CAUSES
Orders in Council
- The Orders in Council were given by the British gov’t to be used to ratify treaties, declare the end of a state of war, or appoint civil service commissioners.
Continental System
• Scheme adopted by Napoleon• Prohibited trade with Great Britain, Britain’s allies, and neutrals
• Special licenses were needed for trade
Impressments on U.S. ships• England’s forcible enrollment
of recruits for military duty• Taking goods and utilities from the ships
• Using our own ships against us
EFFECTS
• America hurt economically• Nonintercourse Act was issued• Macon’s Bill No. 2
• Merchants saw their ships rot while their income skyrocketed down as well.
» Britain and France were able to stay strong while America suffered the big blow

• Lifted all embargoes on American shipping except those of Britain and France.
• Intent was to stay strong economically for us while damaging Britain and France

• Designed to top restrictions from Britain and France
• Substitute form for unsuccessful Nonintercourse Act
