Item Issuance of provisional REA data issued by WRPC every month- correction
No.1 thereof
CSPTCL vide letter dated 12.07.19 informed that- (i) As discussed in the meeting for freezing of REA data for the month of
January to March -17 held on 27th of April 2017, the URS data in respect of CSEB showing in implemented schedule in WRLDC website
was not matching with REA data provided by WRPC for the month of Dec-2016 to Mar-2017.
(ii) Further in the 74th CCM (item 14 in MoM) pertaining to CSEB Schedule in Kahalgaon super thermal power stations (ER) (K-II) for the period of Aug-2016 to Oct-2016 and issues in past REAs of Aug & Oct-
15, Jan-16, May-16 and Sept-17 were discussed and WRLDC agreed to send the revised data to WRPC.
CSPTCL requested to resolve this long pending issue in REA.

Issuance of provisional REA data pertaining to transaction between
Kishanganga Hydel Plant to CSEB_Beneficiary
CSPTCL vide letter dated 12.07.19 informed that-
Scheduling of Kishanganga Hydel Plant was started from 10/06/2018. Difference in data of transaction between Kishanganga Hydel Plant and
CSEB Beneficiary was observed in REA issued by WRPC for the month of June-18, July-18, Sept-18 and Nov-18 for which letters were sent to WRLDC.
For the above issue, CSPTCL engineer visited WRLDC, Mumbai on 26th Dec. 2018. As per discussion there, WRLDC required the day wise mismatch in the schedule of KISHANGANGA Hydel Plant to CSEB
Beneficiary for the month of June, July, September and November 2018, to accurately find monthly mismatch which was sent to WRLDC
vide letter dt.28/12/2018. The issue of mismatch has not been resolved till date. Further the schedule of Kishanganga Hydel Plant to CSEB Beneficiary
may also be included in the REA issued by WRPC.

CSPTCL vide letter dated 12.07.19 informed that- Difference in data of transaction between Mouda, Solapur and NSPCL to
CSEB_ Beneficiary was observed in REA issued by WRPC for the month
of May-2019 and transaction between Mouda and NSPCL to CSEB_ Beneficiary for month of June-2019 also it was observed that the URS
data showing in REA of month MAY & JUNE-19 is not matching with the URS showing in WRLDC Website for which letters were sent to WRLDC & WRPC.
CSPTCL requested to revise the REAs.

Change in RSD procedure for ISGS to get schedule for state having less
share
CSPTCL vide letter dated 23.10.19 informed that:
The share of CG state in ISGS station of WR is in the range of 6 to 12% only. In case of RSD of any of the NTPC generating station, the
state with smaller percentage of share are always on losing side because of the surrender/Re-allocation of share by states having larger share.
During the month of July-19 August-19 and September-19, CG state could not get it share from Mouda-II Solapur & Gadarwara station despite requirement due to surrender by states having larger share and
has to arrange power from other sources at a short notice and high cost.
To safeguard the interest of all small states, there should be an addition to RSD condition that is “if a state is helping any thermal station to be
on bar by scheduling over and above its share in that station for meeting technical minimum requirement, then it should continue to get the additional quantum of schedule at least for next 72 hours of
scheduling and the original beneficiary shall have right for re-allocation to the balance quantum only.
This will help in not only keeping the ISGS on bar but will also help states with smaller share in meeting their requirement through ISGS
stations.

