courses and Joint Doctorates) Action 2 – Erasmus Mundus Partnerships (former External Cooperation Window) Action 3 – Erasmus Mundus Attractiveness projects
Action 1 – Erasmus Mundus Joint Programmes: Masters Courses and Joint Doctorates Erasmus Mundus Joint Programmes are operated by consortia of higher education institutions (HEIs) from the EU and (since 2009) elsewhere in the world. They provide an integrated course and joint or multiple diplomas following study or research at two or more HEIs within the consortium. Masters Courses and Joint Doctorates are selected each year following a Call for Proposals. They also offer EU-funded scholarships or fellowships to top students, doctoral candidates and scholars. Each joint programme carries out five annual selections for these scholarships. Erasmus Mundus Masters Courses have been selected in annual Calls for Proposals, starting in 2004 with the last selection in 2012. Erasmus Mundus Joint Doctorates were selected in four annual Calls from 2009 onwards. There are currently 138 Masters and 42 Doctorates offering scholarships for programmes starting during the academic year 2013/2014.

It is delivered by seven NOHA Network members and seven third-country partner universities in collaboration with the European Union, non-governmental and inter-governmental organizations, and other humanitarian stakeholders. The Programme is sixteen months in duration comprising three semesters that extend from early September through to December of the following year (90 ECTS). After successfully completing all programme components, students are awarded a Joint Diploma in International Humanitarian Action from the home and host universities.
Mobility under Action 1 programmes Each year, students worldwide can apply for Erasmus Mundus scholarships to Masters and Doctorates. Students are selected by the individual consortia on the basis of a transparent selection procedure explained on the consortium website. In total 598 students from the Southern Mediterranean have been selected over the 10 annual selections up to 2013 to take part in EM Master Courses.

Extra EU funding was made available in order to fund additional scholarships during the 2012 and 2013 selections for Erasmus Mundus Masters students from the Southern Mediterranean region. In the 2012 selection, these additional scholarships were awarded to 88 students from Egypt and 24 from Tunisia. The 2013 selection made these scholarships available to 159 additional students from all Southern Mediterranean countries applying to the Masters Courses, bringing the total scholarships for the region to 170. Erasmus Mundus Masters Courses can also invite scholars to teach or research within the EMMC. So far, 147 EM scholars from the region have taken part in the programme. Figures for the nationality of selected scholars only become available once Masters courses submit their final report, so the latest figures date from the 2010-2011 academic year.

Action 2 – Erasmus Mundus Partnerships (former External Cooperation Window)
Action 2 partnerships Under Action 2, Erasmus Mundus Partnerships bring together HEIs from Europe on the one hand and those from a particular region in the world on the other. Together the partnerships manage mobility flows between the two regions for a range of academic levels – bachelors, masters, doctorate, post-doctorate – and for academic staff. Scholarships are awarded to the individuals taking part in the mobility, and a portion of the budget is reserved to contribute to the costs of managing the mobility. For the Southern Mediterranean, partnerships organise mobility in both directions. At least 70% of the scholarships must go to nationals of the Southern Mediterranean countries to come to a university in the EU, and no more than 30% to EU nationals attending a university in the Southern Mediterranean. In practice, around 80% of scholarships go to of the Southern Mediterranean nationals and 20% to EU nationals. Action 2 Partnerships have been selected under annual Calls for Proposals since 2007 (the 2007-2009 Calls were organised under its former name, the External Cooperation Window). Southern Mediterranean countries have been covered by the scope of Action 2 during each of the seven annual selections, 2007-2013. The Calls for Proposals ask for partnerships that involve the non-EU partners from a particular country or group of countries – these are known as geographical 'lots'.

Recognition
All partners have made clear efforts to go beyond the minimum requirements of supplying students
with a set of documents aiming at the recognition of the studies abroad (learning agreement, diploma
supplement and transcript of records), and to aim at full recognition of either credits or diploma. Very
positive results come from the AVERROES partnership in lot 1 (Morocco, Tunisia and Algeria) where
the recognition is guaranteed at all levels and where 90% of Doctorates apply a co-tutelle research
programme.
Commitments made by the partnerships have not always been easy to achieve, but these possibilities
offered by the programmes have raised awareness of the respective Ministry of Education about the
issue of recognition and credits transfer and of the need to facilitate the recognition process.
Vulnerable groups
Partnerships have put in place measures to overcome potential barriers to reaching vulnerable groups
(Target Group III), caused by often delicate and instable political/social situations in the region. All
TGIII scholarships were granted in lot 3B and 4 respectively in Palestine, Jordan, Syria and Lebanon.
Cross-cutting issues
Cross-cutting issues including the participation of disadvantaged groups, disabled people and
balanced gender participation were taken into consideration during the selection of partnerships.
Reassuring results with regard to a gender-balanced mobility scheme were found in the partnerships
covering all the ENPI region. It is particularly positive to note that partnerships for Palestine and for
Jordan, Syria and Lebanon managed to reach a balanced gender distribution of scholarships in a
region that has been characterized by a low participation of female candidates. The partnerships
nevertheless had to deal with several unexpected drop-outs from female candidates were reported
due to cultural related reasons, particularly in Maghreb countries.
Tackling brain drain
At this stage the measures put in place to prevent any risk of brain drain are adequate and
encouraging in most of the partnerships. A very good example comes from the AVERROES
partnerships: students are asked to maintain links with their university of origin, they are provided

Sustainability
Sustainability is mostly tackled through the establishment of academic bilateral agreements between
EU and third-country partners as well as the investment on existing synergies by participating to
another programme such as TEMPUS. In some cases local Ministers of Education were consulted
and made aware of the benefit that the cooperation and students exchange with EU universities
would bring to their own country.

