FOREWORD
The objective and purpose of the Public Health Officers and Technicians’ Council (PHOTC) as prescribed in the Public Health Officers (Training, Registration and Licensing) Act No. 12 of 2013 is to exercise the general supervision and control over the training, practice and employment of Public health Officers and technicians in Kenya, and to advise the government in relation to all aspects thereof.
Continuing professional development (CPD) regulation and coordination is a core mandate of the PHOTC alongside regulation of public health training, practice, registration, licensing and employment of Public Health Officers (PHOs) and Technicians (PHTs) in Kenya. PHOTC shall therefore ensure the coordinated provision of quality and relevant CPD courses in order to continually improve the capacity of PHOs and PHTs to provide quality health services to the public.
Continuing Professional Development shall form a basis and requirement for the retention of practicing licenses for PHOs and PHTs, building on their technical competencies and aiding in defining a clear path for career progression within the public health professional circles.
PHOTC has provided CPD guidelines for the continuing capacity building of Public Health Officers and Public Health Technicians across the country. All CPD providers shall therefore ensure that the competencies specifications as outlined in these guidelines are incorporated into the training courses and CPD programs. These guidelines shall also ensure harmonization of CPD course content for all the providers.
The guidelines outline the requirements for continuing professional capacity building, defining the core professional course, determine criteria for awarding points to successful trainees and setting out criteria for the selection of CPD providers. The guidelines shall also form a basis for guidance to employers in career progression as well as merited promotions.
These guidelines also outline PHOTC minimum requirements for accreditation of CPD providers. They further present the implementation framework for CPD activities and monitoring and evaluation of cadre-specific and cross-cadre CPD activities. This document is therefore an important tool to all professionals, CPD providers and the general public.

GLOSSARY OF TERMS
Approved Institution: Refers to the middle level Colleges, universities and any other such
training institution that may be approved by the Council for the purposes
of these guidelines.
Association: Refers to the Association of Public Health Officers.
Certificate: This is an award issued by the Council to a person or entity upon registration,
licensing or accreditation according to the Public Health Officers (Training,
Registration and Licensing) Act, No. 12 of 2013.
Community Strategy: This is an approach where a community identifies its problems
and comes up with interventions to resolve the challenges faced. This
approach delays the referral to tier two (dispensary level) for further health
care services.
Compliance: This refers in these guidelines to adherence to all the requirements as
stated in the guidelines.
Council: This term refers to the Public Health Officers and Technicians Council,
Kenya.
Dialogue Day: This is a day organized by the health care provider to meet with the
community and community health volunteers to deliberate on experiences
success and challenges as guided by chalkboard MOH 516 with a view of
identifying actionable interventions.
Field Day: This is a day set aside with the community where health personnel visit
a place with a view of learning, educating and proposing new ideas for
improving the health and well-being of the populace.
Point: This refers in this document as the unit of measure for all CPD activities.
The Council shall assign points for all CPD activities.
Practitioner: This is a term used in this document to refer to Public Health Officers and
Technicians.

Public Health Officer: This refers to a person who has undergone the prescribed course
of training in an approved institution and holds a diploma, higher diploma
or degree in environmental health.
Public Health Officers and Technicians: This term in accordance to the Public Health
Officers (Training, Registration and Licensing) Act No. 12 of 2013, to refer to
the public health cadre. It also refers to Environmental Health Practitioners.
Public Health Technician: This refers to a person who has undergone the prescribed
course of training in an approved institution and holds a certificate in
environmental health.
Session: This term is used to refer to a CPD activity and is a single continuous
sitting for a minimum period of one hour.

1.1. BackgroundThe Public Health Officers and Technicians Council is established under Public Health Officers (training Registration and licensing), Act, No. 12 of 2013. This Act makes provision for the training, registration and licensing of public health officers and public health technicians, to regulate their practice, to provide for the establishment, powers and functions of the public health officers and public health technicians Council and for connected purposes.
CPD for public health officers and technicians is anchored on the functions of the PHOTC as per the Act No. 12 of 2013, Section 4, and Sub-section 2. The Constitution of Kenya 2010, Article 42 under the Bill of rights provides for the right of every person to a clean and healthy environment. Article 43 of the same Bill provides for the right of every person to the highest attainable standards of health which includes the right to health care services including reproductive health , accessible and adequate housing, reasonable standard of sanitation and to clean and safe water in adequate quantities. Article 70 gives provision for legal redress in the event of violation, infringement, threat or denial of rights under Article 42. The Public Health Officers and Technicians have a significant and central role to ensure achievement, fulfillment and advancement of these rights. Registered public health officers and technicians can only effectively address these issues if they have the necessary knowledge, skills and attitudes through continuing professional development.
Vision 2030 has mandated the government and health sector leadership to establish a high quality affordable health care system. By improving on the skills and competencies of public health officers and technicians, the health sector shall achieve vision 2030 and realize the goal of opening Kenya to health tourism.
The Health Sector Strategic Plan 2012-2018 identifies six priority areas that the Government seek to address, these are;1) Eliminate communicable conditions, 2) Halt and reverse the rising burden of non-communicable conditions3) Reduce the burden of violence and injuries4) Provide essential healthcare5) Minimize exposure to health risk factors6) Strengthen collaboration with other sectors that have an impact on health