No.4.2 Working Arrangement for commercial settlement of transfer of URS from
one constituent to another constituent to meet the technical minimum
requirement of ISGS
SLDC Gujrat vide letter dated 24.10.20 (copy enclosed at Annex 4.1) informed that:
SLDC Gujarat has already raised the concerns in the matter. In many forums/meetings, it is decided to ensure injection schedule of the
generating stations at least up to the technical minimum level. Hence, ideally every constituent has to ensure its minimum requisition
according to its share in the generating station X technical minimum of the generating station (of „on bar‟ machines). However, in case of requirement of other beneficiaries in the same generating station for
more than its technical minimum share, remaining beneficiary(ies) can requisite lower than its technical minimum share accordingly.
Further, due to any of the reasons, if it is not possible for any constituent to requisite up to the technical minimum and other
beneficiary (ies) is able to take/accommodate that portion in their drawl schedule to support the grid and to ensure technical minimum requirement of the generator then such quantum of URS is to be
considered in a different way than the regular/normal (on need basis) transfer of URS.
As per the existing agreed mechanism, constitutes availing URS should pay fixed and variable cost of that quantum of URS. However, in case of
transfer of URS to support the technical minimum requirement of the particular generator, it is proposed that constitutes (availing URS to support the technical minimum) should only pay variable charges
for the support quantum. The liability of fixed charges will remain with original beneficiary (ies). Transfer of URS with
variable cost only will help to accommodate ISGS in the State merit order dispatch mechanism. This is a WIN-WIN situation for all the entities.
The similar kind of mechanism can also be introduced for transfer of
URS above the technical minimum of the ISGS.
The abstract of record notes of the 34th WRPC meeting in ITEM No 35 is reproduced hereunder:

After the discussion, TCC agreed on the following: · All members agreed to the proposal of MP wherein the URS availing beneficiary shall pay 50% capacity charges and
remaining 50% shall be borne by MP themselves. · The proposed above mechanism is valid up to 31.03.2018.
· WRPC shall provide the URS quantum availed in its REA, whereas the adjustments made for the capacity charges shall be done by NTPC.
WRPC discussion:
General Manager, GUVNL stated that GUVNL through letter has conveyed to WRPC that URS share of GUVNL can be availed by any
other state utility without paying capacity charges while GUVNL reserves right to recall the power after 4th time block. In case, the other
state beneficiary desires GUVNL‟s URS on committed basis for a day, the beneficiary shall pay 50% of capacity charges to GUVNL. The energy charges and other cost will be settled with NTPC as is being presently
done
Unquote It will help in better utilization of cheaper resources (it is observed that
some States are facing problem of coal shortage and still don‟t be able to schedule URS from other cheaper ISGS due to liability of both variable and fixed cost), higher PLF of ISGS and most of the time ISGS will get
the schedule more than technical minimum. Frequent start-stop of the ISGS can also be avoided

No 4.3 Scheduling of beneficiaries who do not get power due to technical difficulties
DD vide letter dated 06.11.19 (copy enclosed at Annex 4.3) informed the following –
U.T. of Daman & Diu has been allocated power from various generating stations of NTPC and NPC both during peak and off peak hours. UT of
DD do not have their own generating stations and as such our entire load requirement by and large are mostly met from the allocations of power made from central sector generating stations.
NTPC are regularly submit 15 min time block Declared Capacity of their stations to WRLDC and based on the DC declared and scheduled power
sought by various beneficiaries of these stations commensurate to their entitlements, WRLDC issues final schedules to these NTPC Stations.
U.T. of Daman & Diu, based on the DC declared and the entitlement of allocated power, submit requirement for scheduling of power from
Gadarwara, Solapur and Mouda Stations of NT PC. However, nil generation schedule is issued to the generating units of these station as
other beneficiaries of WR has not asked to schedule power from these unit and the total schedule is below technical minimum.
In the above process U.T. of DD is in need of power and right to schedule as per allocation, but is deprived. So on one hand no power is
schedule despite DC declared by NTPC and on the other hand DD end up in paying capacity charges.
DD requested to look into the matter and examine the possibility of scheduling the power from other running units of NTPC in the above
prevailing situations.

