CALL TO ORDER
1. Meeting called to order at 7:30 p.m. by the President. He will chair the meeting.
Andrea Plante was excused from the meeting to maintain quorum. Per Article 6. 1.e. of the
Constitution, we cannot have more Board members in attendance than regular members.

2. The President introduced himself and the current Board of Directors. He indicated Keith Penny,
Karen Gallant-Mayer, Pete Mayer, Nadine Trépanier-Bisson and Alan Ellis could not make the
meeting.

PRESIDENT’S ADDRESS
6. We had another successful year.
7. Fury had a tremendous year. CUSC had the largest turnout at one for their games dedicted to
our club.
8. FIFA 2015 Women’s was a success.
9. We had a record number of teams at our Snakebite tournament. It is a very popular tournament
and one that many teams come back to play in year after year.
10. The City is putting more money into Millennium in the future. A turfed football field and
water park are being planned.
11. Inaugural Academy showcase. 16 teams and 20 coaches from universities, colleges and
professional Academy teams in Canada and the US.
12. Chris Wade ran a mentorship program for referees this year that was very well received.
13. The President thanked the members of the Board of Directors for their hard work.

TREASURERS REPORT
Draft Financial Statements for Year Ending 31 Oct 2015
15. The President reviewed the Comparative Balance Sheet and Income Statement for the Year
Ending 31 Oct 2015 that were provided for the members in the AGM Booklet. He indicated
the figures in these reports are preliminary and still have to be audited.
16. We had a dramatic decrease in the inventory this year. It is at the lowest level it’s been in
many many years. At few items that have high inventory are medals for the Snakebite
tournament and balls.
17. The non-volunteer fee will continue to be $50 per family. We collected $66,000 and paid
$24,000 as credits towards the member’s next registration. We had a very poor volunteer
turnout.
Item 21 The Board should have a discussion about what to do with expired non-volunteer
fees (because members have not re-registered and have not asked for a refund) in the future
and update the Non-volunteer credit policy. Suggestion from a member was to convert to a
scholarship or put towards kids in need. All Directors November 2014
18. Our Clubhouse is the biggest asset we have. We are in a very good “liquid” position and this
gives us flexibility going forward.
19. Our revenue is up and we have had steady growth in our Academy programs.
20. The President reviewed the 2016 draft Budget. The Board is recommending the outdoor
registration fees stay the same for 2016.

25. Please read my report for details.
26. Th growth in the CUSC mimics the city’s numbers. Registrations are down. Overall numbers
are down but there has been more and more participation in higher level soccer. We are now
playing soccer year round.
27. Club Excellence – Went through a process to get an award from the OSA which recognizes
the high standard of our administration, programs, communications etc. OSA is still
reviewing our application.
28. Our club still continues to meet or exceed the OPDL standards but we are not participating
right now because of the financial and travel demands.
29.Pavel reviewed his programs.
30. He indicated the Board members have big hearts. They are honest people willing to pitch in
as needed.

32. Rationale: This has been a vacant Board position for the past 2 years due to the lack of
interest from the membership. An equipment manager was hired to oversee the selling and
organization of the uniforms and equipment at the Clubhouse. This has worked well and will
be continued.
33. Proposal #2 - Article 5.1.a.XI. – Board Composition

35. The President explained if more than one candidate is nominated – secret ballot voting will
take place; only legible ballots will count; extra ballots are provided for run-off voting.
Volunteers (Pavel Cancura and Peter Mayer) will pick up and count the ballots. The results
will be read immediately.

38. The Vice President indicated we do good things for the Club and work with good people. We
have moved leaps and bounds over the past 6 years. The Mini Director position is still open if
any of you are interested come and see me for information.

today without his vision, hard work and dedication.

CONSTITUTION (Effective November 17, 2015)
VISION
Cumberland United Soccer Club's (CUSCs) vision is:
Developing skills in players…Building quality in community…Achieving excellence in soccer.
ARTICLE 1: NAME
The name of this Club shall be the "Cumberland United-Unis Soccer Club", hereinafter referred
to as the CUSC. The headquarters of the CUSC shall be located within the District Boundaries of
the Eastern Ontario District Soccer Association. The CUSC is an incorporated body under the
Incorporation Act in the province of Ontario.
ARTICLE 2: AIMS AND OBJECTIVES
1. The CUSC shall have the following aims and objectives:
a. To promote, develop and govern the game of soccer as a Club in the east end of Ottawa.
b. To promote the ideals of “Fair Play”.
c. To promote recreational soccer for all age groups where fun and participation are key
elements.
d. To promote competitive soccer, which strives for excellence while emphasis, is placed on
enjoyment, effort, and respect for all participants.
e. To promote the training of coaches based on the philosophy of Canadian Coaching Code
of Ethics and the National Association of Coaching in Canada, with respect and dignity
for all.
f. To promote the training of game officials in the sport of soccer and encourage the
participation of volunteers.
g. To promote harmony and friendship based on respect for the Canadian Human Rights
Code through soccer.
h. To help individuals to develop their character as resourceful and responsible Members of
their community by providing opportunities, through the game of soccer, for their mental,
physical, social and leadership development.

ARTICLE 3: AFFILIATIONS
1. The CUSC shall be a Member of the Eastern Ontario District Soccer Association, hereinafter
referred to as the EODSA, and shall follow the published rules of the EODSA and the
Ontario Soccer Association, hereinafter referred to as the OSA. The CUSC is subject to the
published rules in declining order of authority of the following governing organizations to
which it is affiliated:
a. The OSA
b. The EODSA, and
c. The CUSC
ARTICLE 4: MEMBERSHIP
1. Classes of Members
There are three classes of Member, namely, Regular Member, Honourary Member and Life
Member.
a. Regular Member
i. A Regular Member is either:
I. a registered player;
II. a registered CUSC coach;
III. a registered CUSC game official;
IV. a registered CUSC administrator; or
V. A parent or a legal guardian of any registered player who is not yet 16 years of
age.
ii. Membership Effective Date
I. A player shall become a Regular Member when registered by the CUSC;
II. Upon application, a coach or assistant coach shall become a Regular Member
upon acceptance by the Directors of the CUSC. A coach is an individual who is
registered with the OSA to teach, instruct, train and guide players to play the
game of soccer;
III. Upon application, a game official shall become a Regular Member upon
acceptance by the Directors of the CUSC. A game official is an individual who is
registered with the OSA to officiate soccer games;

IV. An administrator shall become a Regular Member upon election or appointment
by the Directors of the CUSC. An administrator is an individual who is
responsible for one or more of the functions required to operate the CUSC. For
purposes of this definition, a team manager and a Director shall be classified as an
administrator;
V. A Parent and or legal guardian of any registered player who is not yet 16 years of
age shall become a Regular Member when the minor player is registered by the
CUSC.
iii. Although an individual may qualify for, and be registered under, more than one of the
categories in i. above, each individual holds only one Membership in the CUSC, and
is entitled to one vote at a General Meeting.
b. Honourary Member
The Board of Directors may designate an individual as an Honourary Member for a
specific period of time. An Honourary Member is afforded all rights of Membership,
including the right to attend and speak at a General Meeting, but is not entitled to vote.
c. Life Member
The Board of Directors may designate an individual as a Life Member. A Life Member
is afforded all rights of Membership, including the right to attend and speak at a General
Meeting, but is not entitled to vote.
2. Membership Period
Membership in the CUSC shall be for the period between Annual General Meetings.
Membership will begin the day following one Annual General Meeting and expire at
midnight on the day of the following Annual General Meeting.
3. Fees
Membership fees for Regular Members shall be set annually by the Board of Directors and
ratified or amended by the Membership at a General Meeting.
4. Discipline of Member
a. A Member may be fined, censured, suspended or expelled from Membership for cause
and only after charges have been laid in accordance with the Articles or rules of the
CUSC and a hearing held in accordance with the Articles or rules of the CUSC and the
OSAs published rules. An individual whose Membership has been suspended is no longer
in good standing and loses all rights of Membership until the charges are complete.

