AIMS, OBJECTS & HISTORICAL BACKGROUND OF IRTSA

IRTSA was formed in November, 1965, with an objective to unite & strive for better service

conditions and emoluments of the Technical Supervisors on the Indian Railways. Prior to

formation of IRTSA, there was no platform or organization to represent this vital Middle

Management Category of Technical Supervisors on the Railways. Consequently the

category had suffered tremendously at the hands of First and Second Pay Commissions due to

lack of any forum to represent them before either of these forums (set up between 1946 - 1948 & 1957

- 1959 respectively).

On November 1, 1965, initiative was taken by a group of Apprentice Mechanics & Ex-

Apprentice Mechanics of Northern Railway, Lucknow, to form an Association to represent them

at various levels. Shri Harchandan Singh – who was at that time only a third year

Apprentice of Northern Railway at Lucknow - was asked to take the lead. He

immediately toured and contacted counterparts on other zonal Railways and called them for a

meeting at ICF Chennai, in the last week of November, 1965, The meeting was attended by

representatives from each of the 9 Zonal Railways and 3 Production Units.

Finally an Association was formed on 27thNovember, 1965, at Chennai. Shri Harchandan

Singh was elected as its first General Secretary.

Association was initially named as Indian Railways Apprentice Mechanics & Ex-

Apprentice Mechanics Association. Within an year thereof, the name of the Association was

changed to INDIAN RAILWAYS TECHNICAL SUPERVISORS ASSOCIATION (IRTSA), in a

historic All India Conference held at New Delhi, on 27thNovember, 1966. The Conference was

largely attended and widely publicized in the media. The Association worked in coordination with

Indian Railways Foremen Association - which was formed in 1964 and which was finally merged

with IRTSA in August, 1970 during the All India Joint Convention held at Ajmer.

IRTSA has a strong organization and has made remarkable achievements – continuously

struggling for the betterment of Technical Supervisors and Railway men at large during the last

43 years in spite of the fact hat it has not been given a ‘de-jure’ recognition. Highlights of major

achievements are enlisted on back side, But there is still a long way to go and the

struggle must go on …..

MAJOR ACHIEVEMENTS OF IRTSA 1. There are numerous achievement of IRTSA - most vital amongst them is the provision of an

effective platform for uniting and highlighting the problems & aspirations of Technical Supervisors / Engineers on the Indian Railways and representing the same before the Administration as well as before all the Pay Commissions and other forums, and developing better industrial relations with staff & administration.

2. a) Allotment of highest Pay Scales to Technical Supervisors / Engineers amongst group C including the scale of Rs. 840-1200 through 3rd, CPC and Rs. 2375 - 3500 through Fourth CPC.

3. Reduction in number of scales of Technical Supervisors from 6 to 4 by 3rd Pay Commission, further reduction to 2 scales by Sixth Pay Commission.

4. Honorarium to JEs for payment of Boxing & Disbursement of wages to staff –(in 1968 and subsequent revision thereof).

5. a) Bringing entire cadre of Technical Supervisors in one category - (from JE to SSE) in 1984 onwards, for Cadre Restructuring.

b) Raising of no. of SSEs posts from 3% in Workshops & 1.5% on the Open Line to 10% in 1984, 17% in 1993 and 18% to 21%in 2003. C) Raising of number of SEs post from 12% to 29%.

6. Change of designation of Technical Supervisors as Engineers (as Junior Engineer, Section Engineer and Senior Section Engineer)

7. Upgrading of Mistries to Junior Engineers II. 8. Hurt on Duty / Hospital Leave to Apprentices / Trainees (in 1967). 9. Counting of Apprenticeship / training period for Retirement and incremental benefits etc. 10. Reduction of training period of JEs to 18 months. 11. Grant of PCO Allowance to PCO Staff. 12. Revision of rates of Incentive Bonus (in 1968, 1975, 1990 & 1998). 13. Revision of Stipend equal to pay during Apprenticeship / Training. 14. Grant of Special Pay / Allowance to Instructors and Lecturers. 15. Won the case in CAT for grant of Group "B" status to Sr. Technical Supervisors. 16. PLB for all Technical Supervisors irrespective of their pay limit. 17. Raising SSE pay scale to Rs. 7450-11500 instead of Rs. 7000 - 11500 recommended by 5th

CPC . 18. Grant of scale of Rs. 7450-11500 to Drawing & Design staff. 19. Re-designation of Drawing & Design Staff as Engineers (as Junior Engineer, Section Engineer

and Senior Section Engineer) 20. Grant of Incentive Bonus to Senior Supervisors working in Production Units and Workshops. 21. Minimum three ACPs in the career. 22. Running Pay band concept eliminating the stagnation of Pay. 23. HRA on the basis of percentage to Basic pay through V CPC 24. Annual increment on the basis of percentage to basic pay through Sixth pay commission.

As a result of acceptance of recommendations of 6th CPC in many cases two existing grades have been merged in to one grade pay or posts have been upgraded & merged with higher grade thereby affecting the existing channel of promotion of the staff. Accordingly the matter of promotion of non-gazetted staff within such merged or upgraded & merged within same grade pay posts has been considered and it has been decided that promotions within the merged grades(i.e. from the lower grade to next higher grade of 5th CPC scales) or within upgraded & merged in higher grade pay, should not be made herein after till further orders. 2. However, this will not apply to the cases of promotion of running categories viz. Loco Pilots and Guards as well as horizontal promotions, wherein the existing channel of promotion will continue till further orders. Please acknowledge receipt. Hindi version will follow.

