Theoretically, one photon can occur one reaction.

Quantum efficiency (QE) is a quantity defined for a photocatalyst as the percentage of photons hitting the photoreactive surface that will produce an electron hole pair.

100% QE means that 1 photon generates 1 chemical reaction.

QE is under 100 %. total amount of photon > total amount of pollutant