b. Player, team and team official discipline for game infractions is governed in accordance
with the procedures published by the OSA.
c. Any Member, who infringes the Articles or rules of the CUSC or brings the CUSC into
disrepute, may be reprimanded, suspended or expelled from the CUSC after a hearing in
accordance with the OSAs Discipline Policy at which hearing the Member is entitled to
attend.
5. Termination of Membership
a. Membership in the CUSC shall be deemed to have been terminated if the Member:
i. submits a signed letter of resignation to the CUSC;
ii. is expelled by the CUSCs Board of Directors;
iii. is no longer a member in good standing if charges laid in 4. above until these are
complete; or
iv. is no longer registered with the CUSC.
ARTICLE 5: BOARD OF DIRECTORS
1. Board Composition
a. The CUSC shall be governed by a Board of Directors, as may be amended from time to
time in accordance with the CUSCs Constitution. These individuals shall hold the
positions of:
I. President
II. Vice President
III. Treasurer
IV. Secretary
V. Recreational Director - Micro (Under 5 to Under 7)
VI. Recreational Director - Mini (Under 8 to Under 9)
VII. Recreational Director - Senior Youth (Under 12 to Under 18)
VIII. Representative Director - Cobras
IX. Adult Director
X. Facilities Director
XI. Communication and Media Director
XII. Volunteers Director
XIII. Recreational Director - Novice (Under 10 to Under 11)
XIV. Strategic Planning Director
XV. Past President
b. A Director may not hold more than two positions at the same time.

2. Qualifications
a. Every member of the Board of Directors must:
i. be an individual of eighteen (18) or more years of age; and
ii. not be an undischarged bankrupt.
3. Election and Term
a. Except as required to give effect to the staggered terms of office as described in
paragraph b), the term of office of the members of the Board of Directors shall be two
years.
b. Elections of the President, Treasurer, Recreational Director – Micro (Under 5 to Under
7), Recreational Director – Senior Youth, Adult Director, Communication and Media
Director, and Recreational Director - Novice (Under 10 to Under 11) shall be held during
the Annual General Meeting in an even numbered year, and elections for the remaining
positions except Past President shall be held during the Annual General Meeting in an
odd numbered year.
4. Vacation of Office
a. The office of a Director shall be vacated upon the occurrence of any of the following
events:
i. the Director resigns office, by submitting a notice in writing to the President or
Secretary. Such resignation shall be effective at the time it is received by the
President or Secretary or at the time specified in the notice, whichever is later;
ii. the Director is removed from office by the Board of Directors or by the members
of the CUSC in accordance with section 6 below;
iii. the Director is found by a competent jurisdiction to be a mentally incompetent
person or becomes of unsound mind;
iv. the Director becomes bankrupt or suspends payment of his or her debts generally
or compounds with his or her creditors or makes an authorized assignment to his
creditors or is declared insolvent; or
v. the Director dies.

5. Vacancies
a. If the office of any member of the Board of Directors save and except the office of Past-
President shall be or become vacant prior to the expiration of such officer’s term by
reason of death, resignation, disqualification or otherwise, the Board members:
i. shall, in the case of the President, elect from among themselves a person to fill
such vacancy; and
ii. may, in the case of any other office, appoint, by majority vote a person, who need
not be a Board member to fill such vacancy.
b. All appointments made under this section shall expire at the next Annual General
Meeting.
c. Any vacancy not filled by the Board shall be filled at the next General Meeting of
members at which members of the Board of Directors for the ensuing years are elected.
d. A vacancy in the position of Past President, however caused, shall not be filled until such
time as the current President completes his or her term as President.
6. Removal of Director
a. No Member of the Board of Directors shall be removed for arbitrary reasons but may be
removed when:
i. the Director is unable to perform the duties expected of the position due to, but
not limited to, any of the following reasons:
I. he or she becomes incapable of performing the duties of the position;
II. he or she is absent for three (3) consecutive Board meetings or for more than
50% of the meetings during any twelve (12) month period;
III. he or she no longer resides in reasonable proximity to the CUSC
Headquarters;
IV. he or she becomes, or is discovered to be, an undischarged bankrupt; or
ii. the Director has compromised the integrity of the CUSC due to, but not limited to,
any of the following reasons:
I. he or she has been found guilty of an offence under the Harassment Policy of
the OSA;
II. he or she has been found guilty of an offence involving violence under the
Discipline Policy of the OSA;
III. he or she has failed to properly account for monies or other property
belonging to the CUSC;
IV. he or she has been found guilty of a criminal offence regardless of whether
or not the offence directly affected the CUSC; or
V. he or she has failed to act in accordance with the CUSC Conflict of Interest
Policy and Confidentiality Agreement.

b. A member of the Board of Directors holding his or her respective position(s), as Director,
may be removed from office:
i. by the Board of Directors for good and sufficient cause by a 2/3's vote of the
Board of Directors present at the meeting, provided at least 7 days notice to
remove the Director has been given to all Directors of the CUSC. Subject to
subsection 1.b., if a Director is removed by the Board of Directors, the Board of
Directors may appoint a successor to the position(s) for a term ending at the next
Annual General Meeting of Members;
ii. at a meeting of the Members of the CUSC provided at least 30 days notice to
remove the Director has been given to persons entitled to attend the General
Meeting of Members. If a Director is removed at a Members' meeting, the
Members entitled to vote may elect a successor to fill all position(s) held by the
removed Director for a term ending at the next Annual General Meeting of
members.
7. Authority to Set Rules
a. The CUSC shall support and maintain the principles of the Laws of the Game as
established by the International Football Association Board and recognized by FIFA,
except as provided for in the Articles or rules of the CUSC to accommodate differences
in age, climatic conditions or aims and objectives as conceived by the CUSC.
b. The Board shall have the sole authority to establish and amend the rules governing all
aspects of recreational, developmental and competitive teams within the CUSC including
tournaments, the selection of competitive coaches, players and other club officials subject
to the proviso that any such rules must be consistent with the Rules and Regulations of a
higher level governing organization.
8. Conflict of Interest and Confidentiality
a. The Directors and any Committee members, staff and Contractors hired or appointed by
the CUSC shall be subject to the Conflict of Interest Policy in the OSAs published rules
and adhere to the CUSC Confidentiality and Non-Disclosure agreement.
b. Any person referred to in a. who has an interest in, or who may be perceived as having an
interest in, a proposed contract or transaction with the CUSC will:
i. disclose fully and promptly (within 30 days) the nature and extent of such interest
to the Board, General Membership or committee, as the case may be;
ii. refrain from voting or speaking in debate on such contract or transaction;
iii. refrain from influencing the decision on such contract or transaction; and
iv. otherwise comply with the requirements of the OSA policy regarding conflict of
interest.

