Diana Rusnov, Manager, Legislative Services spoke to the Memorandum dated February
6, 2014 regarding the 2013 Tour de Mississauga and the next steps for the upcoming
2014 Tour de Mississauga.
Ruth Marland, Strategic Leader and James Docker, PMSO Analyst engaged members of
MCAC in a facilitated session focusing on the 2014 Tour de Mississauga and
transitioning future Tour de Mississauga's.
Members of the Committee engaged in conservation regarding their short and long term
goals, accomplishments, roles and responsibilities, job descriptions, volunteers,
developing a detailed critical plan and action plan and future growth implications.

SUBJECT: Update: Ward Rides (Community Rides)
The 2014 Ward rides feature casual community rides in each ward almost every week during the spring and summer months. A tentative spring/summer schedule of the community rides has been prepared. The majority of the community rides will have similar routing to the 2013 community rides. The Ward Councillors have confrrmed rides in Wards 3, 8, 10 and 11.
A tentative schedule, maps and cue sheets are enclosed.

4. At the fork in the trail, veer left.
5. Cross the bridge at Winston Churchill Boulevard

7. Continue on the Lake Wabukayne Trail until you reach Millers Grove [if you reach Lavery Court,

As per the attached memo with recommendations approved at the February 11 MCAC meeting (and subsequently approved by City Council on March 5), the Cycling Office has prepared a Primary Route Prioritization Matrix, which assesses the Primary on-road and boulevard routes that were identified in the Cycling Master Plan. This matrix is designed to be a tool to assist with planning and decision making about what routes get built when.
The Matrix has been attached in three formats: Matrix Sorted by Ranking (PDF) Matrix Sorted by Roadway (PDF) Matrix in Excel spreadsheet format in case MCAC members would like to get deeper into the analysis (XLSX)
The matrix is organized in a similar way to the Off Road Trail Prioritization Matrix that was presented to MCAC in January by Michael Gusche, Park Development (Community Services). At the January meeting, the Off Road Trail Prioritization Matrix was referred to the Network and Technical Subcommittee for comment.
ACTION:
MCAC members are requested to review and provide comments on both the Primary Route Prioritization Matrix and the Off Road Trail Prioritization matrix, as a means of providing input into the overall cycling network program. Time will be allotted at the April22 2014 MCAC meeting for the committee to provide a response to staff on these items.

The Transportation and W arks Department has prepared a list of locations where bicycle Janes, sharrows and/or multi-use trails are proposed for study, design and/or construction in 2014. These locations have been selected based on the criteria contained within the 2010 Cycling Master Plan and Implementation Strategy and in coordination with other City ofMississauga and/or Region of Peel Capital projects. The nature and schedule of the proposed projects listed herein are subject to change in accordance with budget. public consultation and Council approval.
Update on 1'' Ouarter (January 1, 2014- March 31, 2014):
Progress in the first quarter of2014 has included the following highlights: • Park Development staff have progressed on the design and hosted public meetings for the
Lakeshore- Royal Windsor Hydro Corridor Trail. • Active Transportation staff have reviewed on-road cycling opportunities related to 2014 road
resurfacing with Traffic Operations staff. Preliminary design proposals have been prepared. • Active Transportation staff have coordinated with Region of Peel and project consultants for
tender of multi-use trail program locations associated with the Hanlan Water Project and the Region's Capital Program.
• Active Transportation staff have participated in project teams for Environmental Assessments currently underway that propose to include cycling facilities for future projects: Creditview Road, Hurontario LRT, McLaughlin Road and Ninth Line.

THE STUDY:
Municipal Class Environmental Assessment Study for Second Line West Crossing of Highway 401
The Second Line West bridge structure over Highway 401 is being removed to accommodate the widening of Highway 401. The need for the removal of the structure was documented by the Ontario Ministry of Transportation in a
Transportation Environmental Study Report for the ultimate widening of Highway 401 from the Highway 403/410 interchange to the Credit River with environmental approval in 2007. In 2010, City of Mississauga's Cycling Master Plan identified a plan for a form of pedestrian/cyclist connection for Second
Line West across Highway 401.
In response, the City of Mississauga has initiated a Class Environmental
Assessment (Class EA) Study 1Schedule C 1, including preliminary design, for
Second Line West across Highway 401 to enhance the sensitive natural
landscape, investigate needs and opportunities and pursue recommendations for a north-south pedestrian/cyclist connection crossing Highway 401, upon removal of the existing structure. The City is also undertaking an analysis to
invest1gate public concerns and to identify mitigating measures for enhanced traffic management in the vicinity of the study area.

