US-Russia forge deal on

Syrian chemical weaponsThe US and Russia on Saturday agreed on a deal that

calls for eliminating Syria's chemical weapons by mid-2014

though President Barack Obama warned the military op-

tion was still on the table if diplomacy fails.

The deal was hammered out after nearly three days of

intensive talks in Geneva between US Secretary of State

John Kerry and Russian Foreign Minister Sergei Lavrov.

Kerry outlined a six-point framework under which Syria

must hand over a full list of its stockpile within a week

and allow "immediate, unfettered access" to its chemical

sites.

Inspectors must be on the ground by November and

the stockpiles should be removed or destroyed by mid-

2014, he told told reporters at a joint press conference

with Lavrov after wrapping up their talks. However, Presi-

dent Obama warned Bashar al-Assad's regime against

using the talks as a "stalling tactic".

"And since this plan emerged only with a credible threat

of US military action, we will maintain our military pos-

ture in the region to keep the pressure on the Assad re-

gime," he said in his weekly address.

"If diplomacy fails, the US and the international com-

munity must remain prepared to act," said Obama, who

had been pushing for military intervention in Syria till Rus-

sia unveiled its surprise initiative to bring the chemical

stockpile under international watch.

After Russia this week proposed its plan, Damascus

filed an application to join the 1993 Chemical Weapons

Convention easing fears of a US-led military strike.

The US holds the embattled regime of President Bashar

al-Assad responsible for killing over 1,000 civilians in an

alleged chemical weapons attack in a Damascus suburb

on August 21. The Syrian government denies the allega-

tions. Kerry and Lavrov said if Syria failed to comply with

the agreement, which must be finalised by the Organisation

for the Prevention of Chemical Weapons, then a UN reso-

lution would be sought under Chapter VII of the UN char-

ter, which allows for the use of force.

"Providing this framework is fully implemented it can

end the threat these (chemical) weapons pose not only to

the Syrian people but also their neighbours," Kerry said,

referring to the deal he and Lavrov have worked out.

Kerry too said the US President reserves the right to

use military force in Syria. But Lavrov said, "There (is)

nothing said about the use of force and not about any au-

tomatic sanctions." He hailed the talks as "excellent" and

said it had achieved the aim set out by the countries' presi-

dents at the G20 summit. "The aim has been achievedthat was set in a conversation between our presidents on

September 5 on the sidelines of the G20... about puttingunder international control Syria's arsenal of chemicalweapons," Lavrov said. Lavrov suggested there could be

another international peace conference on Syria by Octo-ber. France, the only country willing to join the US in tak-ing military action in Syria, welcomed the Kerry-Lavrov

agreement as a "significant step forward".Foreign Minister Laurent Fabius said it was an "impor-

tant advance". However, the military leader of the anti-

Assad Free Syrian Army rejected the deal and promisedto continue fighting. "There is nothing in this agreementthat concerns us," said Gen Salim Idriss, describing it as a

Russian initiative designed to gain time for the Syrian gov-ernment.

Minorities Development in IndiaIndia is a democratic country where people of all

community live in peace and harmony. All major reli-

gions of the world are found in India. As such, Hin-

dus are the majority community and the minority

community includes Muslims, Sikhs, Christians,

Buddhists and Zoroastrians (Parsis) as notified un-

der the National Commission for Minorities Act, 1992.

Minorities are playing a very vital role in India’s

political and social upliftment, contributing signifi-

cantly in the development of our country. Govern-

ments from time to

time have formu-

lated programmes

and schemes for

socio-economic

upliftment of mi-

norities.

For this pur-

pose Government

of India created

the Ministry of

Minority Affairs,

which aims at em-

powering the mi-

nority communi-

ties and creating an

enabling environ-

ment for strength-

ening the multi-racial, multi-ethnic, multi-cultural,

multi-lingual and multi-religious character of our na-

tion. It also aims at improving the socio-economic

conditions of the minority communities through af-

firmative action and inclusive development, so that

every citizen has equal opportunity to participate

actively in building a vibrant nation.

To facilitate an equitable share for minority com-

munities in education, employment, economic activi-

ties and to ensure their upliftment, Prime Minister's

New 15-Point Programme for the Welfare of Minori-

ties was announced in June, 2006. It provides

programme specific interventions with definite goals

which are to be achieved in a time bound manner.

