2. In October 1999, Harrahs faced the challenge of opening Louisianas only land-based casino in the heart of downtown New Orleans. To be successful, Harrahs had to overcome numerous obstacles including negative perceptions associated with its problematic history in New Orleans, onerous operating restrictions and fierce competition. By all accounts, the opening of Harrahs New Orleans was going to be an uphill battle.
