The Salinas Valley Memorial Healthcare System (“SVMHS”) hereby invites firms to submit proposals to perform constructionmanagement services for SVMHS’ Parking Garage Annex Design-Build Project and Make Ready Work (“Project”).The Project calls for the design and construction of a new 4-level parking structure immediately adjacent to the existing DowningResource Center parking structure (“DRC”) which will serve as an extension, or annex to the DRC. The new garage will provide a netincrease of 155 parking stalls and will connect to the existing structure’s circulation system, functioning as a single larger garage. Anew south entrance/exit will be provided from San Jose Street. New exterior stairways and pedestrian access will be provided to directgarage users to the main hospital entrance. A retrofit approach to separate acute care services from two seismically non-forming buildings (circa 1953) on the hospital campus.The overall project consists of:1.) removal of Acute Care Services and related support services from the non-compliant 1953 building and relocating these servicesinto the adjacent 1969 building;2.) providing fire and seismic separation between the 1953 buildings and surrounding compliant buildings (circa 1969, 1981 and 2005);3.) separating utilities between the 1953 and 1981 sections of the Central Utility Plant (CUP) and providing underground utilityrerouting and infrastructure separation; and 4.) rerouting interior egress pathways, including the addition of two (2) exit stairs.

As we begin this New Year, I start with a trip back in ‘time’ to rewind his ‘expiration’. Another contractor puts his ‘finger’ on a problem that shows that sometimes all you can do is standby despite planning ahead…
Q: My license expired on 11/30/19. I submitted my license renewal just a couple of days before the expiration date with the understanding that due to processing times, it would likely show expired for a period of time. However, I had called the CSLB and they told me as long as I submitted it prior to the expiration date, even though it would reflect “expired” for a short period, it would be renewed retroactively, and there would be no actual break in the license. I just received a rejection letter stating the renewal was rejected because I failed to “re-certify” that I do not have any employees. Does this mean I am starting from scratch and my license is in fact expired for most of the month of December?
A: Not necessarily. At the time of renewal, a Contractor is either required to mark the box on the application stating they re-certify they continue to not have employees or submit proof of Worker’s Comp in the form of a certificate. If you failed to re-certify your exempt status, the law allows for a retroactive renewal of the license if you submit the correction/documentation within 30 days after the notification by the CSLB of the renewal rejection.
Q: The President of our company flew out to California to have his fingerprints done via Live Scan, specifically for the purpose of not having the issuance of the Contractor’s License delayed. The Live Scan administrator had told him the typical response to have them “clear” is 24-48 hours. Three weeks later, I’ve checked with our
technician at the CSLB several times, and they still haven’t cleared. I understand from speaking with the CSLB that it’s out of their hands at this point, and in the hands of the FBI and DOJ. Is there anything you can do, or any advice as to how we follow up with those agencies to find out what is going on? This is the very last item needed to have our license issued.
A: While it is typical for the DOJ and FBI response to come back to the CSLB within 24-48 hours, the results are sometimes delayed. Most delays are cleared up within 30 days, however we’ve definitely seen it take longer. I, unfortunately, am not aware of any way to get status from those separate agencies, and you are correct that the CSLB has no control over delays and can do nothing else but what the applicant is doing, and that is to wait. It is my understanding the CSLB checks in and follows up with these agencies to make sure no further information is needed. I certainly wish there was something I could do!

Position Offering: CORPORATE CONTROLLER
The Don Chapin Company, Inc. is seeking qualified applicants for the position of CORPRATE CONTROLLER. The corporate controller is a dynamic position whose key functions include the management and oversight of all administrative, accounting, and financial activities of our general engineering construction company. Direct responsibilities include preparation of financial statements, budgeting, forecasting and other accounting functions, as well as cash and risk management. This position will report to the Executive Vice President and the President of the company.
Minimum qualifications are:
• Bachelor’s degree in Accounting , Finance, or Business Administration. Master’s degree and/or CPA preferred.
• Ideal candidate would have a minimum of 10 years of experience in the Accounting and Finance fields. Preferred experience in the construction industry, Percentage of Completion Accounting, Job Cost Reporting, Prevailing Wage, and a strong background in the use of accounting software operating systems.
• Must have excellent computer skills; experience in accounting software (Spectrum a plus) and Microsoft Office Suites, Access, database or similar system knowledge.

Safety Tip of the Week“ELECTRIC SHOCK”
There are several precautions against accidental grounding that we all should observe when using portable electric tools. Check your tools for these conditions: Defective or broken insulation Improper or poorly made connections to terminals. Broken or otherwise defective plugs. Loose or broken switches. Sparking brushes. If any of these conditions exist, have the tool repaired before using it, or report it to your supervisor. Do not use the defective tool. A couple of other safety rules are important, too. Do not attempt to repair or adjust portable electric tools while they’re plugged in. Do not use portable electric tools in the presence of flammable vapors or gases, unless they are specifically designed for such use. Some people believe that low voltage shocks can’t harm them. Actually, these low voltage jolts can be fatal. The severity of a shock is measured by three factors-the quantity of current flowing through the body; the path of the current as it passes through the body; and the duration of the current. Faulty tools can be responsible for an accident. Tools should receive proper care so they will not become faulty. They should always be returned to their proper place, should be handled with care, and should be inspected regularly. To reduce the hazard of electric shock, third-wire grounded or approved double-insulated tools must be used. Any extension cords you use must have three-pronged plugs. These approved types of accessories should be used at home as well as at work. There are three factors involved in accidental grounding mishaps which should be recognized. All of these factors are contributed by people. They are a lack of knowledge of safety precautions, ignoring hazards, and neglect. Again, it’s important to check your tools before using them. If they appear to be broken, defective, or in poor condition, report it to your supervisor. Do not use the tool until it has been approved for further use.