The study will be conducted in accordance with the planning and design process lor 'Schedule C' projects, as outlined in the Municipal Engineers Association "Municipal Class Environmental Assessment," (October 2000, as amended in 2011), which is approved under the Ontario Environmental Assessment Act. The Class EA process includes public/external agency consultation, an evaluation of alternative solutions and alternative design concepts, an assessment of potential impacts
associated with proposed improvements and development of measures to m~igate identified impacts. Upon completion of the study, an Environmental Study Report (ESR) will be prepared and made available for public review and comment.
PUBLIC CONSULTATION: Public consultation is a vital component of the Class EA process. As such, the first of two Public Information Centres (PIC) is
being held to receive your input, comments and concerns on the study. The PIC will have an open house format where
information about the study and the preliminary planning alternatives will be displayed. Representatives from the City of Mississauga and the consulting team will be available to answer questions and discuss the details of the study.

Province Introducing New Legislation to Keep Roads Safe March 17, 2014 2:00p.m.
Ontario is introducing legislation today to help reduce collisions, injuries and fatalities on the
province's roads and highways and keep them among the safest in North America.
If passed, the proposed Keeping Ontario's Roads Safe Act and supporting amendments to the
Highway Traffic Act will make highways and roads safer by:
o Increasing fines for distracted driving from a range of $60- $500 to a range of $300-$1,000 and assigning three demerit points upon conviction
o Increasing fines for drivers for dooring cyclists from a range of $60- $500 to range of $300- $1,000 and raising the demerit points from two to three
o Requiring all drivers to maintain a distance of one metre when passing cyclists o Requiring drivers to yield the whole roadway to pedestrians at school crossings and
pedestrian crossovers

Proposed legislative and supporting regulatory amendments to the Highway Traffic Act include:
Distracted Driving
To reduce collisions, injuries and fatalities as a result of distracted driving, proposed
amendments include:
• Increasing the fine range from $60- $500 to $300- $1,000 • Assigning three demerit points upon conviction of a distracted driving offence • Making a distracted driving conviction a contravention of one of the licence conditions
placed on novice drivers within the Graduated Licensing System
Pedestrian and Cyclist Safety
Currently at school crossings and pedestrian crossovers, drivers must yield only half of the
roadway to pedestrians who are crossing. If passed, the proposed legislation would improve
pedestrian safety by:
• Requiring drivers to yield the whole roadway to pedestrians at school crossings and pedestrian crossovers
• Amending the Highway Traffic Act to allow for new pedestrian crossing devices on lowspeed and low-volume roads as requested by municipalities
The proposed legislation would respond to municipal requests, stakeholder input and
recommendations from the Office of the Chief Coroner for Ontario to promote cycling as active
transportation and improve cyclist safety by:
• Allowing cyclists to use the paved shoulders on unrestricted provincial highways to promote safer opportunities to cycle
• Supporting cycling in urban areas by allowing municipalities to create contra-flow bicycle lanes to provide more direct routes and connectivity for cyclists
• Increasing the fine range for convictions of dooring of cyclists from $60 - $500 to $300 -$1,000 and raising the demerit points from two to three
• Requiring all drivers to maintain a distance of one metre when passing cyclists
• Increasing the maximum fine from $20 to a set fine amount that falls in the range of $60 - $500 for not using required bicycle lights and other reflectors/reflective material; and permit the use of flashing red lights as a safety feature on bicycles
Alcohol Impaired Driving
Proposed amendments would introduce additional measures to address alcohol impaired
driving, including:
• Requiring all drivers who repeatedly drive with a Blood Alcohol Concentration (BAC) exceeding any of the thresholds in the Highway Traffic Act to complete an alcohol education program followed by an alcohol treatment and monitoring program
• Extending the current Reduced Suspension with Ignition Interlock Conduct Review Program to repeat offenders
Medically Unfit Drivers & Services for Drivers with Medical Conditions
Amendments to the Highway Traffic Act are proposed in response to requests from the medical
community to better identify medical conditions that may result in road safety incidents. If
passed, the proposed legislation will enable future regulations to:
• Clarify what medical conditions must be reported and allow additional medical professionals to report drivers with medical conditions that may make them unsafe drivers
• Improve customer service by allowing drivers with medical suspensions to retain their driver's licence card for identification purposes and for when they are eligible to drive again
Truck, Vehicle and Bus Safety
Proposed legislation, if passed, would allow S-train double trailer combinations to be extended
from 25 metres to 27.5 metres to accommodate new technologies required to meet air quality
and greenhouse gas emissions standards and include more comfortable sleep berths for
drivers.
In addition, the legislation proposes to expand the current 'Slow Down, Move Over' requirement
for motorists beyond only emergency vehicles with red or red and blue flashing lights to include
tow trucks that are stopped and responding to roadside accidents and emergencies while their
amber flashing lights are activated.
If passed, the proposed legislation would allow the Motor Vehicle Inspection Station Program to
move to a contractual model and enable the procurement of a third-party contract administrator.
To address ambiguous wording, the proposed legislation would also require that only school
buses can be painted chrome yellow.