The objectives of the programme are: (a) Enhancing

opportunities for education; (b) Ensuring an equi-

table share for minorities in economic activities and

employment through existing and new schemes, en-

hanced credit support for self-employment and re-

cruitment to State and Central Government jobs; (c)

Improving the conditions of living of minorities by

ensuring an appropriate share for them in infrastruc-

ture development schemes; and (d) Prevention and

control of communal disharmony and violence.

An important aim of the programme has been to

ensure that the benefits of various government

schemes for the underprivileged reach the disadvan-

taged sections of the minority communities. In order

to ensure that the benefits of these schemes flow

equitably to the minorities, the programme envisages

location of a certain proportion of development

projects in minority concentration areas. The schemes

included in the New 15-Point Programme are as un-

Integrated Child Development Services (ICDS)

Scheme by providing services through Anganwadi

Centres {Ministry of Women & Child Development}.

Sarva Shiksha Abhiyan (SSA) and Kasturba

Gandhi Balika Vidyalaya Scheme (KGBV) {Ministry

of Human Resources Development}

Aajeevika{Ministry of Rural Development}

Swarnajayanti Shahari Rojgar Yojana (SJSRY)

{Ministry of Housing & Urban Poverty Alleviation}

Upgradation of Industrial Training Institutes (ITIs)

{Ministry of Labour & Employment}

Bank credit under priority sector lending {De-

partment of Financial Services}

Indira Awas Yojana (IAY) {Ministry of Rural

Development}

Also acting on the Sachar Committee report, the

Government has initiated several measures as:

Universalization of access to quality education at

secondary stage called Rashtriya Madhyamik Shiksha

Abhiyan (RMSA).

One model college each would be set up in 374

educationally backward districts (EBDs) of the coun-

try. Of 374 EBDs, 67 are among identified minority con-

centration districts.

has been re-

vised and bifurcated into two schemes. (a) Scheme for

Providing Quality Education in Madarsas (SPQEM). It

was attractive provision for better teachers' salary, in-

creased assistance for books, teaching aids and com-

puters and introduction of vocational subjects, etc and

the other scheme which provides financial assistance

for Infrastructure Development of Private aided/un-

aided Minority Institutes (IDMI).

Academies for professional development of Urdu

medium teachers have been set up at three Central

Universities namely, Aligarh Muslim University

(AMU), Jamia Milia Islamia University (JMIU), New

Delhi and Maulana Azad National Urdu University

(MAANU), Hyderabad.

Also, the Government has launched the Multi-

sectoral Development Programme (MsDP) in 2008-09.

The programme aims at improving the socio-economic

and basic amenity facilities for improving the quality

of life of the people and reducing imbalances in the

Minority Concentration Districts (MCDs). Identified

'development deficits' are addressed through a dis-

trict specific plan for provision of better infrastruc-

ture for school and secondary education, sanitation,

pucca housing, drinking water and electricity sup-

ply, besides beneficiary oriented schemes for creat-

ing income generating activities. Absolutely critical

infrastructure linkages like connecting roads, basic

health infrastructure, ICDS centers, skill development

and marketing facilities required for improving living

conditions and income generating activities and cata-

lyzing the growth process are eligible for inclusion in

the plan.

The Ministry of Minority Affairs is also provid-

ing several scholarships to the minority communities

to empower them educationally and socially across

the country. These include: (a) The Pre-matric schol-

arship scheme. (b) Post-matric scholarship scheme.

(c) The Merit-cum-Means Scholarship Scheme. (d)

The Maulana Azad National Fellowship (MANF). (e)

The Free Coaching and Allied Scheme. (f) Leader-

ship Development of Minority Women scheme. (g)

Grant In Aid Scheme to State Channelising agencies

of National Minorities Development & Finance Cor-

poration.

In this way the Government of India is making

every effort for upliftment of minorities so that they

can stand with others side by side in all spheres of

life and live a dignified life.

Mumbai (AU NEWS NETWORK):The Bombay

High Court has rejected bail plea of Pune-based busi-

nessman Hasan Ali Khan, who is accused of money

laundering and stashing huge amounts of black money

in foreign banks. Justice R C Chavan on Friday rejected

Khan's plea after the prosecution argued that the ac-

cused might abscond, tamper with evidence or impede

the trial if granted liberty. Khan has been in jail since his

arrest in 2011. He is accused of holding 8 billion dollar in

the Union Bank of Switzerland and was arrested in 2011.