Payment of outstanding charges for wheeling of power through OPTCL
system via Budhipadar and other applicable charges.
MSEDCL vide letter no. MSEDCL/CE/PP/82nd CCM/agenda points/020663 dated 24.07.19 informed the following:
MSEDCL vide email dated 24/10/2018 has informed WRPC that MSEDCL has to recover provisional amount of Rs. 1,25,19,751/- for the
wheeling charges as paid to OPTCL for the period July 2011 to March 2012. Though, M/s OPTCL has claimed the same through PoC mechanism, it used to raise invoices @17.5 Ps per unit to MSEDCL.
MSEDCL has paid the subjected bills as per the prevailing rate of @10 Ps per unit for April 2011 to March 2012.
Further, ERPC has to prepare STOA credit receivable to Maharashtra pertaining to period FY 2004 to FY 2011 and inform the same. Gujarat and MP have also raised the issue of outstanding charges as
receivable to them from M/s OPTCL in CCM forum. Accordingly, this issue was discussed in 78th and 79th Commercial committee meetings. During 79th CCM, Committee had decided to convene the meeting
between beneficiaries WRPC, SRPC, OPTCL and ERPC at the earliest. But no such meeting has been held so far. The representative of M/s
OPTCL/ ERPC may be requested to attend the meeting to resolve the issue else separate meeting between beneficiaries WRPC, SRPC, OPTCL and ERPC
may be arranged as decided in 79th CCM meeting.

NTPC (WR-I) AGENDA ITEM
NTPC vide email dated 22.10.2019 informed the following agenda. Background:
Agenda items a, b and c were discussed the 523rd and 524th OCC and MS, WRPC informed that scheduling of generators is governed by CERC regulations and Merit order dispatch by DISCOMS. He opined that
these issue could be discussed with DISCOMS in CCM meeting of WRPC.
a. Ensuring Technical minimum schedule for all the coal-based stations of the WR region.
b. Frequent start stops of Gas turbine along with steam turbine for Jhanor and Kawas stations.
c. Ensuring liquid fuel schedule (minimum 30MW) for minimum 2 blocks once in 1 month for availability of gas turbine on secondary fuel
(Naphtha fuel)for Kawas Station.
d. Migration of secondary fuel from Naphtha to HSD for Kawas gas power
project. As HSD is safer fuel to handle.
e. RRAS payment is not being done for open cycle generation for Kawas and Jhanor stations.
f. Ensuring 55% loading (Scheduling) on Steam turbine for combined cycle power plant, presentation already made in 518th OCCM in the
month of April 2019

ASSETS COMMISSIONED BUT COULD NOT BE DECLARED UNDER
COMMERCIAL OPERATION(PGCIL )
PGCIL vide email dated 29.07.2019 informed that: POWERGRID Works Associated with System Strengthening Scheme For IPP’s in Chhattisgarh and other Generation projects in Western Region.
As per the Investment Schedule 2 No 765kV GIS Line bays at 765/400kV Pune(GIS)(POWERGRID) (For LILO of one circuit of
Aurangabad(POWERGRID)-Padghe(POWERGRID) 765kV D/C Line) were to be commissioned by March‟19. The elements were commissioned and successfully charged by Jan‟19. DOCO for the said
asset will be declared after the approval of CERC by pleading under Regulation 4(3)(ii) of Tariff Regulations.
Western Region Strengthening Scheme-XVII
As per Investment approval 1 No 240MVAR Switchable Line Reactor
along with 850ohm NGR and associated bays were to be commissioned at Pune(GIS). This asset was proposed in the 39th SCM meeting of
Western Region for providing the reactive compensation for LILO of one circuit of Aurangabad (POWERGRID)-Padghe(POWERGRID) 765kV D/C Line being implemented through TBCB route. The asset was charged
successfully as a Bus Reactor in Jan‟19. DOCO for the said asset will be declared after the approval of CERC by pleading under Regulation
4(3)(ii) of Tariff Regulations.