OTC Announces Release of OTM Book 18 & Welcomes HTA Amendments Bill
The Ontario Traffic Council is pleased with the steps taken today by the Ontario Ministry of Transportation in support of the OTC's work on pedestrian and cycling issues in recent years.
Release of OTM Book 18: Bicycle Facilities
The OTC is excited to announce that the MTO has released the final version of Ontario Traffic Manual Book 18: Bicycle Facilities. On behalf of MTO and 13 municipalities and regions, the OTC completed the final draft of Ontario Traffic Manual Book 18. MMM Group Ltd, Alta Planning+ Design, Velo Quebec, and lntus Road Safety Engineering were retained to develop this publication. In turn, their work was reviewed by a committee of municipal traffic staff and representatives of MTO.
OTM Book 18 will serve as a primary reference document for engineers, planners and designers throughout Ontario. The document contains information on legal requirements, standards, best practices, procedures, guidelines and recommendations for the justification, planning, design, timing and operation of bicycle facilities and control measures.

Keeping Ontario's Roads Safe Act: Proposed Measure dealing with Cycling Issues
The OTC is also pleased that Ontario Transportation Minister Glen Murray tabled a Bill at the Ontario Legislature today. The Keeping Ontario's Roods Safe Act proposes to implement many of the measures discussed by OTC's member municipalities during the development of OTM Book 18. If the Bill is passed, supporting regulations can follow at a later date by the Minister.

The bicycle-related measures in the Bill include reflect municipal requests, stakeholder input and recommendations from the Office of the Chief Coroner for Ontario to promote cycling as active transportation and improve cyclist safety. Listed below are proposed measures that can be linked to the development of OTM Book 18:
• Section 144 of the Act is amended to allow for traffic control signals that are specific to bicyclists. In locations where there are both bicycle traffic control signals and regular traffic control signals, bicyclists will be required to obey the bicycle traffic control signals.
• Subsection 144 (29) of the Act is amended to remove the prohibition against riding or operating a bicycle along a crosswalk.
• Section 148 of the Act is amended to require the driver of a motor vehicle overtaking a bicycle to maintain a distance of at least one metre between the vehicle and bicycle.
• Current section 153 of the Act provides that vehicles and street cars must be driven only in one direction on one-way streets. This is amended to allow for the designation of a bicycle lane on one-way streets that goes in the opposite direction. A consequential amendment is made to subsection 147 (2) of the Act.
• Section 156 of the Act is amended to permit bicycles to be ridden or operated on the paved shoulder of a highway that is divided into two separate roadways.
• Inconsistent terminology is currently used throughout the Act to describe bicycling: riding, riding on and operating are used in reference to bicycles (including power-assisted bicycles), and driving, in reference to a vehicle, also includes bicycling. A number of provisions are amended so that they consistently use "ride or operate" in reference to a bicycle or, where
the bicycle in the provision does not include a power-assisted bicycle, "ride". The usage of "drive" in reference to vehicles, which includes bicycles, is unchanged.
Keeping Ontario's Roads Safe Act: Proposed Measures Dealing with Pedestrian Issues
In addition to the cycling measures proposed in the Bill, it also addresses many of the issues that OTC member municipalities raised in the development of the Ontario Traffic Manual Book 15: Pedestrian Crossing Facilities. The OTC completed work on this publication in 2010.
Listed below are proposed pedestrian safety measures that can be linked to the development of OTM Book 15:
• Section 1: definition of "pedestrian crossover" in subsection 1 (1) of the Highway Traffic Act is repealed and the following substituted: "pedestrian crossover" means any portion of a roadway distinctly indicated for pedestrian crossing by signs on the highway and lines or
other markings on the surface of the roadway as prescribed by the regulations; ("passage pour pietons")

