Regional and Local Health Councils Law 1032/1996 creates Paraguay National Health

System. 3 levels of citizen participation:National Health Council

Regional Health Councils

Local Health Councils

The Councils are formed by municipal authorities, health institutions and civil society organizations.


Regional and Local Health Councils - Evolution

with 23 Municipalities

2004Ministry of Health signed agreements

with 32 Municipalities

establishes that Local Health Councils have

the right to administer resources

“Citizens ask, The Office of the Controllers General responds”The Office organizes public hearings to present accountability reports in order to promote transparency, efficiency and integrity


Training

The Office provides training to citizens and civil society organizations to strengthen their capacity and skills to oversight public management for greater transparency

The Office supports social control and participation activities of the civil society organizations


Citizen Oversight Activities

The Office promotes sustainable citizen participation in governance through the engagement of civil society watchdog groups.

The Office engages citizens in social audits activities


Complaints System

Complaints report potential fraud, waste or abuse of public funds and can be either verbal or in writing

The Office receives and tracks complaints, identifies recurring issues and ensures that all relevant parties are notified. It also provides feedback to the citizen


What we do

•Provide assistance to the Regional and Local Health Councils with the presentation of accountability reports