Computation and Payment of Capacity charges for Thermal generating stations in FY 2020-21
CERC (Terms and Conditions of Tariff) Regulations,2019 contains
the following provisions pertaining to computation and payment of Capacity Charge for Thermal Generating Stations (copy of the relevant pages are enclosed at Annex 8):
" The capacity charge shall be recovered under two segments of
the year, i.e. High Demand Season (period of three months) and Low Demand Season (period of remaining nine months), and within each season in two parts viz., Capacity Charge for Peak
Hours of the month and Capacity Charge for Off Peak Hours of the month….”
"The number of hours of "Peak" and "Off-Peak "periods during a day shall be four and twenty respectively. The hours of Peak and Off-
Peak periods during a day shall be declared by the concerned RLDC at least a week in advance. The High Demand Season (period of three months, consecutive or otherwise) and Low Demand Season
(period of remaining nine months, consecutive or otherwise) in a region shall be declared by the concerned RLDC, at least six
months In advance. Provided that RLDC, after duly considering the comments of the
concerned stakeholders, shall declare peak Hours and High Demand Season in such a way as to coincide with the majority of the Peak Hours and High Demand Season of the region to the
maximum extent possible…"
The capacity charge payable to a generating station for a calendar month shall be calculated in accordance with the formula as per above regulation.

Installation of new Interface Energy meters, AMR system and meter data processing system
Background:
As per the minutes of 36th WRPC, POWERGRID has to replace existing meters by New Interface Energy Meters, AMR system and meter data processing system having specifications as approved in 34th WRPC
meeting and recover the cost from the entities on one time basis. POWERGRID had invited bids for the work of “Implementation of 5-
minute metering with New Interface Energy Meter (IEM), Automated Meter Reading (AMR) System and Meter Data Processing (MDP) System
in POWERGRID Western Region” vide NIT dtd. 27.11.2018. Some vendors had sought clarifications in the pre-bid meeting.
37th WRPC Meeting (18th December, 2018), A group, with members from WRLDC, GETCO, MPPTCL, MSETCL,
POWERGRID, Chhattisgarh and Adani Power was formed to address the pre-bid queries raised by the vendors. The group met on 24.12.18 and deliberated the points raised by the vendor. The minutes of the meeting,
after approval of TCC Chairman forwarded to POWERGRID by WRPC. Further POWERGRID wrote to WRPC about vendors seeking some
modification in the payment terms/penalty clause. The same was forwarded by WRPC to all subcommittee members. The consolidated
response was emailed by WRPC to POWERGRID. Thereafter POWERGRID further sought the opinion of WRPC regarding
opening of bids in the event of poor participation. Opinion of WRPC members was forwarded to POWERGID by MS, WRPC on 12.04.2019.
38th WRPC Meeting (27/28th June, 2019):
PGCIL informed the following
Only one supplier quoted and bid was opened on 24.06.2019.
Supplier quoted three times the estimated cost.
Evaluation committee will evaluate the bid and it will take 21 days to evaluate the price bid.
The report of the evaluation committee will be sent to WRPC members.
Within 21 days or before, PGCIL would give the update. Further follow-up.
PGCIL vide letter dated 16.08.2019 informed the following: Price Bid of single bidder M/s Secure opened on 24.06.2019. The price
quoted is abnormally higher side than our estimate. On detailed Analysis we have found following reasons- 1)Being first of its kind, there was no bench marking/historical data for
cost estimate 2)Implicit BOQ i.e. requirement of various hardware and software for control center and FO cables for system integration at SS level
After internal deliberations and consultation with other utilities, the
BOQ is being finalized. With the finalization of Bill of quantities and market survey, cost estimate is being worked out based on TS issued along-with various amendment by WRPC. After approval of revised Cost
estimate retendering process shall be done on top priority. WRLDC vide letter no. WRLDC/MO/1551/2019 dated 30.10.19
informed the following – a. WRLDC had forwarded the estimated future SEM requirement
to WR-1 and WR-2 vide email dtd. 26.11.18 and 24.09.19. b. It is understood that MSETCL has placed award for new interface
meters, AMR and MDP system. The technical specifications were
based on the approved WRPC specifications. It is understood that several vendors participated. POWERGRID may like to benefit
from the MSETCL experience.