9. Duties of Board of Directors
a. The Board of Directors shall conduct the business of the CUSC during the periods
between General Meetings of the CUSC and in accordance with the authority granted to
it in the Articles or rules of the CUSC.
b. The Board of Directors shall be responsible for the appointment and renewal of
appointments of all positions within the CUSC except for those positions elected by the
Membership of the CUSC. This shall include the appointment of volunteer and paid
positions for Coach and Administrator positions within the CUSCs operations. The
selection process and the appointments shall be based on procedures outlined in the
Articles or rules of the CUSC.
c. The Board of Directors may also revoke, for cause, any appointment providing that it has
followed the procedures for the revoking an appointment as outlined in the Articles or
rules of the CUSC.
10. Duties of Directors
The specific duties of the Board of Directors are defined in CUSCs By-Laws.
11. Nominations and Elections
a. Nominations for positions on the Board of Directors may be made by any Member at the
Annual General Meeting or at a Special General Meeting of Members called for that
purpose.
b. Nominations and elections for positions open shall be held in the order of the positions
listed in the Constitution.
c. Election shall be by secret ballot, but in the event only one candidate is nominated, no
vote is required and the nominated candidate shall be declared elected by acclamation.
d. A majority of the votes cast shall be required to elect Directors. In the event no candidate
receives a majority, the candidate with the least votes shall be dropped from the ballot
and another vote shall be held.
ARTICLE 6: MEETINGS
1. General Meetings
a. Notice
An official notice of each meeting shall be given to all Members at least 30 days
before the meeting is to be held, at such place, and at such date as the Board of
Directors may determine. Such notification shall be by notice in a general email to
registered members, on the CUSC website, in local newspapers or other method
deemed appropriate by the CUSC Board of Directors.

b. Annual General Meeting
i. The Annual General Meeting of Members of the CUSC shall be held no later than
the 30th day of November of each year. The agenda of the Annual General
Meeting shall include:

c. Special General Meeting
i. may be called by the Board of Directors, or
ii. shall be called by the Board of Directors upon receipt of a written request
submitted to the CUSC by registered mail, certified mail, courier service, hand
delivery, or fax, signed by not less than 25 Members or 25% of the voting
Membership, whichever is less, setting out the items of business to be conducted
at the Special General Meeting. The Special General Meeting shall be held within
45 days of receipt of the written request from the Members. Only the business set
out in the notice of the Special General Meeting shall be considered.
d. Voting
i. Every Regular Member, in good standing, shall have the right to attend, speak and
cast one vote at a General Meeting of the CUSC.
ii. Voting by proxy will not be permitted at any General Meeting of the Members.
iii. The President may vote along with any other Member when the vote is by ballot.
In all other cases, the President may (but is not obliged to) vote when his or her
vote will affect the result. In other words, the President can either vote to break a
tie or cause a tie or cause or block the attainment of the required majority votes.

e. Quorum
A quorum at any meeting of the Members (unless a greater number of members is
required to be present by the Act or by the letters patent or any other by-laws) shall
include a 50% or one half of filled positions of the Board of Directors plus Regular
Members equal to the number of Directors in attendance. No business shall be transacted
unless the requisite quorum is present at the time of the transaction of such business. If a
quorum is not present at the time appointed for a meeting of members or within such
reasonable time thereafter as the members present may determine, the persons present
and entitled to vote may adjourn the meeting to a fixed time and place but may not
transact any other business and the provisions of Article 6.1.a. with regard to notice shall
apply to such adjournment.
2. Board of Directors Meetings
a. Notice
Notice of Regular or Special Board Meetings shall be given by the Secretary to all
members of the Board of Directors at least seven days prior to such meetings. Emergency
or Special Meetings of the Board of Directors may be called without the usual seven days
notice provided that a quorum of the Board of Directors agrees to such a meeting.
b. Regular or Special Board Meetings
Board of Directors meeting shall be held at the call of the President or as provided for in
this Constitution. In addition:
i. The Board of Directors shall hold regular monthly meetings in each year and such
additional meetings, as the Board of Director deems necessary.
ii. Each member of the Board of Directors may introduce any special business for
discussion at any meeting.
iii. If for any reason, a Special Meeting, which has been requested by two or more
members of the Board of Directors, has not been called by the President within
two weeks after being requested, a meeting may be called and chaired by an
elected member. Such meeting, subject to the rule of Quorum, shall be legal and
constitutional.
iv. Any Regular Board Meeting is open to any member of the CUSC with the
express understanding that the Member is entitled to a voice in the proceedings
but not a vote. Members wishing to attend shall make a request in advance of the
meeting to the Secretary.

c. Voting
i. Each member of the Board of Directors shall have the right to cast one vote at
any Board of Directors meeting.

d. Alternative Method of Voting
i. Where the President or a Director considers a matter requiring a vote of the
Directors to be urgent and the next scheduled meeting of the Board of Directors is
not within a time period to allow that vote to take place, a vote by email may
occur with respect to the matter.
ii. For a vote made under i., the Secretary of CUSC shall, by email, send a clear
statement of the question to be voted upon to the Board of Directors with a
request that the vote be returned to the Secretary, or designate, within three days
by email.
e. Quorum
The Quorum for the Board of Directors shall be 50% or one half of filled positions
outlined in Article 5.1.a.
ARTICLE 7: COMMITTEES
The Membership at any General Meeting, or the Board of Directors, may from time to time
constitute such committees, as it deems necessary to assist the Directors in carrying out the
affairs of the CUSC and shall prescribe the duties of any such committees. Any such committee
may formulate its own rules of procedure, subject to such regulations or directions as the Board
of Directors may from time to time make. The Directors may, by a resolution passed by at least
two-thirds (2/3) of the votes cast thereon, remove any Member of any such committee.
ARTICLE 8: PROCEDURES GOVERNING MEETINGS
All meetings of the CUSC shall be conducted in accordance with the most recently published
Robert's Rules of Order Newly Revised except as may be otherwise stipulated in this
Constitution or other By-Laws of the CUSC.

ARTICLE 9: CONSTITUTION AND AMENDMENTS
1. The Constitution of CUSC shall only be amended at an Annual General Meeting or a Special
General Meeting of Members convened specifically for that purpose. All Regular Members
may propose amendments and these shall be handed to the Secretary in writing at least 30
days prior to the date of the meeting and shall be available to interested parties at least 15
days prior to the date of the said meeting. The proposed amendments shall be made available
through the CUSCs website.
2. All proposed amendments to the Constitution shall require a two-thirds (2/3) majority of
those present and eligible to vote at the General Meeting, subject to the rules of Quorum as
defined in Article 6.1.e. of this Constitution. Sub amendments to such amendments may be
made and voted upon at the General Meeting provided that sub amendments shall not alter
the original intent of the proposed motion.
ARTICLE 10: BY-LAWS
1. The Board of Directors may approve and publish By-Laws which are consistent with this
Constitution and the Rules and Regulations of a higher level governing organization.
2. Amendments to the By-Laws may be made by a majority vote of the Board of Directors and
subsequently ratified by the membership at the next Annual General Meeting of Members.
All Regular Members may propose amendments to the By-Laws and these shall be handed to
the Secretary in writing at least 30 days prior to the date of the Annual General Meeting and
shall be available to interested parties at least 15 days prior to the date of the said meeting.
The proposed amendments shall be made available through the CUSCs website.
ARTICLE 11: INDEMNITY
1. Members of the Board of Directors or other servants to the CUSC, their heirs, executors,
administrators and estate and effects respectively shall be indemnified and saved harmless at
all times by the CUSC against all costs, losses and expenses incurred by them respectively in
or about the discharge of their respective duties, except such as happens from their own
respective wilful neglect or default.
2. CUSC may purchase and maintain insurance for the benefit of its Directors and Officers, as
the Board may determine.

