Regional and Local Health Councils Law 1032/1996 creates Paraguay National Health

System. 3 levels of citizen participation:National Health Council

Regional Health Councils

Local Health Councils

The Councils are formed by municipal authorities, health institutions and civil society organizations.

with 23 Municipalities

2004Ministry of Health signed agreements

with 32 Municipalities

establishes that Local Health Councils have

the right to administer resources

generated by the local health centers

Complaints System

Complaints report potential fraud, waste or abuse of public funds and can be either verbal or in writing

The Office receives and tracks complaints, identifies recurring issues and ensures that all relevant parties are notified. It also provides feedback to the citizen