Item No 10
Non-availability of Delay Payment Charges towards Payment of DSM Bill for 31.12.2018
MSLDC vide letter dated 27.08.2019 informed that: MSLDC had received DSM bill wherein bill period mentioned was
31.12.2018 to 06.01.2019. It was evident from the covering letter that the payment mentioned was for the week 31.12.2018 to 06.01.2019
amounting to Rs 277491/- & it was duly signed. This Office has paid Rs 277491/- vide Cheque No. 097/42 dtd 07.02.2019 within the timelines
of DSM. Further, MSLDC was in receipt of revised bill with period mentioned
01.01.2019 to 20.01.2019 amounting to Rs 30606903/- . However, considering the weekly pattern of bills issued by WRPC, this office had inadvertently deducted the charges i.e. Rs 277491/-. For 31.12.2018
from the said bill. The payment was done by this office for Rs 30329412/- vide Cheque No. 097755 dtd 27.02.2019, i.e. with
deduction of charges for 31.12.2018. After scrutinizing, it was found that the amount Rs 277491/- was only for 31.12.2018. Thus, the said amount was immediately paid through
Cheque No. 109829 dtd 15.07.2019. MSLDC has never defaulted payment against the timelines of DSM bills
and therefore, DPC may not be charged for the respective period ,i.e. 31.12.2018 as it is inadvertent error on both sides. In view of the above, DPC should not be levied on the amount Rs 277491/-.

Submission of statement of Regulatory account before RPC Commercial Committee
As per Para 15 complementary commercial mechanism (Annexure-I) of IEGC (Amendment-1) which is reproduced here:
Quote “The RLDC shall place the complete statement of regional UI account,
the Regional Reactive energy pool account and Congestion Charge account before the RPC‟s commercial committee meeting on a quarterly basis for audit.”

WRLDC to submit all related data of above regulatory accounts (DSM, REC, RRAS etc.) to CCM on quarterly basis.

Item No 12
Transmission Charges payable by RGPPL to MSETCL
Ministry of Power has allocated 540MW to Indian Railways (out of Maharashtra Share) in Ratnagiri Gas and Power Private Limited for five
years since 01.04.2017. Scheduling of this 540 MW allocation (210 MW-Central Railways, 90 MW -Western Railways, 85 MW-West Central Railways, 70 MW South Eastern Railways, 50 MW North Central
Railways and 35 MW South Western Railways) is being done by WRLDC
in line with WRPC Orders issued in this regard. Indian Railways, 'based on the PPA signed with RGPPL against
allocation as above, entered into LTOA with MSETCL for use of their intervening transmission system to connect to nearest CTU system to wheel their share to destination states. The power from RGPPL is
evacuated using 400kV STU lines in Maharashtra namely Dabhol- Nagothane and Dabhol- Koyna lines which were constructed more than
20 years back. Nearest CTU connectivity is at Padghe. RGPPL share to DD & DNH is also wheeled using these lines as per study conducted by WRPC in FY 2010-11. Transmission charges applicable to DD & DNH
were approved in 15th meeting of WRPC/TCC using contract path method.
As per PPA transmission charges paid by Railways are recovered from RGPPL bills as the PPA provides for composite rate of 5.50/Kwh upto Railway Traction Sub-Station. It is seen that transmission charges billed
by MSETCL to Indian Railways are of the order of Rs 7.20 Crore per month for 330 MW flowing into CTU system. which is about Rs 2.20 Lakh/MW/month.
The charges levied to DD & DNH for using the above corridor are about 0.73 Lakh/MM/Month. Applicable transmission charges for DD &DNH
were worked using contract path method in consultation with MSETCL in FY 2010-11 under Item No. 3.3 of minutes of 56th CCM and Item 3.3 & 3.4 under 15th TCC/WRPC Meeting.
RGPPL requested that transmission charges applicable to 330 MW share of Indian Railways from RGPPL for using transmission corridor of
Dabhol-Nagothane-Padhge to connect to CTU network be reviewed by MSETCL based on contract path method as done in case of DD & DNH.

Performance Guarantee test of NTPC Generators
Background: In 523 OCC NTPC informed that Performance Guarantee Tests(PG) are planned to be conducted in NTPC Solapur and Mouda and requested
beneficiaries to provide schedule so as the PG test can be carried out successfully. MS WRPC opined that PG test is a once in a lifetime activity of generator
and hence suggested that States provide the requested schedule to NTPC for successful completion of PG test of its units.