He is also under the scanner for alleged terror links, as he

is suspected to have laundered money for international

arms trader, Adnan Khashoggi.

Bombay HC asks police to complete

probe in boy's death after surgeryMumbai (AU NEWS NET-

WORK): The Bombay High

Court has directed the city po-

lice to complete within a month

the probe into the death of a boy

at a city hospital after he was

operated upon for a heart ail-

ment in November 2011. The

order was passed by the divi-

sion bench of Justices SC

Dharmadhikari and Gautam

Patel on Thursday after read-

ing a report filed by the dean of

the Government-run JJ Hospi-

tal in the case. Protection of

Rights Association, an NGO,

has filed a petition alleging that

medical negligence was respon-

sible for the boy's death. The

court asked the Samata Nagar

Police Station to complete the

probe and file final report within

30 days.

Krishna Dulani, the boy,

died at Fortis Hospital here on

November 13, 2011, following

a surgery for a heart ailment.

The cause of death was not

mentioned in the post mortem

report as results of some ex-

aminations were awaited. "His

parents have been running

from pillar to post but neither

police nor forensic lab at sub-

urban Kalina have responded,"

said advocate Aniket Nikam, the

NGO's lawyer. "It is only after

the court's intervention that po-

lice filed an FIR last month," he

said. The petition seeks that the

forensic lab should reveal the

cause of death. The boy had

been operated for heart condi-

tion at a Delhi hospital when he

was 7-month old. In 2011, he

developed a breathing problem,

and a further surgery was ad-

vised.

tory churns out with a warning that says — leave

your brains behind, this one should have a disclaimer

that reads, 'Leave your pretensions behind'. Once you

do this, you can sit back and laugh aloud at the crass

jokes this film throws up at regular intervals.

College mates Vivek Oberoi, Riteish Deshmukh

and Aftab Shivdasani have uncontrollable libidos, but

get very little sex in their married lives. Their mun-

dane existence stems from the fact that their wives

—- Karisma Tanna, Sonalee and Manjari Fadnis --

Apple on Tuesday unveiled two new iPhones, fielding a slick new

top end model along with one aimed at budget conscious smartphone

shoppers around the world.

The business has become so large that this year we are going to

replace the iPhone 5 and we are going to replace it with two new

designs, Apple chief Tim Cook announced at the company's Silicon

Valley headquarters.

On September 20 the two devices will go on sale in the US, Australia,

Britain, China, France, Germany, Japan and Singapore.

The iPhone 5C is part of Apple's bid to counter the flood of low cost

smartphones from rivals, most of which use the Google, Android

The death penalty awarded to the four convicts in the Decem-

ber 16 gang rape and murder in Delhi has been widely hailed by

political parties and the civil society. Speaking to reporters in Mumbai

on Friday, the Union Home Minister Sushil Kumar Shinde said, the

judgment has set a new example by sending a message that culprits

committing such heinous crime will get stringent punishment. Leader

of the Opposition in the Lok Sabha Sushma Swaraj tweeted that the

judgment will serve as a deterrent for such offences in the country.

Congress spokesperson Renuka Chowdhury said, it will send a

strong message to such people who commit crimes against women

and encourage those who fight for justice. CPI (M) leader, Brinda

Karat said, only giving death sentence is not enough in such cases

and there is a need to strengthen the law and conviction process in

sexual assault cases. She said the verdict is within the legal frame-

work. Delhi Police Joint Commissioner, Tejinder Luthra said, the

landmark judgment has sent a message of deterrence to criminals.

tality with which the victim was

gangraped and murdered, as the

case falls under the rarest of rare

category. All be given death," the

court said while reading out a

portion of the order. "This is a time

when serious crime against a

woman has come to the fore and

now its judiciary's responsibility

to instill confidence among the

women," it said. Besides murder,

the four have been also con-

victed for offences including

gangrape, unnatural offences, at-

tempt to murder, dacoity, destruc-

tion of evidence, conspiracy, kid-

napping or abducting in order to

murder, while acquitting them of

the charge of murder in dacoity.

another woman is not sufficient ground for a man to be held guilty of

inflicting cruelty on his wife, the Supreme Court has ruled. Only if

treatment meted out to the wife is of a nature as is likely to drive her to

commit suicide will it fall within the ambit of Section 498A of IPC,

which provides up to three years in jail, the SC said on Monday.