ARTICLE 12: FINANCE
1. The accounts of the CUSC shall be audited annually by a Chartered Accountant.
2. The auditor’s report shall be presented to the Members for adoption at the Annual General
Meeting.
3. At the Annual General Meeting of the CUSC, a chartered accountant firm shall be appointed
to perform the audit.
4. The fiscal year of the CUSC shall end on October 31st of each year, unless otherwise ordered
by the Board of Directors.
ARTICLE 13: DISPUTE RESOLUTION
1. The CUSC shall adhere to the Dispute Resolution process as published and approved by the
OSA from time to time.
2. Any Member of the CUSC may initiate the Dispute Resolution process by communicating in
writing to the OSA, with a copy to the CUSC and EODSA, the nature and facts of the
dispute. The OSA, at its discretion, may proceed with the Dispute Resolution process by
assigning one or more neutral persons to the dispute.
3. The Dispute Resolution process shall not to be used for game discipline which follows the
normal discipline and appeals process.
4. The CUSC shall make available to any Member the Dispute Resolution process when
requested.
ARTICLE 14: HARASSMENT
1. The CUSC shall adhere to the Harassment Policy as published and approved by the OSA
from time to time.
2. The Harassment Policy shall apply to all employees, directors, officers, volunteers, coaches,
game officials, administrators, players, Members and registrants of the CUSC.
3. Harassment is defined as any comment, conduct, or gesture directed toward an individual or
group of individuals which is insulting, intimidating, humiliating, malicious, degrading or
offensive. It includes, but is not limited to, sexual harassment.
4. The CUSC shall make available to any Member the Harassment Policy when requested.

ARTICLE 15: APPEALS
1. Any Member or registrant of the CUSC directly affected by a decision of the CUSC may
appeal such decision. The denial or termination of Membership in the CUSC may be
appealed by a non-Member.
2. A decision of the CUSC may be appealed to the EODSA with which the CUSC is affiliated.
3. The appeal shall be conducted in accordance with the OSAs and the EODSAs published
rules.
4. An individual shall not appeal a decision made by the Board of Directors regarding the
appointment, non-appointment, re-appointment or revocation of an appointment of an
individual to any coach or administrator position within the CUSCs operations, except where
the selection, appointment and revocation process outlined in the Articles or rules of the
CUSC has not been followed.
5. An individual shall not appeal a decision made by the CUSC regarding a player's team
assignment.
ARTICLE 16: DISSOLUTION
In the event of dissolution of the CUSC, and after payment of all debts and liabilities, its
remaining property shall be distributed or disposed of by the Board of Directors to one or more
not-for-profit soccer related organizations, or any not-for-profit athletic community
organizations, which operate solely in Ontario.
ARTICLE 17: DEFINITIONS/TERMINOLOGY
Terminology used in this Constitution shall have the same meaning as used by the OSA in its
letters patent, By-Laws and published rules.

PRESIDENT – 2016 ANNUAL REPORT
This past year we have turned our focus on club governance and administration. This past year,
Cumberland United was the only club in Eastern Ontario, to achieve the Club Excellence Gold
standard and only one of sixteen clubs in all of Ontario. Gold Club Excellence acknowledges
clubs that have set exemplary standards in areas of Technical, Community, Personnel and
Governance. There was extensive documentation and policy development required in preparing
the submission to the OSA and I would like to recognize Don Daniels, our Director of
Communications and Media for the herculean effort he put in to make this happen.
This was our first full cycle in our new clubhouse and we have started to leverage the property,
by holding team and club meetings at the clubhouse, putting up a storage area for our training
requirements adjacent to two Millennium fields that were dedicated for training purposes. This
strategy allowed us to leverage our staff coaches by providing easy access to the tools they
required for running the practice sessions and by rotating teams throughout the each evening,
which maximized the number of players exposed to high quality professional training. We have
further leveraged the training sites by providing transportation to the players directly from school
to allow for an earlier start in practice times.
We are currently developing plans to build a new clubhouse and training terrain on our property
to allow for nearly year round use and further our reliance on expensive indoor facilities. Carlos
Conde, our Strategic Planning Director is exploring a number of alternatives on how to best use
the property.
The City completed the installation of the artificial turf field in the spring and we started using
the field for training (under the lights) which allowed us to extend the training hours past sunset.
As well the City has nearly completed the work on two additional natural turf fields at the
Millennium complex. Once the fields are on line, we will have more flexibility in scheduling the
various programs we run. Once again a big thanks to our local councilors, Bob Monette and
Stephen Blais for their ongoing support.
We continue to grow at our youngest age group, U4, and this bodes well for the coming seasons
as it builds a great base for the U5 and U6 programs for the next couple of summers.
We had eight teams winning medals in the ERSL Cup and Shield tournaments across ten age
groups along with 8 teams finishing first or second teams in their respective divisions in the
regular season titles. This is a testament to the various player development programs that we
have brought in the past few years and the hard work by our coaches led by our Club Head
Coach, Pavel Cancura, working with the players year round.

This summer, our Head Referee, Chris Wade, continued the mentorship program for our younger
referees. Our more seasoned referees, worked with our newer referees, observing them
throughout an entire game, giving them feedback and support. Our younger referees appreciated
the support as they worked their first few games.
I want to extend my gratitude to my fellow directors for their contributions this past year. We
have a dedicated group of Directors who work tirelessly on behalf of the members year round.
Finally, I’d like to extend a big thank you to all our volunteers for giving your time and sharing
your passion for this beautiful game. It always amazes me to see how much effort our volunteers
put into their duties.
I always look forward to hearing your thoughts and comments on what you feel worked well and
the areas that need improvement.

OTHER DIRECTORS - 2016 ANNUAL REPORTS
Vice President Report It is exciting each year to see how CUSC serves so many people in our community. Whether it is the
Micro player learning basic skills and cooperation; the aspiring Academy player looking to be challenged
and hoping for a scholarship; or an active parent looking for a night out for exercise and fun – CUSC can
deliver. This is no simple task, and requires the hard work of many people. On behalf of the club, I would
like to extend our sincere appreciation to all of the coaches, managers, convenors, referees, officials and
directors. Volunteer opportunities are always abundant and I would encourage each of you to find an area
to serve the club. Not only does it fill much needed roles, but also provides you personally, with an
enriching experience.
This year might best be described as one of transition. Our long serving Club Administrator, Alan Ellis, is
retiring this Fall. As a result we’ve brought in staff to ease into a smooth transition. Dian Hardiman has
recently moved into this role. Jessie Burgins has also come on as the Competitive Administrator. As we
aim to serve the membership well, we have identified these important support roles. Both of these
positions are held by people who have been intimately involved in the operation of the club for many
years.
This past year we were also awarded one of a small number of clubs to be awarded a Gold Level
membership in the OSA’s Club Excellence Program. Many thanks to Don Daniels and the executive for
completing this labour intensive process. We have always been confident in the quality of our offerings,
but this recognition sets us apart from many clubs in Ontario.
This Fall we saw the launch of the Cumberland Cobra Elite Academy. This particular program provides
the most talented and eager athletes an opportunity to train at the highest level alongside their peers. It is
quite a sight to see the sea of blue working through stations with our top academy coaches each day. In
addition to this initiative, we continue to provide quality coaching to every level of player.
One of my greatest pleasures continues to be working with our Club Head Coach, Pavel Cancura. We
meet regularly to review his progress, goals and vision and his seemingly unending passion and energy
level has been a huge reason for our success. He is one of the most respected, well-liked and in-demand
club head coaches in the city (and beyond). As his team continues to grow, I am simply blown away by
the caliber of people he can attract. Exciting things are happening and as a club, we must continue
working to best equip him. He has done an amazing job since he signed on with the club back in 2008.
I continue to work towards streamlining Board meetings, mediate constructive discussion and encourage
concise reporting procedures. The Board worked well as a team and it has been a pleasure to serve with
such committed volunteers with a shared purpose of seeing CUSC be a forward thinking club.