Allocation of open cycle share of Kawas to all beneficiaries
SLDC Gujarat vide letter dated 05.11.19 (copy enclosed at Annex 14) informed the following:
In recent past, on pursuance of Gujarat requirement, NTPC - Kawas has arranged APM gas fuel for economical operation.
During initial open cycle operation of about six hours (must to bring unit in combined cycle), Gujarat is only requisite the requirement of
around 90 MW which is well above the allocation at 4.27 Rs variable cost.
All beneficiaries are punching their requisition when machine comes in combined cycle leading to loss of share (Gujarat share is 47 MW in one
machine in combine cycle) to Gujarat who has extended support of open cycle operation (90 MW of about six hours at high variable cost) for bringing gas turbine on bar.
Gujarat requested to all beneficiaries to contribute its share in open cycle operation mode if they desire to avail their share in combined
cycle.

WR has been delayed. In the 81st CCM (agenda item no. 6) held on 14.05.19 it was agreed that adequate spares shall be

Metering issues at Kawas NTPC

WRLDC vide letter no. WRLDC/MO/1551/2019 dated 30.10.19 informed the following –
A. Long pending CVT replacement in 220 kV Kawas-Icchapur line-1 at Kawas end
In the CT and CVT testing carried out by NTPC, it was found that
measured ratio of R and B phase CVT is lower (3-
5%) than expected level. Therefore, the main meter of 220 kV Kawas-
Icchapur line-1 at Kawas end is given Bus PT input while check
meter was given faulty line CVT input. The main meter is being used
for computing NTPC Kawas injection.
In the 80th CCM, it was discussed that line CVT at Icchapur end in
220 kV Kawas-Icchapur line-1 shall be replaced as it was confirmed
by the tests that R & B phase CVT‟s are showing irregular results.
Further, after replacement of faulty CVT with a healthy CVT, the main
meter shall be provided the line CVT input and its readings shall be
validated by WRLDC with standby meter readings.
In the 81st CCM, GETCO informed that the work will be done in the
month of May 2019, however the work is yet to be finished.
GETCO may apprise the committee the cause of the delay and
tentative date by which the work shall be completed. B. Replacement of one check and two standby meters at NTPC
Kawas
The following meters installed at NTPC Kawas have a time drift of about 1 hour as seen in data validation at WRLDC.
• HV side of GT-1A (NP-5529-A, Elster make)
• HV side of GT-1B (NP-5445-A, Elster make)
• 220 kV Kawas-Icchapur line-2 (check meter, NP-5457-A, Elster make)
The time drift has been confirmed from the unit outages timings in the outage report.
However, time display in the meter does not reflect the time drift. Thus it may be inferred that the meter is faulty.
An email was sent to NTPC Kawas and PGCIL Navsari s/s on
01.10.2019 regarding checking and correction of time drift. Further,
NTPC informed vide email dtd. 18.10.19 that they have done time
drift correction on 14.10.19, however the issue was not resolved.
WRLDC informed the same to NTPC Kawas and POWERGRID vide
email dtd. 25.10.19.
Thus, these three meters (NP-5529-A, NP-5445-A and NP-5457-A)
need to be replaced with meters of different make.

WRLDC/SO-1/Metering/2018/ dtd. 11.01.2019 and WRLDC/SO-

coordinate relocation of check meters for generating stations (IPPs)
and installation of 4 new check meter for JPL Tamnar. The matter
was discussed in 80th CCM held on 21st February 2019 wherein it
was agreed to complete the work within fifteen days. The matter was
further discussed in 81st CCM on 14.05.19.