A well informed human resource workforce with requisite knowledge and skill is an essential pillar towards addressing these prioritiesFour of the Millennium development goals have a direct bearing on health. These are;1) Reduction of child mortality2) Improvement of maternal health3) Combating HIV/AIDS, malaria and other diseases4) Ensuring environmental sustainability
CPD for Public health officers and technicians is essential to enable them offer preventive and promotive intervention that would in turn accrue towards achievement of these goals
The Health policy 2012-2030 recognizes a health population as key to achieving socials economic development. CPD will therefore ensure a robust and skilled health workforce that strives to provide quality health care services.
1.2. PHOTC Mandate
PHOTC specific mandate is to exercise general supervision and control over the training, practice and employment of public health officers and technicians in Kenya and to advice the government in relation to all aspects thereof.

1.5. Functions of the Council The object and purpose for which the Council is established is to exercise general supervision and control over the training, practice and employment of public health officers and technicians in Kenya and to advise the Government in relation to all aspects thereof;
In consultation with approved institutions, prescribe the courses of instruction for public health officers and public health technicians;a) Prescribe the minimum educational entry requirements for persons wishing
to be trained as public health officers or technicians;b) Prescribe and conduct examinations in collaboration with the approved
institutions;c) Consider and approve the qualifications of public health officers and
technicians for the purposes of registration under this Act;d) Approve institutions other than those established or accredited under the
Universities Act, 2012 for the training of public health officers and technicians;e) License and regulate practice of registered public health officers and
technicians;f) Regulate the professional conduct of registered public health officers and
public health technicians and take such disciplinary measures as may be appropriate to maintain proper professional standards;
g) Maintain a register and records of all public health officers and technicians registered under this Act;
h) Establish and maintain a professional code of conduct for all persons registered under this Act;
i) Cause to be published in the Kenya Gazette every calendar year the names of all registered public health officers and public health technicians;
j) Consider any other matters generally pertaining to public health officers and technicians including prescribing and approving all badges, insignias or
k) Uniforms to be worn by public health officers and technicians while on duty, in consultation with the Cabinet Secretary.
CPD for public health officers is specifically anchored under function (F) license and regulate practice of registered public health officers and technicians

OVERVIEW OF CPD22.1. Definition of CPD:
CPD is a range of learning activities through systematic maintenance, alignment to current trends and improvement of knowledge and skills as well as development of personal qualities necessary for the execution of professional’s duties efficiently and effectively throughout practitioners working career.
2.2. Purpose of CPDThe aim of CPD is to ensure Public health officers and technicians keep abreast of development in preventive and promotive health service, as well as adhere to all aspects of Public health standards and ethics through organized training programs.
2.3. CPD Goals and Objectives
2.3.1. Goal
To develop environmental health professionals who will provide quality health services that are efficient and effective.
2.3.2. Objectivesa) To enhance continuous improvement of knowledge, skill and competencies
for Environmental Health Practitioners.b) To keep abreast of developments in the health sector and in particular the
dynamics in public health practice.c) To build on the body of knowledge of Environmental Health Practitioner and
thus enhancing professionalism.d) To improve on quality of health and environmental services provided by
Environmental Health Practitioners.e) To fulfill professional obligation for service improvement.f) To improve all aspects of environmental health service that includes
management, education and practice.
2.4. CPD Awareness Creation
Effective communication is necessary to ensure access to available training and learning opportunities to Environmental Health Practitioners. A functional

data system that provides linkage between providers, practitioners and council is necessary. Innovative teaching and learning methodologies such as distance and e-learning are essential for effective communication of CPDs. There is need for the council to consider diverse channels of communication of CPD activities and reporting. These channels include but not limited to seminars, symposia, circulars, memos, print and electronic media.