I would just like to thank you for the opportunity to serve on the Board. It has not been without some
frustration, but it has been outweighed by the many joys of working with amazing people. Let’s continue

Board and to the CUSC in general. His knowledge will take a long time to replace. I wish him well in his

Recreational Director – Mini and Novice Reports
This year was another successful soccer season for the Players, Coaches, Parents, and
Volunteers.
This was the second year for our updated U8 program. We revised the format last year to meet
the requirements of the Long Term Player Development (LTPD). The two major changes were,
moving from 7v7 to 5v5 players on the field, and reducing the field sizes too much smaller
fields. While this initially looked confusing to parents and coaches, the changes were a success
after a couple weeks with the kids increasing the number of touches on the ball dramatically over
the previous model.
The players in the Mini division (U8 and U9) get exposure to the competitive side of soccer.
They get evaluated different times during February, March, and April. During these evaluations,
parents are exposed to someone assessing their child and ranking them. This can be a challenge
for players and parents. I would like to thank the parents for letting us do our job of placing their
child at the right level. This meant the teams could be balanced and players could develop with
their peers.
We have to thank everyone involved with the production of this year’s soccer season. Starting
with the volunteers, without whom there wouldn’t be a season. We would like to remind our
Membership that the club is 100% driven by volunteers with no paid positions running any of the
house league programs. The number of volunteer hours is impossible to capture but would
certainly be in the thousands.
The other important groups of people of that need thanking are all of the parents and siblings that
are committed to the players’ season. Regardless of the weather, they are there on the side lines
cheering away and supporting their player. The hard work year put on by the Board of Directors
and the coaching staff year after year is for one single purpose - to create the infrastructure for
your kids to learn how to play soccer in a safe and fun environment where they can develop as a
person, as a player and nurture their passion for the game. It is no small task.
The Novice division is made up of U10 and U11 boys and girls where the kids play on mini
fields, which means that the games are often fast paced and have a lot of scoring
opportunities. As with past years this division continues to impress me with the high level of
coaching and quality of play from the kids.

The abilities of the parent coaches improve as they continue to coach with the club. As a Club
we do our best to support our parent coaches with preseason clinics and online resources. We
take the development and the conduct of the coaches in all divisions very seriously. We had a
number of Parent and Coach’s meetings and every meeting was packed with eager parents and
coaches looking for information and asking a ton of questions. This made us extremely proud as
it showed their high level of commitment to the high standards that our Club imposes on all
CUSC team staff.
We look forward to continuing to serve the Club next year. We enjoy watching your children
develop and have fun playing the beautiful game.

Representative Director (Cobra) Report
It is with great pleasure that I share with you the CUSC members, my 2016 Directors Report for
this Soccer year. As I have now almost completed my first year on the Board which I have a
great deal of respect for. It has been a year which has provided me with challenges and reward. I
have really enjoyed collaborating with many of the coaches and board members. It is easy to see
how a club such as ours is filled with success. We have many great players who are supported by
great families.
Our club is filled with so many quality people which make this the success that it is. This year
confirmed to me that our club which was awarded the Gold Standard of Excellence was for many
reasons. At this time, I would like to thank the many people who volunteered their valuable time
to make the Cobra program such a worthwhile experience. Through the ups and downs during
the soccer year I have enjoyed working with all of you and I am sure the Youth Competitive
players of this club very much appreciate your efforts.
This season again provided us with fantastic results for the performance of our competitive
teams. The Cobra program with over 500 players made up of girls and boys ranging from U9 to
U18. We once again saw many of our teams completing with great success in terms of games
won. In terms of competing in ERSL Cup and Shield tournaments we had a very strong showing
once again at the various age levels.
I would also like to take this opportunity to thank Pavel Cancura who is our Club Head Coach.
Pavel often spends his time working with our youngest players providing a strong foundation
which is at the core of our success. He is such a positive influence and I have a great deal of
respect for him and our team of Coaches.
I am happy to share that it is clear that we are on the right track and through the foundation of the
OSA Long Term Player Development (LTPD) principles which we continue to follow. Our
Coaches who share these philosophies are doing a tremendous job in developing the fundamental
skills with our players. Many of our coaches had to re certify this year under the new programs
mandated by the OSA and it proved to be a success as the quality of on field coaching has
improved.

Finally, it was great to hear that we are one of the few clubs that experience growth this season in
terms of competitive players. Many players are coming here because they see and understand the
great work that we are all doing. As I said in many of my parent meetings this year “This is what
good looks like” Both our Summer and Winter programs are what I believe is second to none, we
are innovative and progressive. There is still much work to do as a club, let’s continue on a path
of success!

Adult Director Report
The 2016 soccer season was very successful.
On the competitive side, we had 5 CUSC teams: two men’s team and three women’s teams. The
CUSC OCSL teams did well this year. On the Women’s competitive side, we had a WC2 and a
WC3 team which finished in 8th and 4th place respectively. On the Women’s Recreational side
we had a WR4 team which finished in 4th
place. The Men’s competitive side consisted of an
MC3 team which finished in 5th and on the Recreational side an OT6 team finished in 4th place.
On the Men’s House League side, I had a convener and four managers. I would like to extend my
warm thanks and gratitude to them for a job well done. This was the 12th year for the Men’s
House League and Phil Bettencourt and his managers did a fantastic job in setting up the teams.
Phil and his managers did their best to balance the teams during the first two weeks of games.
I have received various comments that they have once again done an excellent job. My thanks go
out to Phil and all his fellow soccer players.
In the Women’s Sunday night House League, we had six Women’s Over 23 teams. It is still
quite the challenge to accommodate the ladies requests to play with certain coaches or friends,
while still attempting to maintain a balance of skill between the teams. I wish to thank all of the
coaches, managers and the convenor who dedicated time and effort to helping out the ladies
teams.
In the Women’s House League, we also ran a Saturday morning Women’s Open League with
4 teams. A big thank you to Sari Burgoyne for convening and all of the managers who gave their
time and effort to making this league work.
For the second season we had a Coed League of four teams which was very successful.
I received a lot of very positive feedback. Again, I would like to thank Sari Burgoyne and all the
managers for helping run this league.
Officiating adult games can sometimes be challenging. I would like to thank referees and
assistant referees for a job well done.
Finally, I would like to take this opportunity to thank the CUSC for allowing me to be part of the
Board and wish the club continued success in the years to come.

Facilities Director Report
CUSC continues to expand their programs which have made this position a year round one. We
used every available field space this year for all our programs. We fielded youth development,
youth competitive, adult house league, adult competitive, and training sessions from U4 thru
U17.
As our programs grow, there continues to be a need for more soccer fields but the new turf field
at Millennium has helped this last spring and is a welcome addition.
Fall training continues this year for our Academy program U5-U18. We use Millennium fields
every day of the week for our new Academy training programs. We have renewed our agreement
for our Youth Training Programs and the Friday Night Adult leagues at the Louis-Riel Dome,
Gloucester Dome Ottawa U and Gym time for the fall and winter. We also use gym time on
Saturday’s and Sunday’s for Youth Futsal.
The Facility Director’s responsibilities include submitting facility requests for fields to the city,
dome and gym space for CUSC programs with an emphasis on securing and assigning facilities
for the Youth Competitive league, Youth Development league, Adult Competitive league, and
Adult House league programs year round.
The duties in this position will now be incorporated into our administration for the club. I have
learned a great deal and enjoyed my time as facilities director. Thank you for everyone’s support
over the past 6 years.

