Terms of Reference (ToR) for FTFL Training Services (National) 1. Background Bangladesh Computer Council (BCC) under the Ministry of Posts, Telecommunications & Information Technology (MoPTIT) has undertaken a project under an IDA credit titled "Leveraging Information and Communications Technologies (ICT) for Growth, Employment and Governance Project" to build globally competent human resources for the local IT/ITES industry. LICT project has provisions to build world class human resources to meet the demand of the IT/ITES Industry through its two flagship initiatives, as: (1) Top-Up IT Training program for 10,000 IT/Science graduates; and (2) Foundation Skills Training program for 20,000 fresh intakes for ITES Industry. Besides these two large activities by globally renowned training firms, LICT project has also a provision to develop about 4,000 fresh graduates following the spirit of the existing ICT internship program of the ICT division of the MoPTIT. LICT project had several interactions with the IT/ITES industry associations, industry opinion leaders and came up with the solution by redesigning the existing ICT Internship program. Both the IT/ITES Industry and the LICT project acknowledged the need of future leaders to accelerate the sustainable growth of IT/ITES Industry. Thus the Fast Track Future Leader (FTFL) program was born. FTFL is an innovative program to quickly build the professional capacity of the fresh graduates to take the future leadership of IT/ITES industry. LICT project has contacted several government training institutes, like: BPATC, Savar; BARD, Comilla; BIM, Dhaka; RDA, Bogra to impart the initial one-moth residential soft-skills and core concepts training; and a part of the next two-months track specific specialized training. 2. Objectives The objective of this assignment is to recruit reputed local training institute to provide training services for the Fast Track Future Leader (FTFL) Program. The specific objectives of the assignment are following: a. Provide assistance to enhance and manage the Online Registration and Exam System (developed by LICT), FTFL Recruitment Tracking, Company Tracking (need to develop) b. Provide assistance to prepare the detailed training contents of the selected courses and course/project based training materials c. Design and Conduct Industry Standard selected Professional Training

1. Background

3. Proposed Scope of Work

a. Provide skills and expertise to maintain, enhance and develop an architecture (scalable) and an

engine (flexible) for the required web tools and solutions related to FTFL Training

b. Develop e-Learning system for the project based professional training materials

c. Develop appropriate training method and process with course contents for

ITS/ITES/ITSS/MGMT/Soft Skills training, and provide resources and necessary logistic support to

provide training of 120 FTFL Trainees according to the following table:

6. Qualification and Experience of Training Institute and Trainers

a. Training Institute

At least 3 years of training experience in IT/ITES Industry Should have fully equipped lab Demonstrated capability in providing diversified courses for IT/ITES professionals Should have excellent understanding and knowledge of local IT/ITES industry Proven record of providing quality IT/ITES training to satisfy the needs of the local

Team Leader: Minimum 10 years of experience in a leadership role; Excellent understanding and knowledge of IT/ITES industry