3.1. Definition of CPD ActivitiesCPD activities are a range of learning approaches through which Environmental health practitioners maintain and develop throughout their career to ensure that they retain their capacity to practice safely, efficiently, effectively and legally within their evolving scope of practice.
3.2. CPD PrinciplesCPD activities shall be based on the following principles:
3.2.1. Ethically sound: All CPD activities shall conform to the Kenyan Constitution, environmental health professional Code of Ethics and other relevant statutes.
3.2.2. Evidence based: CPD activities shall be informed by research and professional practice.
3.2.3. Integrated: CPD activities shall be part and parcel of professional work and continuing quality improvement.
3.2.4. Needs based: CPD activities shall be responsive to environmental health needs of the community, institution and profession and responsive to client needs.
3.3. CPD categories
CPD activities have been categorized into three levels: a) Gaining new knowledge and information
i. Attending conferences, seminars, other professional presentations, lectures and guest talks;
ii. In-service training provided in a structured way with specific learning outcomes;
iii. Academic study which is any formal learning program that contributes to professional development;
iv. Practice-based research projects where an environmental health practitioner is participating as a learner or as an expert in the field

v. Practice based emerging and re-emerging issues in the practice.vi. Best practices documented by practitioners.
b) Contributing to the development of professional design, knowledge and practicei. Conducting skill development workshops: This is actual presentation
time for workshops, provided the material being presented constitutes transferable knowledge;
ii. Publishing peer reviewed journal articles and booksiii. Reviewing journal articles for publicationiv. Professional supervision and mentoring - This includes any arrangement
for review of work and development of knowledge and skills including individual, group and peer supervision and/or mentoring.
v. Presentation of conference papers and other professional presentationsvi. Active membership of professionally relevant committees, councils and
boards: (This activity is not part of routine work)vii. Research, innovation and Patentingviii. Awards recognized by the Councilix. Moderation of environmental health examinationsx. Developing protocols, policies or guidelines of materials relevant to the
professionxi. Competition, rating/ranking and recognition of best professional practices.
c) Individual skill acquisitioni. Participation in skill development workshops: These are workshops that
are aimed at increasing proficiency of a skill or category of skills necessary for professional practice
ii. Supervised practice for skill development: This means working with an experienced practitioner for the purpose of skill development or working with a mentor as a way of developing skills
iii. Environmental health innovations: These are activities aimed at addressing unique local challenges
iv. Environmental health benchmarking: These are activities aimed at taking the environmental health practices from other regions and domesticating them at home
v. Professional individual reading and utilization of acquired information through CPD.

3.4. Standard Guidelines for Awarding Points
The Council is mandated to ensure that all environmental health practitioners requiring re-licensure and retention in the PHOTC register attain a minimum of 60 CPD points per year. This is in conformity with PHOTC Act No. 12 of 2013.
All CPD activities will be weighted in points. Allocation of points shall be based on the nature of the CPD activity undertaken.
The Council provides the following guidelines for the accumulation of CPD points as shown in Table 1.

NB: eLearning and distance learning is encouraged and points will be allocated with reference to the above table and depending on the type of learning that has taken place. This may include gaining new knowledge, simulation to acquire skills among others.
3.5. CPD contentThe content of CPD will be informed by the Council core competencies for environmental health practitioners and be determined by national and county health priorities as well as focus on identified individuals training needs.
CPD content can be cadre specific or cross cadre. Cadre specific activities focus specifically on the environmental health profession. Cross cadre activities cut across various disciplines and sectors.
The following thematic areas and desired core competencies from which CPD activities are derived from national and global priorities, emerging diseases and conditions requiring environmental health interventions. They include but are not limited to the following:

CPD activities may be delivered in a variety of flexible formats that provide an opportunity for learning. These include lectures, group discussions, demonstrations, workshops, seminars, conferences, practicums, distance and e-learning activities.

a) Deployment to another departmentb) Seconded to an organization/unit on the same capacityc) Non-referenced letters to the editor of an accredited journald) Daily sanitation activitiese) Staff and/or administrative meetings and activitiesf) Tours and/or viewing of exhibits and technological demonstrationsg) Membership in professional bodies and/or holding a portfolio in an
executive or council structure h) Meetings arranged by manufacturers of various products or importers
of commodities, product devices or technologies that are purely for the purpose of marketing
i) Any other activities considered as part of routine work