Communication and Media Director
This year has proven to be a milestone year for the Cumberland United Soccer Club (CUSC). In
February 2016, CUSC received the prestigious Ontario Soccer Association Gold Club
Excellence Award, which establishes the Club as one of the top Clubs in Ontario. This ground-
breaking Award entered the Canadian landscape in 2007 and continues to draw attention from
Provincial Sport Organizations, National Sport Organizations and Multi Sport Organizations.
This award challenges clubs to be the best they can be and simultaneously strengthen the soccer
system as a whole by setting technical standards that complement the current areas of
Governance, Personnel and Community.
Within the National Capital Region, the CUSC is only one of three clubs who hold this award.
However we are the only club of the three that met the higher standard because of our
commitment to ‘live’ the Award. In 2016, clubs were required to provide evidence that policy
and procedures have been in place prior to their consideration of an Award, which places CUSC
in very limited company. Furthermore, the receipt of this award puts CUSC in a strong position
to be able to apply for a licence to play in the Ontario Provincial Development League (OPDL) if
it so chooses.
By accepting this award, CUSC has entered into an agreement with the OSA to fulfill the
following obligations:
1. At all times behave in a manner that truly reflects the essence of a Club Excellence
Awardee including, but not limited to; legal and ethical governance of the Club and its
operations, respectful in all dealings with its own membership and any other 3rd party,
exemplary behaviour on and around the field of play including players, team officials,
match officials and supporters.
2. Speak positively about the program.
3. Prominently display the Club Excellence logo on the Club web page and in Club
resources provided to its Membership.
4. Provide comment, concerns about the program when necessary or asked of them.
5. Compliance with all OSA Operational Policies and Operating Procedures – OSA
Governing documents.
6. For such Clubs that participate in the OPDL an acceptable level of compliance is required
and will be confirmed internally by OSA Staff.

Recreational Director - Micro Report
The Micro Program at CUSC continues to be one of our most successful programs. It is also an
area that we recognize as being perhaps the most important in building our future, and where we
wish to continue to be an industry leader.
Our U5, U6 and U7 categories work in station format on Friday nights, where teams alternate
between 15-minute small-sided games, and 15-minute technical exercises lead by young coaches
from within the club, assisted by parent “game-leaders”.
Thanks to the experience of the program coordinator, Corina Jarrett, and the quality of our young
coaches, many of whom are in their 4th
, 5th
and 6th
years of working in the program, these Friday
night programs run very smoothly and are very beneficial to the young players.
From there, players can register for an optional second night of training/games on Wednesday
nights, with over 60 players choosing to participate this summer.
2016 also marked the 6th and most successful year of the CUSC U4 program with an increase in
new registrants by nearly 10% to over 100! This rise more than compensated for the slight
decline in overall numbers at U5-U8, where we saw a very slight decline.
The very popular U8/U7 Jr Academy, which looks to expose the most committed and talented
players to more consistent training and more competitive games also hit new heights in both
participation and quality, with our young groups of roughly 30 boys and 30 girls proving to be
some of the most talented in the region. The season included several festivals across the city,
including our own Snakebite Tournament, and a fun festival in the west end that included games
against the Montreal Impact U8s in May.
In the coming year, we will be looking to build further on this all important area of our club. We
are looking at several solutions to ensure more weeks of play, and participation than in years
past, and to find a way to more consistently attract not only a large volume of players, but also to
making sure they are placed into the proper places and programs for their development.
The winter program for 2016/2017 is the one that was perhaps the hardest hit across the entire
club by the loss of dome space at Louis Riel Dome. After building great momentum in the past
few years by hosting a highly popular Friday night U5-U8 program at the Louis Riel dome, we
have been forced to adjust for this season. The move to Saturday mornings at the University of
Ottawa Dome has proven slightly less popular, and this was reflected in a dip in registrations.

The Futsal program at these age groups, has stayed steady, and although small in numbers,
provides an additional option for our youngest players looking for more time on the ball. This
program is held at the Jeanne Sauvé School on Sundays, and complements the grassroots training
at the dome, as well as the Jr Academy program.
We thank you for your continued support, and look forward to a year where we hope to set new
levels of quality programming in these all important young ages.

Strategic Planning Director Report
2016 was year of reflection and a chance to step back and see what have we accomplished and
where do we want to go as a club. Although we did not get a chance to start Phase II, we were
able to lay some great foundations for the future.
As a soccer club, we achieved success, not only on the field, but off the field. We were able to
remain and compete to be among the best clubs in the city. Our programs are growing and our
players are developing. 2016 also marks the initial year we obtained the Club Excellence Gold
Award that is sought after by all clubs in the province.
The City of Ottawa finally opened the much anticipated “Millennium Turf” field that is one of
the best in the city. We now have, in our community, one the best sports parks in the province
available to our athletes. This $10M+ park is a result of the community coming together and
achieving a common goal. Now it’s our turn… in 2017, CUSC will look to develop our property
at 2075 Trim Road and build a new Club House/Training facility to be used by all members of
our soccer club. We will look at adding a CUSC dedicated scaled down Turf field, meeting and
training rooms, along with much needed storage space.
We will also look at working with the other clubs to ensure that soccer in the East is as good as
any in the province. This will be a lot of work and it will not be easy, but it is a must, if we are to
remain competitive in the future.
I look forward to working with the community and the other CUSC Board members to ensure
that we make CUSC the best Soccer Club in the city.

Director Volunteers Report
The end of every soccer season provides the opportunity to reflect on the past year’s successes
and shortcomings. With the 2016 summer season now behind us, it is possible to look back at
everything that was accomplished and contributed to a successful season once again.
The success of the season is always due to the hundreds of volunteers in the club to whom each
member owes their thanks. We can count amongst those who served selflessly for many months
this summer to keep the teams running: amongst them are 20 convenors, over 200 coaches, 180
assistant coaches, approximately 130 managers and 40 team equipment managers and 30 team
treasurers (Cobra teams only). It is also important to consider the contributions of the parents
who brought snacks for halftime, set up the fields before each game or who helped out in other
ways.
While running the teams is indeed a large undertaking and requires the help of numerous
volunteers, there are many other volunteers who contribute to the success of the Club. Amongst
them are those who total approximately 80 who helped out with registration, evaluation sessions,
equipment hand-outs, pinney laundering, photo days and other regular club activities. This year,
we ran a strong Snakebite Soccer Tournament. This June tournament is an important soccer
event in Ottawa with about 130 teams. This would not have been possible without the help of
approximately 30 volunteers, several students and, of course, a number of CUSC Directors.
Throughout the past year, we have also had a number of individuals working behind the scenes
to make it all happen. About 15 people have served as members of the Board of Directors and
Committees to guide the club administratively and strategically.
It is obvious that a successful soccer club cannot run without the constant support of many
devoted volunteers, all of whom play a part in the success of every season in one way or another.
We are grateful to have so many volunteers coming back year after year in so many capacities.
We will distribute gifts for volunteers for their service after 3, 5, 10, 15 and 20 years with the
CUSC later this fall. We are proud to have so many volunteers stay with us for an extended
period of time. Their commitment to the children of the CUSC have really allowed soccer to
flourish in the area thus giving kids an opportunity to grow up in a positive, fun and active
environment.
Although we are looking forward to many of last year’s volunteers stepping up again for the
2017 season, we will also be looking to new members and to ongoing members who may be
interested in trying new positions. There is always a need for convenors, coaches, assistant
coaches, managers, committee members and Board Directors as well as a variety of volunteer
opportunities within the club.
If we were to quantify and calculate the funds which the club would disburse to pay for all the
services provided by volunteers throughout the season, we would be looking at a few hundred

thousand dollars. With that in mind, we can see how vital a role volunteers play in CUSC.