Action 3 – Erasmus Mundus Attractiveness projects This Action of the Programme funds projects to enhance the attractiveness, profile, image and visibility of European higher education worldwide. Action 3 provides support to activities related to the international dimension of all aspects of higher education, such as promotion, accessibility, quality assurance, credit recognition, mutual recognition of qualifications, curriculum development and mobility. It also seeks to disseminate the programme's results and examples of good practice, and to exploit these results at institutional and individual level. Many of these have a geographical focus. The project aims at promoting the Erasmus Mundus objectives in the framework of a Euro-Mediterranean partnership. One of its specific objectives is to increase the international dimension of quality assurance for Higher Education from a Mediterranean perspective.
Outcomes The project's main outcomes are:
a survey to students from the Mediterranean region who studied in the EU;
a comparison study on Quality Assurance issues;
research papers on strengthening the relations between Higher Education & Research;
a dynamic website portal to foster active participation among stakeholders.

The objectives of the project over a period of 2 years and 10 months are to Forge Ties and Build Bridges between Mediterranean Higher Education Institutions in order to stimulate student exchanges and to develop long-term partnerships. The project is in line with the last Euro-Mediterranean cooperation initiatives especially the building up of the Euro-Mediterranean Higher Education & Research Area. Therefore the activities aim at facilitating Southern students' access to the European Higher Education and sharing criteria, evaluation methods and Quality Assurance schemes in order to promote the mobility of students between Mediterranean HEIs. The activities contribute to the consolidation of long term dialogue and mutual understanding between the two Mediterranean shores.

ANNEX 1 - additional Erasmus Mundus funding for Southern Mediterranean in 2011-2013 In September 2011, the European Commission agreed on a package of measures aimed at supporting civil society in the EU's neighbouring countries. This involved channelling EUR 66m into both the Eastern and Southern neighbourhood regions via Erasmus Mundus. 2011 EUR 20 million was contracted in 2011. For the Southern Mediterranean This allowed for four additional Erasmus Mundus partnerships for the Southern Mediterranean to be selected in September from the reserve list of the 2011 Call for Proposals, for which the original selection was made in July 2011.

These four partnerships provided for an additional 559 scholarships for Southern Mediterranean candidates on top of the 525 included within the projects originally selected in July. 2012 Additional budget (EUR 5m) was allocated under Action 1 to allow for extra Erasmus Mundus Masters scholarships to be awarded to 83 Egyptian and 23 Tunisian candidates. The additional budget doubled the funding that was originally available under the Action 2 Call. EUR 38.1 million was available to fund 10 partnerships. Together these partnerships plan to organise mobility for 1462 non-EU and 432 EU nationals. 2013 Additional budget (EUR 5m) was allocated under Action 1 to allow for extra Erasmus Mundus Masters scholarships for candidates from Southern Mediterranean countries. This resulted in an additional 159 Masters scholarships for students from nine of the ten countries eligible:

Under Action 2, the 2013 Call for Proposals plans to select nine partnerships for the Southern Mediterranean lots with a total budget of almost EUR 30 million. These should fund at least 1200 mobilities. On top of this comes a country-specific lot for Tunisia, with a budget of EUR 4 million for two partnerships to organise at least 160 mobilities between them.

Project objective:
the AVERROES project has identified the 6 following key objectives : To develop competences and social skills required by the labour market, to reinforce their
students’ employability
To better adapt HE institutions in Maghreb to contribute to national development needs and
to respond to acute socio-economic challenges such as a transforming economy, unemployment and a growing student enrolment.
To pursue HE reform by improving university governance and implementing a quality
approach in all universities in order to raise the number as well as the quality of the proposed
curricula & diplomas. To better integrate Maghreb universities within the European Higher Education and Research
Area and to further consolidate the harmonization of HE curricula and diplomas within the
Bologna process, by the sharing of best practices and the transfer of expertise in the management of doctoral schools. To contribute to the alignment of the Doctorate in Maghreb
with the European standards and contribute to the ongoing reform of doctoral studies in our partner Maghreb universities.
To develop through cooperation, exchange of researchers and joint research, the scientific
research potential of our Maghreb partners. To develop their capacity for technological
innovation & transfer, by developing stronger links with top level research & innovation centres and with enterprises and Technopoles.
To raise the international visibility of Maghreb HE within the global education market, through
co-diplomas, co-tutorship of PhDs, new Master and doctoral programmes; to develop language studies and international studies.
Brief description:
The Averroes project includes 11 Maghreb universities: Tunis, Sousse, Béjaia, Constantine, Gabes,
Ferhat Abbas, Tizi Ouzou, Tlemcen, Rabat, Tetouan and Marrakech and 9 EU universities: Montpellier (3), Perpignan, Nice, Balearic Islands, Trento, Waterford and Liège. The project will be co-ordinated
by the University of Montpellier 2 which has a long lasting experience of European projects management. The consortium also includes 73 associates (45 universities and research
organisations,, 5 local and national authorities, 16 enterprises, 7 networks and NGO’s). All partners
HEIs are involved in the diffusion of information, in the organisation and management of the mobilities. The mobility activities will concern all levels and fields mentioned in the call for proposals
with a priority given to domains and disciplines which have been identifies as key national priorities by Maghreb countries and partners. On the whole, 225 mobilities are foreseen with 193 concerning
the South-North direction, and 32 the other direction.
