It's the same reason you can dress up as a cop for Halloween (or any other time) as long as you don't tell people you are cop or imply it through actions you'll be ok. welllll yes and no, it needs to be obvious that you are not actually a cop, but dressing up as a cop (or driving around as one) can be grounds for impersonating a police officer. it's no hard-set rule of what is and what isn't, more often you have to take it to court and convince someone (or not convince them) that it was obvious you weren't impersonating a cop-- there's no "so long as you didn't SAY it it's not illegal" rule. I'd imagine with half the car being a taxi and him making no attempt to convince anyone he's an actual cop, he'd have a great argument at saying he's obviously not impersonating one-- so much so he'd probably never be charged, same as people on halloween. So on that you are right.