Head Referee Report
Overall I would consider this another successful year. We trained 55 new referees, (21 small
sided game and 34 entry level referees) and were able to offer spots to smaller clubs who lack the
capacity to host their own course.
The referee pool was down slightly to 114 referees from 128, which made it consistent with the
2014 level. Even with the slight decrease in the number of referees, we did well to cover all
games. For next year, initial results of the returning referee survey show that over 93% of
referees have currently indicated they are returning for the 2017 season.
I hosted two referee orientation and refresher sessions, updating referees in administrative
policies, a review of updates to the laws of the game, and a review of the referee grading
protocol and upcoming changes to referee grading. With the changes introduced in 2015, there
was still some confusion, so this session was helpful in clarifying the law changes.
In addition we hosted an ERSL Assistant referee session. Youth referees are required to attend
this session every two years in order to qualify for competitive games.
We continued our participation in the OSA referee mentor program, certifying 11 new referee
mentors. Of note is that four of these 11 were youth referees, looking to expand their role in the
referee community.
Last year, I indicated that we would be participating in a new pilot program with the OSA, called
Referee Coach. Unfortunately, this program was shelved by the OSA.
This season we changed systems, moving from LeagueGM to Power Up Sports for game
assignment, primarily based on the negative experience with LeagueGM in 2015. Overall this
was a very positive change. The only challenge was getting returning referees to register in a
new system at the start of the system. Once this was overcome, the season continued smoothly.
We filled 601 ERSL and OCSL assignments this year with seven no shows. In addition, for
recreational soccer, we filled 1378 assignments with zero no shows. This was much better than
the ten no shows last year.
With respect to the Snakebite tournament, we had 375 referee assignments, down from 469 last
year.

In terms of referee development, we hosted a Referee Mentor course and certified an additional
eight mentors, bringing our total to 16. We were able to field mentors for the first game for most
minis referees, as well as new entry level referees. We remained at roughly 60% of new referees
mentored, lower than I had hoped, however mentor availability became a challenge as mentors
were also officiating their own games.
Also of note, the EODSA has traditionally hosted a Coaches Conference each fall. This year, this
is being expanded to include a referee track. This will include both in class and on field training.
The focus is on youth referees to help develop strong referees for the long term. Cumberland will
be sending between five and eight referees between the ages of 15 and 18.
As I indicated last year, referee harassment is a concern of mine. The number of incident reports
identifying coaches for harassment was up this past season. Over the course of the winter, I will
be looking to find ways to help address this. In response to an overall increase in abuse of youth
referees, the Ontario Soccer Association announced new penalties for abuse of referees under the
age of 18. Starting this fall, coaches or players face an eight game suspension if found guilty,
while fines for abuse by spectators are also being set higher.
With respect to Futsal, we have sufficient trained referees for the upcoming season, so we will
not be hosting a new referee course. However, because Futsal referees are required to recertify
every two years, we will be hosting a recertification for existing Futsal referees.
As always, assistance from Alan Ellis was invaluable. His knowledge and years of experience
with the club is a huge help. He will be sorely missed in the future as he retired on October 31st.

The position of Futsal and Development League Coordinator was established to assist the
Development League Operational Directors in the completion of their tasks.
As you might be aware, the Club is continuously evolving and has been going through many
great changes in the past few years with many more to come in the very near future. Many of us
“old die hard” have done our time and are slowly making room for the new generation. It is for
this reason I urge you, our young and maybe older parents, to make yourself available and take
on the task of ensuring this club continues to provide for our youth, young adult and even a
senior people an avenue by which they can grow within their community.
Being an Operational Director or Convener can seem overwhelming from afar but once you
become part of this great organization you will notice there are many people willing to help you
achieve your goal. Why is it considered necessary to recruit new directors and conveners? To
ensure the continuity and the delivery of quality programs provided by one of Ottawa's
prestigious soccer clubs.
I wish you will consider being part of a great team even if it is for one season. I’m sure you will
gain a new appreciation for this Club and observe the long term benefits gained by your child
and possibly yourself.

Equipment Manager Report
I would like to thank the volunteers that assisted throughout the year in ensuring the equipment
was handed out, sorted and returned. Without our volunteers and the dedicated equipment team
we would have a very difficult time in meeting all the requirements of maintaining uniform
distribution, equipment handout and return.
We need volunteers to distribute and collect uniforms and equipment, to launder pinnies and
keeper jerseys, to help with the inventory count, to collect the used equipment on photo days,
and other tasks, so please sign up on our website if you are able to help out.
Once again, we are fortunate to have the following sponsors: Tim Horton’s for the U5 and U6,
and MacDonald’s for the U7 and U8.
CUSC is always looking for ways to help out the less fortunate. On Photo Day weekend, our
members are encouraged to recycle their children’s gently-used soccer equipment (e.g. jerseys,
shorts, cleats, balls). But of course anytime is a good time to bring any soccer equipment you
wish to recycle to the Clubhouse.
Some highlights for this past year:
Our collection of used equipment continues to be successful and benefits those less
privileged in our local community and in places like Haiti and the Congo. Check out the
photos on our website to see how your donations have been put to good use.
This year the full uniform for our u5 and U6 group was generously provided by Tim
Horton.
Our equipment desk is open year round, distributing equipment, uniforms, awards, etc. and the

CLUB HEAD COACH ANNUAL REPORT
Dear CUSC members,
With the 2016 season behind us, and our 2017 indoor season already kicked off, I’d like to take
this opportunity to explain to you some of the developments in our technical program at
Cumberland this past year, and to share some of the direction that we have set course on and
hope to attain in the year ahead. What follows are some of the changes, additions, and
developments in our club this past season.
Indoor Program and Academy:
This winter kicks off the fifth year of our Cumberland Cobras Academy (CCA) and the seventh
year of our indoor development programs. The Development program once again merges our
well established indoor technical training programs with our growing futsal league, allowing
players the opportunity to train and play once weekly through the off-season.
In keeping with the 3 levels of soccer (recreational, competitive (cobra), and Elite (Academy))
this season we will be fielding 9 Cobra level teams, 20 Academy teams, and have around 200
futsal players. A further 90 players are signed up for the Grassroots levels (U5-U8).
Our Academy program continues to grow into a premier development destination, catered to the
strongest and most competitive players in our area. It is now put in the same sentence as perhaps
two other top clubs in the region in terms of player development, and above all coaching staff
strength. We have started to draw dozens of new players to our elite teams from other clubs, on
an annual basis, all interested in joining the Academy who’s reputation grows in stature by the
season.
Worth mentioning is U5-U8 program has been grown and revised, with a renewed focus on
giving these age groups some of the best that we have to offer. All of our academy staff coaches
have committed to working with the U5-U8 grassroots program this season, and making sure that
our youngest players have the best chance possible to build a passion for the game that will burn
for years to come. The program has over 70 players registered and counting, with a further 25 to
be joining the U8 JR Academy ranks over the winter. We have over 15 coaches working with
these groups.
I’d like to point out that this growth and the quality of these programs rests heavily on the work
of our academy coaches and the tireless efforts of our highly respected staff coaches. Above all
Stan Rozboud and Vlad Vrsecky deserve mention in a category in itself. Beyond their impressive
playing and coaching experiences and qualifications, these two coaches are rated as some of the
best young coaches even in European circles; while here in Ottawa they are greatly respected. In
our club, they are loved by many.

