INTRODUCTION

Anemergencyisaneventwhichdisruptsthenormalrunningoftheschool.

Emergenciesincludeaccidents,fire,explosions,bombthreats,violenceoranyothermajorexternalincident.

Anemergencywouldnormallyinvolvethreattothesafety,lossoflifeordestructionofthepremises.

Emergenciescanhappeninsidetheschooloroutsideit,duringtheschooldayoroutofhours.

InaccordancewithHealthandSafetystatutoryrequirementsitistheresponsibilityoftheschooltohaveaplaninplaceforrespondingtoemergencies,toensurethatitisreviewedregularly,toensurethattherelevantpeopleareawareofitsexistence,contentsandimplications,tokeeptheplansafeandtoidentifyresponsibilitieswithintheplan.

TYPESOFEMERGENCY

Amajoremergencyinaschoolcanariseoutofmanydifferentevents,e.g.:

• Aseriousaccidentinvolvingchildrenandschoolpersonnelonoroffthepremises• Aviolentintrusionontotheschoolpremisesbymaliciousperson,eitherinpersonorby

meansofarsonorabomb• Aschoolbuildingbecomingunsafeasaresultoffireorstructuraldamage• Areleaseofhazardoussubstances(chemicals)nearorontheschoolsite• Severeweathersuchasfloods,highwinds,extremestormetc• Epidemic(e.g.meningitis,legionnairesdisease,flu)• Thedeathormajorinjuryofachild,staffmemberorgovernor(throughaccident,suicideor

murder)

Otheremergenciesmaybedeemedtobeemergenciesintheschoolbecauseoftheimpacttheyhaveonteachers,pupilsorotherstaff,sometimesforaprotractedperiodoftime.Sucheventscouldbe:

• Anincidentinthecommunitywhichisseenorexperiencedbypupilsorstaff• Anincidentaffectingrelativesofpupilsandwhichisknownaboutwithintheschool• Anincidentaffectinganearbycomparableschool

Themainthreatsareperceivedtobe:

• Thelossofbuildings,partsofbuildingsbyfire,storm,damageetc• Thefailureofmajorutilities–electricity,gas,water• Thelossofschooldata/records/expertisebyfire,storm,theft,lossofkeypersonneletc• Thelossofequipment,particularlycomputerequipment,byfire,storm,theft,etc

DESCRIPTIONOFSCHOOL

Theschoolhaspedestrianaccesstothemainentrancefromaprivateroad,ChurchWay,offChalkLane.ThestaffcarparkisaccessiblefromChurchway.ItisadjacenttotheMainHall.Thisdoorprovidesthemostfrequentlyusedentranceforstaff.ChurchWayisapublicfootpathandaprivatevehicularroadleadingtotheschooland3privateresidences.Thereisapublicfootpathrunningthroughtheschoolfield.AccessacrossthefieldlinksChurchWaytoLangfordCrescent.TheSchoolisasinglestoreybuildingwithasmallplaygroundtothesouth,alargefieldtothenorthandastripofgrassedareabehind(west).AccesstothemainplaygroundisprovidedforclassesfromReceptiontoY4;andaccesstothereargardenareaforY5andY6.Alloutsideareasarelinked.

Therearefiredoorsandemergencyaccessfromeveryclassroomtotheplayground.Internalfiredoorssecurethecorridorareas.ThereisoneadditionalexternaldoortotheGardenwhichchildrenhaveaccesstoduringtheday.

1) Riskswithinschoolsite:Theschoolhasrestrictedaccesstoallexternaldoors/gates.Thedoorsarekeptlockedwhilststaffandstudentsareonsiteandcanonlybeopenedmanuallyfromwithinorthefrontdoorviabuzzer/entryphonesystemandthecarparkviakeypad.Fencesaroundtheperimeterarehighenoughtodetereasyaccesstothegrounds.Theschoolcarparkneedstoremainopenforstaffaccess.

2) Riskstopupils/staff:Recordsarekeptofpupilswhoaresubjecttocourtordersandwhomaynotbeapproachedbynamedindividuals.

3) Knownrisksinthecommunity:CockfostersTubeStationisapprox.400yardsaway.Intheeventofanaccidentoremergencyatthestation,theschoolwillbeinformedbythepolice.AlllocalschoolsandBarnetCouncilhaveasystemofinformingeachotherofsuspiciousorunusualpersonsinthevicinityoftheschool.TheM25motorwayisclosetotheschool(2milesaway).Accidentscancauseseveretrafficcongestioninthevicinityoftheschool,whichmaydelaychildrenandstaffgettingtoschoolorleavingattheendoftheday.

4) HumanFluEpidemic:AdvicefromthegovernmentandtheLA(in2015)wasthatahumanfluepidemicis‘imminent’and‘inevitable’.Theschoolhasadutyofcaretowardsstaffandpupilstoensurethatmeasuresareinplacetopreventtherapidspreadofinfectionandtocopewiththeeffectsshoulditbenecessary-i.e.closureintheeventoftoofewstafftocope.

Intheeventofsuchactionbeingnecessary,staffwillcontacteachotherusingthecascadetelephonechain.Parentswillbemadeawareoftheissueandadvisedtolookregularlyattheschoolwebsite,toringtheschoolofficeforananswerphonemessage.Childrenwillberemindedregularlyabouttheneedtousetissuesandtomaintainpersonalhygiene.

Cleaningstaffwillbemadeawareoftheneedtousedisinfectantproductsinhighuse/riskareasandincreasetheconcentrationifnecessary.

5) PotentialTerrorism:Thiscouldbeathreatorincidenttakingplacewithinschoolorthevicinityorwhilstpupilsareonadailyvisitoronextendedstay.

IntheeventofreceivinganemailorlettercontainingthethreatofabombreportthistotheMetropolitanPoliceServicepleasering101or999ifrequiredorCrimeStoppersanonymouslyon0800555111.ThePolicecanthenadviseaccordingly.

Intruderalerts:

• Stafftothinkthroughhowtheirclasswould‘hide’shouldtheschoolneedto‘lockdown’.Childrenneedtobeoutofsightandsilent.

The intruder alarm will be activated by the Senior Administrator/Head/caretaker.
