2015
Defenders of Wildlife is a national, nonprofit membership organization dedicated to the protection of all native
animals and plants in their natural communities.

Defenders engages in vigorous congressional advocacy efforts in support of our mission. We express our views on legislation affecting wildlife and public lands, work to achieve acceptable pro-wildlife and habitat outcomes, and grade lawmakers on their votes in our annual conservation report cards. Defenders of Wildlife’s 2015 Conservation Report Card measures the commitment of U.S. senators and representatives to
wildlife and habitat conservation during the first session of the 114th Congress. It tells you at a glance how well your elected representatives are safeguarding our natural heritage for our children and grandchildren.
This report card reviews 11 Senate votes on legislation with serious implications for wildlife and habitat such as ending federal protections for some species safeguarded under the Endangered Species Act (ESA), selling off America’s public lands, creating obstacles to national monument designations, starving environmental funding, overturning waterway protection, and preventing action on climate change.
The report card also covers 12 votes by the House of Representatives on legislation with conservation consequences, including ending federal protections for gray wolves and northern long-eared bats protected under the ESA, promoting damaging logging in our national forests, using the California drought as an excuse to undermine endangered species protection, and removing a legislative rider waiving certain environmental reviews for grazing permits on federal land.

1 Undermining Citizen Enforcement of the Endangered Species Act The Senate rejected an amendment that would have discouraged citizen enforcement of the Endangered Species Act (ESA) by restricting plaintiffs’ ability to recover litigation costs when they prevail in court. (January 21, 2015, Roll Call No. 7)
2 Limiting the Designation of Public Land The Senate rejected an amendment that would have made it more difficult to safeguard public lands through protective land designations. (January 22, 2015, Roll Call No. 14)
3 Removing Necessary Endangered Species Act Protections for the Threatened Lesser Prairie-Chicken The Senate rejected an amendment that would have removed vital federal protections for the lesser prairie-chicken—an imperiled southwestern bird that the U.S. Fish and Wildlife Service (FWS) listed as “threatened” under the ESA in May 2014. (January 28, 2015, Roll Call No. 35)
4 Creating Obstacles to National Monument Designations The Senate rejected an amendment that would have expressed a “sense of Congress” that all future national monument designations by the president be invalid unless approved by the state governor and state legislature. (January 28, 2015, Roll Call No. 37)
5 Stripping Wilderness Protection Based on Congressional Inaction The Senate rejected an amendment that would have removed wilderness protection for wilderness study areas if Congress did not permanently designate the lands as wilderness within one year. (January 28, 2015, Roll Call No. 39)
6 Mandating the Approval of the Keystone Xl Pipeline The Senate passed a bill that would assure approval of the Keystone XL tar sands pipeline. (January 29, 2015, Roll Call No. 49)
7 Selling Off America’s Public Lands The Senate passed an amendment that would authorize the sale, transfer or exchange of federal lands to state and local governments that, in turn, could sell the lands for use in harmful resource extraction activities. (March 26, 2015, Roll Call No. 106)
8 Prioritizing Economic Considerations Over Conservation Science in Endangered Species Act Determinations The Senate passed an amendment that would potentially allow FWS to inject economic considerations into the process for listing species under the ESA—a process Congress previously said should be based only on the best available science and biological factors. (March 27, 2015, Roll Call No. 128)

9 Starving Environmental Funding The Senate passed a budget resolution for 2016 that would continue damaging funding cuts for programs that protect the environment and natural resources. (March 27, 2015, Roll Call No. 135)
10 Overturning Waterway Protections The Senate agreed to a resolution to overturn the Obama administration’s water rule under the Congressional Review Act. (November 4, 2015, Roll Call No. 297)
11 Preventing Action on Climate Change The Senate passed a resolution that would permanently block the Clean Power Plan, preventing the biggest step the United States has ever taken to address climate change and threatening our environment and our future. (November 17, 2015, Roll Call No. 306)

1 Starving Environmental Funding The House passed a budget resolution for 2016 that would continue damaging funding cuts for programs that protect the environment and natural resources. (March 25, 2015, Roll Call No. 142)
2 Removing Necessary Endangered Species Act Protections for Two Imperiled Species The House passed an amendment to the National Defense Authorization Act that removes Endangered Species Act (ESA) protections for the threatened lesser prairie-chicken for at least six years and permanently removes ESA protections for the endangered American burying beetle. (May 15, 2015, Roll Call No. 236)
3 Striking a Harmful Grazing Provision from FY 2016 Interior Appropriations Bill The House rejected an amendment to the FY 2016 Interior Appropriations bill that would have removed language that waives environmental review, public input and government accountability over grazing permits on land already damaged by drought or wildfire. (July 8, 2015, Roll Call No. 399)
4 Keeping America’s Public Lands in Public Hands The House rejected an amendment that would have protected our public lands by preventing their sale or transfer to state or local government that, in turn, could sell the lands for use in harmful resource extraction activities. 5 Restoring Protections for the Endangered Gray Wolf, Threatened Northern Long-Eared Bat and Imperiled Sage-Grouse The House rejected an amendment that would have invalidated three harmful provisions in the underlying Interior appropriations bill that remove, weaken or prevent Endangered Species Act protections for the endangered gray wolf, the threatened northern long-eared bat and the imperiled sage-grouse. (July 8, 2015, Roll Call No. 404)
6 Protecting Elephants at Risk From Poaching The House rejected an amendment that would have removed harmful language from the Interior appropriations bill, blocking efforts by the U.S. Fish and Wildlife Service to stop the illegal ivory trade within the United States and the associated poaching of African elephants. (July 8, 2015, Roll Call No. 405)
7 Blocking Protection of Our National Monuments The House passed an amendment that would prevent the president from protecting many national treasures by blocking national monument designations in certain local communities. (July 8, 2015, Roll Call No. 409)
8 Promoting Damaging Logging on America’s Forests The House passed a bill that would promote high-risk logging on our public forests at the expense of wildlife, watersheds and communities. (July 9, 2015, Roll Call No. 428)

9 Giving Water Contractors Undue Influence in Endangered Species Act Decisions The House passed an amendment that would give water contractors more influence than other stakeholders in the ESA process for a federal irrigation project in Oregon and California. (July 16, 2015, Roll Call No. 444)
10 Using the California Drought as an Excuse for Undermining Endangered Species Protections The House passed a bill that that would override ESA protections in the California Bay-Delta, shut down the San Joaquin River Restoration Program, preempt state water law and undermine other environmental safeguards in the Bay-Delta. (July 16, 2015, Roll Call No. 447)
11 Removing Arbitrary Project Approval Timelines for Projects that Would Impact Threatened or Endangered Species The House rejected an amendment that would have prevented the implementation of arbitrary approval timelines set in the underlying legislation for projects that limit access or opportunities for hunting and fishing or impact threatened or endangered species. (September 25, 2015, Roll Call No. 512)
12 Preventing Action on Climate Change The House passed a resolution that would permanently block the Clean Power Plan, preventing the biggest step the United States has ever taken to address climate change and threatening our environment and our future. (December 1, 2015, Roll Call No. 650)