1,036 rapes in Delhi this year (AU NEWS NETWORK)Delhi recorded 1,036 rape cases in the first

eight months of this year, according to police data. The figure is the

highest in the last 10 years. Of the 1,036 cases, the police were able to

make arrests in 88 percent of the cases within a few days, data compiled

by the Crime Branch said. Police said their investigations have shown

that over 90 per cent of crimes against women were committed by those

known to the victims, while a small percent of them were by strangers.

WORK) In a breather to urban

street vendors and hawkers, the

Supreme Court has restrained all

states and Union Territories from

taking any action against them

and directed the governments to

implement the 2009 national

policy for their regulation. "All the

existing street vendors/hawkers

operating across the country

shall be allowed to operate till the

exercise of registration and cre-

ation of vending/hawking zones

is completed in terms of the 2009

policy on urban street

vendors."Once that exercise is

completed, they shall be entitled

to operate only in accordance

with the orders of the concerned

Town Vending

Committees(TVCs)," a bench of

Justice G S Singhvi said. It said

that TVCs should be set up in

each town which would consist

of representatives of various

organizations and street ven-

dors and 30 percent of the rep-

resentatives from the category

of vendors shall be women. The

committees shall be free to di-

vide the municipal areas in

vending/hawking zones and

sub-zones and for this purpose

they may take assistance of ex-

perts in the field," the bench

said. "All street vendors/hawk-

ers shall be registered in accor-

dance with the 2009 Policy. Once

registered, the street vendor/

hawker, shall be entitled to op-

erate in the area specified by the

TVC," the bench said. The apex

court said that the process of

registration must be completed

by the municipal authorities

across the country within four

months of the receipt of the di-

rection by the Chief Secretaries

of the States and Administrators

acid attack and child sexual abuse,

or their dependents. While the

scheme will come in effect from

October 2, 2013, there are

indications that the Shakti Mill

gangrape survivor may be the first

to receive the compensation, as a

special case.

The state cabinet in its weekly

meeting on Wednesday approved

a scheme Manodhairya (morale

boost)

-Victims of rape and child sexual

abuse or their dependents will get

Rs.2 lakh, in special cases the

amount may be extended to a

maximum of Rs.3 lakh.

-In cases of acid attack, the

compensation amount will be Rs.3

lakh and in cases of other injuries

the amount will be Rs.50,000

-An additional Rs.50,000 will be

given for legal aid, traveling and

immediate medical expenditure.

-The compensation amount will

be given after the FIR is lodged

and the victim or their

dependents need not wait for the

outcome of a criminal trial to

receive the aid.

-The scheme will be in effect from

October 2, 2013.

HC relief for doctor

who ran clinic in flatMumbai (DEV GAURAV PAWAR): Nine years after a city based

senior medical practitioner was targeted by the BMC for running a

dispensary from her residential flat, the Bombay high court on Tuesday

upheld a trial court order that no permission was necessary if the

clinic was less that 30 square meters or 250 sq. ft. Justice S.V.

Gangapurwala dismissed an appeal by the BMC against Dr. Rekha

Naik. The BMC had issued a notice to Dr. Naik in 2004 alleging that

she violated rules as no permission was taken for the dispensary she

ran from her Andheri Four Bungalows flat. She had been practicing

from the premises since 25 years. In 2007, a BMC order asked her to

move the civic chief to regularize the clinic. The trial court quashed

the order in 2011, after which the BMC moved the HC. Advocate P.K.

Dhakepalkar and Sanjay Udeshi, who represented the doctor, said

Rule 51 94) of the DCR states that the BMC chief's permission was not

needed if a clinic did not occupy over 30 sq. m. In Dr. Rekha's case, a

room measuring 160 sq. ft. had been converted into a clinic.

There are two main lines to see the idol: a general

line, and line for those wanting to make a vow or get

a wish fulfilled (navas). The navas line takes devo-

tees right to the idol's feet, whereas the general line

offers viewing (darshan) from a distance of around

10 meters away. Until recently, it was common for the

navas line to stretch snake-like for over five kilome-
