It's the same reason you can dress up as a cop for Halloween (or any other time) as long as you don't tellpeople you are cop or imply it through actions you'll be ok. welllll yes and no, it needs to be obvious thatyou are not actually a cop, but dressing up as a cop (or driving around as one) can be grounds forimpersonating a police officer. it's no hard-set rule of what is and what isn't, more often you have to takeit to court and convince someone (or not convince them) that it was obvious you weren't impersonating acop-- there's no "so long as you didn't SAY it it's not illegal" rule. I'd imagine with half the car being a taxiand him making no attempt to convince anyone he's an actual cop, he'd have a great argument at sayinghe's obviously not impersonating one-- so much so he'd probably never be charged, same as people onhalloween. So on that you are right.