Relocation of check meters: Out of 24 check meters, 20 check meters have been relocated.
Work related with 4 check meters for KWPCL and

Installation of New meters at Raigarh
Vide WRLDC letter dtd. 24.09.2018 POWERGRID was advised to
install SEMs on 220kV Raigarh (CSPTCL)- Raigarh (PG) line 1& 2 on
both ends. The matter was again followed up in letter WRLDC dtd.
11.01.19 and 06.08.2019 and also in supplementary information for
regional energy accounting from week-18 (29.07.19-04.08.19) onwards.

In the absence of meters in these lines, Chhattisgarh drawl is being
computed by using meters installed in the HV side of the ICT and
220 kV Raigarh (PG)-Budhupadar line.
After, installation of meters in 220kV Raigarh (CSPTCL)-Raigarh
(PG) line 1& 2, the ISTS drawal interface point of Chhattisgarh at Raigarh (PG) shall be shifted to 220 kV Bus.
PGCIL / CSPTCL may provide the status of installation.

Frequent failure/issues observed in Elster make SEMs in WR
Frequent failure of Elster meters and unsatisfactory support services
from Elster were reported by WR utilities as well as WRLDC vide letter
dated 09.11.2018. Reminders were issued vide letter dated
11.01.2019,
29.03.2019 and 06.08.2019. Matter was also discussed in 80th CCM & 81st CCM.
80th CCM:. POWERGRID agreed to take appropriate action with
ELSTER as per terms and conditions of the contract for supply of
meter and support/service by ELSTER.
81st CCM: PGCIL representative informed that they have decided
not to consider M/s. Elster in future bidding, at present they are
having 26 spare meters out of warranty. WRLDC representative
suggested that the redundant meter (list annexed in the minutes) shall
be used in place of faulty meter on case to case basis. Vide letter dtd. 11.01.19, WRLDC requested POWERGRID for
replacement of defective SEMs of Elster make. Out of 10 requested replacements, 7 are completed while 3 are pending. The pending status is as below:

No. 20 Correction of Time drift in energy meters
Previous CCM discussions:
79th CCM: The list of meters where time drift has been reported /
observed was shown by WRLDC. Committee decided that the concerned
utility in whose premises the SEM is installed shall follow the
procedure for time drift correction through DCD in L&T, Secure and
Elster Meters as available at the WRLDC website. Concerned utilities
were requested to check/correct the time drift every week.
80th CCM: It was agreed that the weekly time drift
checking/correction is the responsibility of the station where SEM is
installed. It was also decided that all stations shall submit time drift
report along with the SEM data every week. It was also decided that
POWERGRID would include time drift correction in the scope of the
meter testing contract in future.
81st CCM: It was agreed to replace the meters having time drift of
more than 10 minutes and to correct the time drift through DCD in
meters where drift is less than 10 min. The list of meters having time
drift more than 10 minutes was shared by WRLDC. The status is as

The Committee decided to discuss the issue in telemetry meeting scheduled on 26 Apr 2019.
• Discussion summary of 520th OCC (13th June 2019):
SE(Opn), WRPC requested all constituents to give their opinion on matter of making arrangement of resident engineer support
from OEM at WRLDC for 24X7. In response, Gujarat and MP agreed but Maharashtra stated that they would discuss the issue with their management and confirm later on.
• Discussion summary of 38th WRPC Meeting (27th/28th June 2019):
ED LD &C, PGCIL stated that in principle it could be agreed but full agenda was required. But methodology could be discussed in SCADA meeting.
• Discussion summary of 521th OCC (16th July 2019):
PGCIL informed tentative cost towards Tejas 24X7 deployment shall be around 1.6 crore for a period of 5 years and requested
WRPC to decide mode of recovery of these charges to
POWERGRID through common corpus.
• SLDC, Gujarat shall inform GUVNL regarding the details of proposed arrangement of 24X7 Tejas Engineer at WRLDC.
• Maharashtra shall take up the issue with their management and
participate in CCM with their clear stand
• The issue shall be further discussed in next CCM.

