MEETING NOTICE

RE: Summary staff report – EDB agenda items
The following is a list of items that will be discussed during the April 18th EDB meeting. The EDB may be asked to take action or provide direction on the items outlined below: Discussion/Action on draft 2020-2024 Capital Improvement Program for EDB Each year, the City puts together a list of capital projects for the next 5 years as part of the Capital Improvement Program (CIP). This year, the City has revised the process to include all larger projects over $10,000, including Economic Development related activities. A few items on the list include the Housing Incentive Program, Acquisition of Land for Industrial Development, Industrial TIF District Creation for New Industrial Land, and Revolving Loan Funds from the Housing Study. Each of these items will come at a significant cost and the 205 Fund and borrowing from the City will likely have to be the primary funding sources if the EDB moves forward on these projects. Staff will provide a draft CIP sheet at the meeting as a starting point for discussion. The project years for the draft CIP is 2020-2024. Discussion/Action on Economic Development Community Survey Staff reviewed the draft survey with the Business Recruitment Committee from MACCI and received some additional feedback. A copy of the revised survey is included in the packet. Staff is looking for feedback on any changes that should be made to the survey or questions/answers that should be added. Discussion/Action on priorities of the Economic Development Plan Action Items At the last meeting, the EDB was looking to identify accomplishments over the past 7 years and set priorities for future activities. Staff sent out the list of action items and asked for each member to identify priorities, ranking each 1, 2, or 3 with 1 being a top priority and 3 being a low priority. If there are items on that list that should no longer be considered, the EDB should remove those items from

the list. If any EDB member has their rankings completed prior to the meeting, feel free to send them to me and I will make copies for our discussion. There are approximately 80 action items in the Economic Development Action Plan. Because the list might be a bit overwhelming, another approach that would help and maybe expedite the review would be to rank the recommendation topics in order of importance. From there, we can pare down the list of action items. Below is a list of topics in the Plan:

Community Marketing Each topic can probably be more refined as some of them overlap into other topics, but if there are other focus areas we should consider, we can look to add those as part of the discussion. Discuss guidance to Economic Development Partners for funding requests After last year’s budget process, staff talked to the EDB about having the Economic Development partners (MACCI, Main Street, Wenzel Family Plaza, etc.) present their plans and needs for the funding being requested from the EDB. Staff has shared this with the partners and informed them of the presentations at the May EDB meeting. Staff wanted to know what information the EDB would like to see as part of those presentations. At the previous meeting, the EDB suggesting asking the partners to look at the Economic Development Action Plan and identify tasks that they can achieve through the funding request. If those priorities change as a result of the discussion at the meeting, staff would like to provide that guidance to them. Update on Business Incubator Staff will provide an update on the cost estimate to complete the feasibility study for an incubator. Update on Housing Committee Staff is hoping to have the first meeting of the Housing Committee scheduled by Thursday’s meeting and an update will be provided at that time.