GUIDELINES FOR CPD PROVIDERS4
4.1. Definition of CPD Providers
A CPD provider is an institution, organization, or entity registered and accredited by the Council to provide CPD activities in an identified thematic area.
4.2. Requirements for CPD providers
A CPD provider shall meet the following minimum requirements:4.2.1. Be registered with a valid professional license4.2.2. Be accredited by the Council4.2.3. Appoint a coordinator to manage CPD activities4.2.4. Have experience undertaking training or capacity building activities4.2.5. Ensure CPD objectives, content and methodology are need driven and
approved by the Council4.2.6. Ensure CPD activity facilitators are experts in the specific thematic area4.2.7. Ensure that there are adequate teaching and learning resources to support
CPD program and activities4.2.8. Have the capacity and strategies to advertise CPD activities4.2.9. Conduct an evaluation at the end of a CPD activity4.2.10. Renew practicing license every year4.2.11. Adopt a platform for accelerated CPD reporting to PHOTC
4.3. Categories of CPD providersCategories of CPD providers recognized by the Council include:4.3.1. Environmental health professionals and consultants4.3.2. Public Benefits Organizations (PBOs)4.3.3. Public and Private Training Institutions4.3.4. Public and Private Health Facilities4.3.5. Research Institutions4.3.6. Development Partners4.3.7. Professional Regulatory Bodies4.3.8. Professional Associations4.3.9. Technical Programs of the Ministry of Health4.3.10. County Departments of Health4.3.11. Any other as registered and accredited by the Council

CPD Guidelines
4.4. Accreditation process for CPD providersAll prospective CPD providers shall be required to comply with the following procedures prior to registration and accreditation: A CPD provider shall: 4.4.1. Complete and submit the CPD Provider Application Form (Form No. 7A),
obtained from the Council and upon payment of prescribed fees4.4.2. Attach the curriculum vitae, academic and professional qualifications of
facilitator(s) with expertise in the thematic area4.4.3. Provide evidence of teaching and learning infrastructure to support the
CPD activity4.4.4. Provide registration certificate and valid practising professional license
where applicable4.4.5. The Council will conduct inspection of infrastructural resources and compile
an inspection report4.4.6. The Council will issue an accreditation certificate and practicing license
upon satisfactory compliance with all the requirements as stated above.
All accredited CPD providers shall be required to renew their practicing license on an annual basis.
4.5. Responsibilities of the Council and CPD providers

4.6. Compliance
Accredited CPD providers shall be deemed compliant when they adhere to the requirements and responsibilities stated above.
4.7. Non-compliance
The following constitutes grounds for non-compliance by a CPD provider: 4.7.1. Failure to adhere to stated requirements and responsibilities4.7.2. Failure to address gaps identified within ninety (90) days of notification by
the Council4.8. Penalties for non-compliance Failure to comply with the requirements and responsibilities stated above,
the accredited CPD provider shall be liable to: 4.8.1. Revocation of the CPD provider’s accreditation certificate after non-renewal
of practicing license for a period of 3 years4.8.2. Suspension of the CPD provider’s practicing license for a period not
exceeding one year upon consistent failure to meet requirements and responsibilities
4.8.3. Late renewal of annual practicing license shall attract a surcharge of 10% of the annual renewal license fee
4.9. Grounds for Appeal
A CPD provider has the right to appeal against the penalties for non-compliance within ninety (90) days of notification by the Council. The following constitutes grounds for appeal: 4.9.1. The CPD provider does not agree with the information and decision made
by Council4.9.2. Non-compliance circumstances that are beyond the CPD provider’s control
and may fall under social, political or economic factors, or natural calamities.4.9.3. Any other reasons not outlined in these guidelines that Council shall
consider, provided there is adequate justification

4.10. Appeal Process
The CPD provider shall be required to: 4.10.1. Fill a CPD Provider Appeal Form (Form no. 7B)4.10.2. Attach the necessary accompanying evidence4.10.3. Pay a non-refundable fee as prescribed by the Council4.10.4. Lodge appeal documents at the Council4.10.5. The CPD provider shall receive feedback on the verdict of the case within
thirty (30) days after determination of the appeal