Staff coaches Yuuki Chartrand, Jessie Burgins, Morgan McNeil and Corina Jarrett have also
become absolutely integral to our programs, as well as several of our Academy level coaches
who work tireless at improving their abilities, and are invaluable to the program. We have had 7
Academy coaches earn their Provincial C licenses this past year alone.
Summer Academy:
This season marked the third year that an Academy tier of soccer was offered through the
summer, to continue the great work done in our winter academy programs.
Along with an always expanding pre-season portion of the season, this year we made the step to
moving all training to Millennium 6 and 7, and saw all of our U11-U17 teams training 4 times a
week (one more than last season).
In season, the teams work regularly with the academy staff, most teams benefiting from at least 2
sessions weekly with our professional staff, and many of them are now run entirely by
professional coaches. This is a milestone which just 3 years ago would have seemed impossible.
Not surprisingly, we enjoyed perhaps our most successful season in terms of results that we’ve
ever seen. The attached news article summarizes some of the successes we’ve seen this year
from a results perspective. With 5 gold medals and 3 silver medals across 10 age groups where
the ERSL shield and cup our player, our club saw unmatched success in the region. No club in
the area comes even close to those numbers in terms of result. Combined with our very high
“home grown” percentage, where the majority of our teams are comprised primarily of players
who have grown up in our club, these accomplishment are truly prideworthy.
Once again both our boys and girls oldest teams (99/00) have qualified for the OYSL next
season.
Our U14 boys’ age group continued the annual tradition of traveling to Czech Republic for an
international tournament. This year, we also began an exchange program with the Czech FA
national academies, which saw 6 players and 2 coaches travel to Ottawa for a week to live, study
and train/play with our 2001 academy boys. A week later, our 6 hosting players and one coach
travelled in the opposite direction to spend a week in Czech. The program was very well
received and we are planning to repeat it next season.
OPDL:
The Ontario Player Development League is an OSA league that aims to replace the OYSL as the
top level of play in Ontario, providing a “standards” based franchise system to clubs with good
programs for development. With 3 years now under its belt, the league is still falling
significantly short of being the top level of play, however, from a marketing perspective the
league is definitely drawing the attention of players across the region and province.

We have been in contact with the league regarding a potential franchise in the league, and the the
OSA has grown very receptive and even encouraging that we apply, following our OSA Gold
medal award this past spring. We are exploring the pros and cons of the entering the league, and
will make a decision this year as to whether or not we will join. While the idea of playing at the
what should be the highest level is appealing, there are still several draw backs that we will have
to work through. Specifically, there is a lot of cost and travel to players involved in playing the
league. Moreover, the quality of the league is not yet that much higher than what can be found
elsewhere, and our teams are regularly able to out-perform OPDL teams and clubs from the
region. Moreover, it remains questionable whether the league will help our top players gain
exposure to university and college scouts and coaches, which is where the bulk of our high level
players aim to play.
So, while our club continues to monitor the OPDL as an option, and we will above all continue
to focus on our club’s develop programs, and ensure that we produce players and teams of the
highest possible standards.
Mini Soccer (7v7 and 9v9):
For the summer of 2016, Cumberland continued its rise as one of the absolute top grassroots and
mini soccer clubs in the regions.
The highly rated U8 Jr Academy was grown to include just over 70 players, and saw these
players training and playing regularly under the tutelage of our very best staff and technical
coaches. The teams played regular festivals against OSU and WOS U8 teams, which were the
only other clubs in the region that had comparable programs. Our teams had good matches
against OSU, but generally far out performed the WOS teams even at this early age. This
season, our girls’ side was slightly ahead of the OSU teams in terms of on field results, while on
the boys’ side we were a little behind. This is usually based mainly on the specific group of
players we have in a given age group, however we are always monitoring our programs and
training regimens to see if we can’t improve something and develop the players better.
The season again saw our U9-U11 Academy teams field 2 teams at each respective age group.
The training model at the U9-U10 levels saw us training all 4 U9-U10 Academy teams at one
time, in a “station format” with staff and Academy coaches working together each session. The
practices were extended to 105 minutes, so that we could concentrate on everything from the
technical homework, to 3v1 warm-ups, followed by a formal structured training session that
included technical, tactical and games play.

The expanded U5-U7 basic program continued to make use of some of our strongest teenaged
players as technical coaches for our very youngest players. Our model where players complete 2
technical exercises each week as well as 2 game components continues to be well received by
those involved, and is being refined each year to continue our growth and improvement in these
categories.
In all, the grassroots categories are seen almost exclusively by our staff and technical coaches all
the way through U8. These programs accounted for over 800 registrations this summer alone,
and as such over a quarter of the overall club, which bodes well for the future.
Coaches Development:
Coach development sessions were offered again as they have been in previous years, including
the newly reformatted OSA clinics, indoor development sessions, and pre-season coaching
clinics. A highlight being the well-received technical and tactical sessions run by national FA
coaches from the Czech Republic including Tomas Maruska, who delivered well received
sessions on teaching tactics in training both in the spring and the fall.
Also, merging all Academy, grassroots, Jr Academy, and cobra/rec league development sessions
into one location at Millennium 6 and 7, allowed all levels at the club to leverage the best
coaches we have available. Coaches and players all interacted and trained together on a weekly
basis, and this allowed us to continually re-align our programs and methods, and make sure all
coaches were regularly shown how the staff coaches would like them to work.
A continued emphasis was kept this year, on maintaining consistent and specific tactical
mandates across the club at the competitive levels, asking all teams to play the same formations,
and teach the same principles of play across the entire club.
The winter programs continue to improve our coaching standards as well, with our staff coaches
present at the great majority of competitive games as well as almost all training sessions, which
gives us a very unified coaching style across the club. Coaches are able to see how our staff
coaches coach in games and training, hear what is stressed, and how we expect the teams to play.
These trends are then continued through the summer in a more unified way. The result has been
some very nice soccer which also happens to win some games.
The enormous increase of professional coaching sessions for our teams and players also
continues to have a great effect on coach development through the club. With our professional
coaching staff working with age groups from U5-U15 on a weekly basis, coaches are regularly
able to work with and learn from the staff coaches in the club. As mentioned, our staff coaches
now work with all “development” players U5-U8, cobra teams and or players wishing to train
U9-U17 on a weekly basis, and academy teams and players several times weekly.

Outlook:
This marks the end of my 8th year at the club, and I am pleased to see how far our club has come
in that time. Every year we make marked strides forward, and I am convinced this is primarily
thanks to the values behind what we are doing. I see our coaches from the top down, hold to very
high moral standards, a growth mind set, great work ethic, while enjoying every moment on the
field. As such, our programs continue to accomplish their mandate to create good people first,
and good players second, and it is all happening in a very fun, positive, and uplifting
environment.
Given all of this, and given the competing programs and coaches available at other clubs in the
region, I can say that we can confidently look anyone in the eye, and match up our programs to
any other club in the region, including some that are over twice our size. While our focus is
never solely on results, even a cursory glance at the end of the season standings across the region
will confirm the growth of the club’s programs and progress. This is a consistency that was
unmatched in the region this season. The attached newspaper article highlights some of these
accomplishments explicitly.
And while we enjoy these small achievements as they come, we are back on the field as we
speak, with eyes and hearts wide open, aiming to improve our coaches, programs, and players
with every single day.
I’d like to thank all of our coaches for their unbelievable work and dedication once again. I am
very proud to work with you all. I hope we can continue to pull together and continue growing
into an organization, community and family that sets the standard both on the field of play and
off of it.
I cannot imagine working with a different club in this region, and I look forward to every
moment spent with our players and coaches, especially when it’s on the field playing and
training.
Thank you to our hard working board of directors, and to you members for your trust and support
this past year. I look forward to helping all of you make CUSC stronger with each day.

AMENDMENTS TO THE CONSTITUTION
Proposal #1 - Article 5.1.a. – Board Composition
CUSC Board Motion (#2016-09-05) To amend the CUSC Constitution to remove the
Micro, Mini, Novice, Senior Youth, Adult, Representative, Volunteers and Facilities
Director and add two Director at Large positions effective at the 2016 AGM.
Rationale: Currently, Board meetings are held, and decisions are often made, without
100% of the Directors in attendance. Downsizing the Board will make it will more
efficient. The “administrative” and “operational” duties of the eliminated Director
positions will be done in the CUSC office by the Club Administrator allowing the Board
to concentrate on more “strategic” issues.
Consequential amendment to Article 5.1.a. – Board Composition: to revise the numbering of
the Board positions if the above motion is accepted by the CUSC membership.
Consequential amendment Article 5.1.3. – Election and Term: to remove the eliminated Board
positions and add the two Directors at Large.