In reference to the recommendations of the VIth Central Pay Commission on the above subject, the President

is pleased to sanction enhancement of existing rates of the following allowances to the Nursing Personnel of all

categories at all levels, working in Railway Hospitals and registered under the Indian Nursing Council Act, as

detailed below.-

2. The rates of these allowances will be increased by 25% whenever the Dearness Allowance payable on

the revised pay structure goes up by 50%.

3. The revised rates will be effective from September 01, 2008.

Sub: Recommendations of VI CPC - Grant of Non Practicing Allowance (NPA) at revised rates to IRMS officers The Sixth Central Pay Commission has recommended that Doctors should continue to be paid Non-Practicing Allowance at the existing rate of 25% of the aggregate of the band pay and grade pay subject to the condition that the Basic Pay + NPA does not exceed Rs.85000/-. Consequent upon acceptance of recommendations of the Sixth Central Pay Commission by the Government, the President is pleased to decide that, in modification of this Ministry’s letter No. PC-V/97/I/7/15 dated 31.3.1998, the Non-Practicing Allowance may continue to be paid at the existing rate of 25% of Basic Pay subject to the condition that the Basic Pay + NPA does not exceed Rs.85000/-.

2. The term “basic pay” in the revised pay structure means the pay drawn in the prescribed pay band plus the applicable grade pay but does not include any other type of pay like special pay, etc. In the case of Government servants in the pay scales of HAG + and above, basic pay means the pay in the prescribed scale.

3. The revised rate of NPA would be effective from the date an employee draws pay in the revised scale applicable to him in accordance with the provisions of the Railway Services (Revised Pay) Rules, 2008.

4. The NPA should be restricted to those Medical Posts for which a Medical qualification recognized under the Indian Medical Council Act, 1956 or under the Dentists Act, 1948 has been prescribed as an essential qualification.

5. The Non-Practicing Allowance will be treated as pay for the purpose of computing Dearness Allowance, entitlement of Traveling Allowance and other allowances as well as for calculation of retirement benefits.

6. This issues with the concurrence of Finance Directorate of Ministry of Railways.

(e) The leave account for child care leave shall be maintained in the proforma enclosed, and it shall be kept alongwith the Service Book of the Government servant concerned.

2. These orders shall take effect from 1st September, 2008.

3. In view of paragraph 2 above, a women employee in whose case the period of 135 days of maternity leave has not expired on the said date shall also be entitled to the maternity leave of 180 days

4. Correction Slip to Liberalised Leave Rules, 1949 contained in Indian Railway Establishment Code, Vol.I, 1985 Edition is being issued separately.

Sub: Child Care Leave (CCL) in respect of Railway Servants as a result of Sixth Central Pay Commission - clarification regarding.

Please refer to Board's letter of even number dated 23.42008 wherein Child Care Leave for a period of two years was introduced for female Railway servants. As regards procedure for grant of Child Care Leave (CCL),the following clarification are issued:-

i) CCL cannot be demanded as a matter of right. Under no circuimstances can any employee proceed on CCL without prior proper approval of the leave by the leave sanctioning authority.

ii) The leave is to be treated like the Earned Leave and sanctioned as such.

iii) Consequently, Saturdays, Sundays, Gazetted holidays etc. failing during the period of leave would also count for CCL, as in the case of Earned Leave.

iv) CCL can be availed only if the employee 'concerned has no Earned Leave at her credit.

v) CCL sanctioned prior to 18.11.08 shall be treated as CCL and shall be deducted from the Child Care Leave account of the Railway employee concerned. No adjustment against any other kind of leave shall be made in this regard. The Child Care Leave sanctioned for the period beyond 18.11.08 shall be regulated as in terms of pare (iv) above.

Sub. Sixth Central Pay Commission Recommendation - Special dispensation in the form of Special Casual Leave to Central Government employees with disabilities.

Consequent on the recommendation of the 6th Pay Commission. That the number of Casual Leave available for employees with disabilities should be 12 days as against 8 days for other employees, the ministry of Railways have decided that the additional benefit of 4 days leave should be granted in the form of Special Casual Leave. Sanction of the Ministry of Railways is accordingly conveyed for grant of Special Casual Leave for 4 (four) days in a calendar year to Railway employees with disabilities as defined in the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995, for specific requirements relating to the disability of the official.

These orders take effect from 1st September, 2008.

3. The above mentioned promotions will be made without linkage to vacancies. Other conditions for effecting promotions will "be governed by the provisions of Indian Railway, Medical Service Recruitment Rules, 2000 as amended from time to time. 4. Residency period of 4 years in JA grade is relaxable to 3 years in the case of those who have been promoted to JA grade after 10 years of regular service under the old scheme. Such IRMS officers will be promoted to the Non-Functional Selection Grade after completion of a total of 13 years of regular service in Group W. For other residency period mentioned in pare 2 as per new scheme will be strictly followed. 5. The. Scheme of Dynamic Assured Career Progression. will take effect from the date of issue of these orders. 6.