GUIDELINES FOR PUBLIC HEALTH OFFICERS AND TECHNICIANS5
5.1. Requirements for Public Health Officers and TechniciansParticipants wishing to undertake CPD shall adhere to the following requirements:5.1.1. Be registered by the Council and have a valid practice license5.1.2. Familiarize themselves with the PHOTC CPD guidelines5.1.3. Ensure that the CPD provider is approved by the Council5.1.4. Maintain evidence of attendance to a CPD activity5.1.5. Maintain a signed logbook of CPD activities5.1.6. Participate in the evaluation of the CPD activity5.1.7. Comply with the minimum CPD requirements set by the Council5.1.8. Ensure renewal of practice license as required by the Council
5.2. PenaltiesThe CPD program is an integral part of the Public Health Officers and Technicians professional life. All practitioners have the responsibility to demonstrate accountability in the delivery of services that safeguards the public.5.2.1. The Council will impose penalties for non-compliance if the practitioner
does not adhere to stated requirements5.2.2. Failure to comply shall result in suspension from the retention register and
cancellation of practicing license
5.3. Appeal ProcessThe practitioner shall be required to complete an appeal form accompanied with the necessary evidence. An appellant shall be required to pay non-refundable fee as prescribed by the Council. The Council shall determine the date of hearing the appeal within thirty (30) days after receiving application.
A practitioner shall appeal against penalty on the following grounds:5.3.1. If there is an error in CPD points allocation5.3.2. If the Council did not process duly-filled application forms5.3.3. If the eligibility of activity is disputed5.3.4. If the practitioner had earlier informed the Council the reason for his/her
inability to adhere to the requirements and the Council found explanation acceptable and provided a time period to comply.
5.3.5. If the practitioner is deregistered5.3.6. If the practitioner is denied exemption5.3.7. Other reason not outlined in these guidelines provided the practitioner
provides adequate proof

5.4. Preparing an AppealA practitioner shall ensure that they submit their appeal and all accompanying documentation within thirty (30) days after communication of the penalty. The practitioner shall take note of the following:5.4.1. Ensure that the Council has updated records for the practitioner5.4.2. All supporting documentation shall accompany the appeal application
form
5.5. Exemption ProcessThe practitioner shall be exempted from above stated penalties due to the following reasons:5.5.1. Proof of illness for a period exceeding three (3) months5.5.2. Disciplinary or suspension issues taking a period of more than 6 months5.5.3. Practitioner is out of the country and has duly informed the Council.5.5.4. Any other reason deemed valid by the Council
Exemption will be provided upon review of the evidence given.

6.6. Review of CPD guidelinesThe CPD guidelines shall be reviewed every three years after evaluation of the CPD program. The review process shall be based on the feedback from the monitoring and evaluation process and any other source of feedback that is provided to the council.
33CPD Guidelines
7.1. Monitoring
The monitoring of CPD activities and program(s) shall be carried out at all levels of the implementation structure. Monitoring shall be conducted on a continuous basis to determine the extent of progress or lack thereof in achievements of results against the set objectives.
7.2. Evaluation
PHOTC shall evaluate the CPD program every three years to assess its overall performance. Initial baseline assessment will be conducted to assess the indicators. Annual evaluations will be done to include in-depth interviews, independent assessments, surveys and end-year evaluation. Evaluation will focus on knowledge, skills and attitudes and the corresponding indicators to measure progress. Tools for evaluation will be developed and piloted by PHOTC.
Evaluation will be done both internally to evaluate the CPD program and thereafter an independent external evaluator will be identified. Feedback will be sought from all stakeholders and the results shall be shared in a review meeting and recommendations implemented to improve the CPD program.
The Monitoring and Evaluation (M&E) of CPD activities will be carried out by the PHOTC through the outlined CPD structure. The CPD Results Framework and Monitoring and Evaluation plan are outlined below.

Form 7BInstitution, Organization or Entity conducting CPDs for Environmental
health ProfessionAccreditation is mandatory for institutions, organizations or entities wishing to conduct CPDs.
CPDs shall focus on needs base, and areas of interest in the provision of quality Environmental Health Services. The checklist shall be used in accreditation of CPD providers.
Purpose of the assessment: To assess the eligibility of an applicant interested in providing continuing professional development training to Environmental Health Officers and Technicians.
The objective is to:• Assess the capability of the applicant.• Ensure the provision of quality Environmental Health training and maintenance of
professionalism.• Create a critical mass of CPD providers.
Accreditation Process1. The institution/organization/entity applies for accreditation to the Registrar, PHOTC.2. The applicant fills and submits the relevant CPD provider application form.3. The applicant provides proof of payment for assessment to take place.4. PHOTC convenes a panel of experts to conduct assessment and compile reports.5. Assessment feedback is given in writing within one week (5 working days) of assessment.
