Outlook
• Reasons to increase the use of renewable energy and
saving energy in buildings by federal regulations
• European framework - EPBD
• Development of regulations in Germany
• Requirements
• IKI - examples
• New standards, best practices

DE Energy Concept from 28. September 2010
– Buildings account for about 40 % of final energy consumption in Germany and about a third of CO2 emissions.
– „…the building stock’s energy performance is the central key to modernising our energy supply and achieving our climate protection targets. “

DE Energy Concept from 28. September 2010
– By 2020 we want to reduce heating requirement by 20 %.
– by 2050 we aim to reduce primary energy demand by an order of magnitude of 80 % (compared with 2008).
– „…instruments (EnEV, EEWärmeG) must be updated to achieve renovation targets, to the extent that this is economically feasible…“
– create incentives, not order compulsory renovation.
– German government will set a good example reduce energy consumption in its future new and existing buildings.

European framework:
security of energy
supply
• reducing demand
of energy
• saving energy
• more energy
efficiency and

sustainability,
climate protection
• Kyoto Protocol/
follow-up agreement
• climate change,
global warming,

……….
economic efficiency,
competitiveness
• reducing energy

Implementation in Germany: “Energy Saving Order” (EnEV)
Requirements for new and existing buildings (e.g. refurbishments, energy certificates)

Article 2
Definitions
For the purpose of this Directive, the following definitions shall apply:
…
2. ‘nearly zero-energy building’ means a building that has a very high
energy performance, …The nearly zero or very low amount of
energy required should be covered to a very significant extent by
energy from renewable sources, including energy from renewable
sources produced on-site or nearby;
www.bmvbs.de
EPBD
Article 9
Nearly zero-energy buildings
1. Member States shall ensure that:
(a) by 31 December 2020, all new buildings are nearly zero- energy
buildings; and
(b) after 31 December 2018, new buildings occupied and owned by public
authorities are nearly zero-energy buildings.
Member States shall draw up national plans for increasing the number
of nearly zero-energy buildings. These national plans may include
targets differentiated according to the category of building.

German strategies to increase renewables and
energy efficiency e.g.:
Law
Energy Saving Order (EnEV) – Energy Certificates, requirements
for buildings
Financial benefits
promotion by e.g. KfW-Federal Bank – additional BAFA for
renewable energies
Information, transparency in the market, best practice projects
promoting Energy Certificates, PR
Research
program for research in the building sector – ca. 9 Mio. €/a

Measures
• Further development of regulations – e.g. Energy
Saving Law (EnEG), Energy Saving Ordinance
(EnEV)
• Improvement of Norms and Standards on German,
European and ISO Level (e.g. DIN V 18599)
• Promotion of energy-efficient buildings (e.g. new
standards (e.g. Plus Energy House)
• Information and support e.g.:

German Realisation of the EPBD: DIN V 18599
www.bmvbs.de
• many options for energy
efficient engineering and
integrate solar systems
New Buildings
www.bmvbs.de
• Use of high potentials in the
existing buildings stock for more
energy-efficiency and renewable
energies (e.g. Thermal and PV-
Solar Systems)
Existing Buildings
www.bmvbs.de
Energy Certificates
• lead to more transparency and
promote innovative solutions for
the whole building
• since 2008 in Germany an
obligation also for existing
buildings (in case of selling and
renting)
Development in Germany

Example for
possible
technique to
realise a plus
energy house
Plus Energy House
www.bmvbs.de
• better building energy efficiency standards (25 percent less energy demand from 2016 (EnEV 2014), important step forward
on the way to the 2020 energy standard with economic technical requirements) • more transparency by labelling (energy certificates, energy classes and customers
information)
• more advancement for investments in buildings for ecology and economy (KfW-promotional programs) • nearly zero-energy buildings by 31 December 2020 - with a very low energy
demand and renewable energies use