• Section 1 (1): definition of "pedestrian crossover'' in subsection 1 (1) of the Act is amended to remove the requirement that it be designated by a municipal by-law.
• Amending the Highway Traffic Act to allow for new pedestrian crossing devices on lowspeed and low-volume roads as requested by municipalities
• Sections 140 and 176 of the Act are amended to require drivers to remain stopped at a pedestrian crossover or school crossing until the person crossing the street and the school crossing guard are off the roadway. The current Act allows drivers to proceed once the person crossing and the school crossing guard are no longer on the driver's half of the roadway.
• In new subsection 140 (8), the Minister of Transportation is authorized to make regulations respecting pedestrian crossovers, including prescribing signs and markings.
• Other amendments to section 140 of the Act consolidate the duties of drivers and
pedestrians at pedestrian crossovers: drivers must stop before entering the crossover and not overtake another vehicle already stopped at the crossover; pedestrians (which includes persons in wheelchairs) must not enter a crossover and into the path of a vehicle or street car that is so close that the driver cannot stop.

OTC's Proposed OTM Book 12 Companion Document Dealing with Bicycle Signals
The Ontario Traffic Council and its entire membership are proud to have developed important pedestrian and cycling publications over the last 5 years through a strong working relationship with the MTO, supported by our membership. We look forward to continuing our work in this important area oftraffic safety.
In support of that, the OTC, in conjunction with CIMA+, our consultant, are in the final stages of the development of a companion document to Ontario Traffic Manual Book 12: Traffic Signals.
OTM Book 12: Traffic Signals contains information about all aspects of traffic signal operation. Book 12 currently contains several references to bicycles at signalized intersections. However, the existing Manual contains only limited information, guidance and direction with regard to the use of traffic signals or special signal phasing for bicycles.
The OTC developed a new document that is intended as a companion to OTM Book 12 and therefore is to be used in conjunction with the existing OTM Book 12 and with OTM Book 18 : Bicycle Facilities as well as OTM Book 15: Pedestrian Crossings and Facilities.

The Bicycle Signals companion to OTM Book 12 is in its final review internally and we hope to get this document to MTO staff as soon as possible so that the Ministry can determine how best to integrate into the OTM series of books. If approved by MTO, it can be released to municipalities across Ontario in the near future.

First Cycling Action Plan Supports Safe, Active Transportation

Ontario is proposing to invest $10 million over three years to help
municipalities improve cycling infrastructure.
As part of its first Cycling Action Plan, the funding would help
municipalities expand their local cycling routes and support connections
for a future provincial cycling network. Municipalities can also use the
funds to pilot innovative cycling improvements such as new types of lane
markings or cycling-specific signage, which could be applied in other
communities across the province.
The province will also dedicate $15 million over three years to build
cycling infrastructure on provincial highways and bridges, such as paved
road shoulders.
These investments are part of #CycleON, a 20-year vision for cycling in
Ontario that supports healthier and more active lifestyles, increased
tourism opportunities, a greener environment and more sustainable
transit. It will be implemented through ongoing, multi-year action plans.
Investing in infrastructure is part of the government's economic plan that

MCAC-0007-2014 That the memorandum dated February 6, 2014 from Diana Rusnov, Manager, Legislative Services regarding the 2013 Tour de :Mississauga be received.

MCAC-0008-2014 1. That the following process be endorsed for involving input from the Mississauga Cycling
Advisory Committee (MCAC) in the City's armual business plarming and budget process
related to the Cycling Program including: a) an opportunity for input on the overall cycling network program via prioritization
matrix tools; b) an opportunity for input early in the armual budget process regarding priorities
and direction; and c) a submission of the proposed budget to MCAC prior to Budget Committee
deliberations, which would give MCAC an opportunity to review the details prior to budget approval by Council.
2. That MCAC be requested to provide input on the overall cycling network program via prioritization matrix tools as follows:
a) a draft Primary Route Prioritization Matrix will be circulated in March by the Cycling Office (Transportation and Works);
b) the Off-Road Trail Prioritization Matrix was presented by Park Development (Community Services) in January and was referred to the Network and Technical
subcommittee; and c) that time be allocated for discussion of comments on these matrices at the MCAC

That the following objectives be established for the 2014 Ward Ride program: 1. That the first 2014 Ward Ride kick-off ride incorporate a safety component. 2. To promote and develop cycling culture in Mississauga through participation in organized
cycling events. 3. To provide Council with opportunities to see firsthand the benefits of continuing to expand
our infrastructure and cycling culture in Mississauga. 4. To increase the profile of the cycling community by conducting highly visible and inclusive
group cycling events that demonstrate to the community at large that cycling culture is integral to the structure of our City.
5. To use the opportunity afforded by direct contact with Mississauga cyclists to promote continued growth of cycling for recreation and transportation.
