It is complete, with numerous functions, and large-scale, making it exceptional. The Shushtar system is a homogeneous hydraulic system, designed globally and completed in the 3rd century CE. It is as rich in its diversity of civil engineering structures and its constructions as in the diversity of its uses (urban water supply, mills, irrigation, river transport, and defensive system). The Shushtar Historical Hydraulic System testifies to the heritage and the synthesis of earlier Elamite and Mesopotamian knowhow; it was probably influenced by the Petra dam and tunnel and by Roman civil engineering. The Shushtar hydraulic system, in its ensemble and most particularly the Shâdorvân Grand Weir (bridge-dam), has been considered a Wonder of the World not only by the Persians but also by the Arab-Muslims at the peak of their civilisation. The Gargar canal is a veritable artificial watercourse which made possible the construction of a new town and the irrigation of a vast plain, at the time semi-desert. The Shushtar Historical Hydraulic System sits in an urban and rural landscape specific to the expression of its value.

Shushtar is an ancient fortress city, approximately 92 kilometres (57 mi) away from Ahvaz, the centre of the province. Much of its past agricultural productivity derives from the Roman-built irrigation system which centered on the Band-e Kaisar, the first dam bridge in Iran. The approximately 500 m long overflow dam over the Karun, Iran's most effluent river, was the core structure of the Shushtar Historical Hydraulic System, a large irrigation complex from which Shushtar derived its agricultural productivity, and which has been designated World Heritage Site by the UNESCO in 2009

Cu peste 17 secole în urmă a fost realizat la Şuştar, pe canalul Ghergher, un grup de mori utilizând roţi cu ax vertical corespunzătoare morilor cu ciutură, la care apa era adusă printr-o galerie ce străbătea muntele. Aceste mori făceau parte dintr-un complex de amenajări hidrotehnice executate sub Shapur I (241 - 272) după victoria acestuia asupra împăratului Valerian în anul 260, când au fost capturaţi aproximativ 80000 de ostaşi şi ofiţeri romani. Lucrările efectuate cu aceşti prizonieri au fost îndrumate, se pare, de proprii genişti, ceea-ce se remarcă în tehnica de construcţie tipic romană.

Sistemul de fântâni şi cascade de la Shushtar se compune din mai multe baraje, poduri, tuneluri, rezervoare şi mori de apă, construcţia cărora se spune că a fost realizată în vremea lui Shapur I din dinastia sasanidă. Sistemul este folosit şi astăzi pentru irigaţii. Această instalaţie hidraulică unică în lume asigură funcţionarea a 33 de mori la Shushtar, pentru făină, susan, zahăr sau sticlă pisată. Aceste mori funcţionează prin puterea generată de căderile de apă, canalele şi cascadele sale. Aripile roţilor sunt făcute din lemn de jujuba iar sistemul de învârtire este în plan orizontal

Morile erau dispuse pe două terase, prima alimentată prin tunel, a doua de un lac intermediar, astfel încât căderea se utiliza în două trepte. In final, apa condusă prin mori, dar şi cea adusă printr-o galerie distinctă de preaplin, alimenta canalul Ghergher.

The modern name, Shushtar, is connected with the name of another ancient city, Susa (or Shush, in Persian pronunciation), and means "greater (or better) than Shush."

The people of Shushtar, called Shushtaris, maintain a unique cultural heritage stretching back to ancient times, and a Persian dialect distinct to their group.The Shushtari dialect is spoken in Shushtar and Dezful and is a dialect of the Persian language.
