Observations and Results


q  When it comes to technology support, there are massive differences between Europe’s languages and technology areas.

q  Support for English is ahead of any other language.

q  But: even support for English is far from being perfect.

q  Several languages get the weakest score in all four areas (e.g., Icelan-dic, Latvian, Lithuanian, Maltese)!

barriers that hamper a wide penetration of cross-border commerce, social communication and exchange of cultural content. […] The aim of this challenge is to launch interdisciplinary work leading to a new paradigm in overcoming the language barrier and progressively, to reach high quality for all language combinations and translation directions. […] Special focus is on the 21 EU languages (both as source and target languages) that have “fragmentary” or “weak/no” MT support according to the META-NET Language White Papers.”

Connecting Europe Facility

q  CEF Digital Component (2014–2020): ca. 1B€. q  Automated Translation as one of the five main, horizontal building

blocks (on the same level as, e.g., “Electronic identification and authentication” and “Electronic delivery of documents”).

q  AT: machine translation engines and specialised language resources including the necessary tools and APIs needed to operate the pan-European digital services in a multilingual environment.

q  AT is considered to be an important and obligatory component of Europe’s future digital infrastructure!

q  CEF is about deployment of existing technologies only (i.e., no research).

q  Horizon 2020-ICT-17 (“Cracking the language barrier”): Focus on MT, languages with fragmentary or weak/no support through LT.

§  Funding is limited: only 15M€ (out of 658M€ for ICT in 2015/2016).

q  CEF: MT is considered an obligatory component, core building block, key component of Europe’s future digital infrastructure!

§  Budget of only 4M€ in CEF-WP-2014 for procurement.

§  Prep phase only! MT not considered ripe for production use just yet.

Impact National/Regional Levels Selected Highlights

q  Greece: Big impact of White Paper in government (ministerial level), led to improvement of the position of LT in the Greek research agenda and national research infrastructures roadmap.

q  Iceland: White Paper was discussed and adopted in the Icelandic Parliament (Alþingi). Result: a committee of experts shall devise an action plan for the development of Icelandic LT for the digital world.

q  Ireland: Close collaboration with government officials overseeing the “20 Year Strategy for the Irish Language”. The importance of LT for Ireland’s growth was underlined through the government and industry investing €19.8 million in CNGL (100+ jobs).

q  Italy: As a result of the White Paper, the achievements of META-NET have been presented twice in the Italian Parliament.


Impact National/Regional Levels Selected Highlights

q  Latvia: Based on the White Paper, the Latvian language agency formed a working group to create a strategy for LT development.

q  Lithuania: META-NET helped to initiate a national LT strategy. Guidelines on the development of Lithuanian in ICT for 2014-2020 are to be approved. Objective: LT support for Lithuanian.

q  Portugal: The White Paper has been serving as the key to meetings with top-ranking decision makers; lobbying for having Portuguese as a strategic scientific challenge in national R&D plan for 2014-2020.

q  Slovenia: The White Paper led to the inclusion of LT topics in the Resolution on the National Programme for Language Policy 2014–2018; government is adopting an action plan.


Conclusions and Next Steps

q  META-NET’s intense communication and dissemination work had a significant impact on the European LT scene, helped to provide focus and to shape national language policy and development strategies.

q  META-NET’s been able to provide input to Horizon 2020 and CEF.

q  Neelie Kroes acknowledged, on a number of occasions, our work and the opportunity of MT to unlock the single digital market.

q  META membership base is good already, needs to grow even more.

q  Ongoing challenge: setting up a shared programme between EU/EC and Member States as well as Associated Countries.

q  Ongoing challenge: arriving at a broad consensus with regard to key strategic aspects that’s carried by the whole community.