The Hon‟ble CERC has issued regulations on “Central Electricity Regulatory Commission (Deviation Settlement Mechanism and related matters) Regulations, 2014” dtd 6th January 2014 implemented from 17th Feb‟14. Regulation 10 (4) of the principal Regulations is as below:

COMPUTATION OF CAPACITY CHARGES AND ENERGY CHARGES
42. Computation and Payment of Capacity Charge for Thermal Generating
Stations:
(1) The fixed cost of a thermal generating station shall be computed on annual basis
based on the norms specified under these regulations and recovered on monthly basis
under capacity charge. The total capacity charge payable for a generating station shall
be shared by its beneficiaries as per their respective percentage share or allocation in
the capacity of the generating station. The capacity charge shall be recovered under two
segments of the year, i.e. High Demand Season (period of three months) and Low
Demand Season (period of remaining nine months), and within each season in two
parts viz., Capacity Charge for Peak Hours of the month and Capacity Charge for Off-
Peak Hours of the month as follows:
Capacity Charge for the Year (CCy) =

(2) The Capacity Charge payable to a thermal generating station for a calendar

PAFMpn = Plant Availability Factor achieved during Peak Hours upto the end
of nth Month in a Season;
PAFMopn = Plant Availability Factor achieved during Off-Peak Hours upto the
end of nth Month in a Season;
NAPAF= Normative Annual Plant Availability Factor.
(3) Normative Plant Availability Factor for “Peak” and “Off-Peak” Hours in a
month shall be equivalent to the NAPAF specified in Clause (A) of Regulation 49 of
these regulations. The number of hours of “Peak” and “Off-Peak” periods during a
day shall be four and twenty respectively. The hours of Peak and Off-Peak periods
during a day shall be declared by the concerned RLDC at least a week in advance. The
High Demand Season (period of three months, consecutive or otherwise) and Low
Demand Season (period of remaining nine months, consecutive or otherwise) in a
region shall be declared by the concerned RLDC, at least six months in advance:
Provided that RLDC, after duly considering the comments of the concerned
stakeholders, shall declare Peak Hours and High Demand Season in such a way as to
coincide with the majority of the Peak Hours and High Demand Season of the region to
the maximum extent possible:
Provided further that in respect of a generating station having beneficiaries
across different regions, the High Demand Season and the Peak Hours shall correspond
to the High Demand Season and Peak Hours of the region in which majority of its
beneficiaries, in terms of percentage of allocation of share, are located.
(4) Any under-recovery or over-recovery of Capacity Charge as a result of under-
achievement or over-achievement, vis-à-vis the NAPAF in Peak and Off-Peak Hours of

Sir,
This office had received DSM bill vide u/r (1) wherein bill period mentioned was3L.L2.2OLB to O6.01.2019. It was evident from the covering letter that tJ:e pa5rment mentionedwas for the week from 31.L2.2078 to 06.01.2O19 amounting to Rs.2,77,49L/- & it was dulysigned- This offrce has paid Rs.2,'l"l ,491/- vtde Cheque No.U9'/'/4'2 dtd. tJ'|.O2.2O19 within thetimelines of DSM bill due date.
Further, this office was in receipt of revised bill with period mentioned as O1.01.2019 to2O.O1.2O1,9 vide u/r (2) amounting to Rs.3,O6,O6,9O3/-.However, considering the weeklvpattern of bills issued by IVRPC, this oflice had inadvertently deducted the charges i.e.Rs.2,77,49L/- far 31.12-2018 from the said trill. The payrnent was done by this oflice forRs.3,03,29,412/- vide Cheque No.O97755 dtd.27-O2.2O19 i.e. with deduction of charges for31.12.20L8.
After scrutinizing, it was found that the amount of Rs. 2,77,491/- was only for31.L2.2O18. Thus, the said amount was immediately paid by this office through cheque No.
LO9829 dtd. 15.07 .2079.
It is pertinent to note that Maharashtra State L,oad Dispatch Centre has never defaultedpayment against the timelines of DSM bills and therefore, DPC may not be charged for therespective period i.e. 31.72.2OL8 as it is inadvertent error on both sides. In view of above, DPCshould not be levied on the amount Rs.2,77,491/-.
