SUSTAINABLE NATIONS: THE CATALYST OF SMART WORLD
We are living in the time of big challenges and opportunities. The world as the whole of human civilization, as the socio-economic-political system of
humanity, with its global ecological system, is rapidly changing. It’s becoming smaller, more unstable, and more endangered. Everything is fluid and
fraught with volatility and uncertainty, the world population, world economy, world politics, world ecology, world religion, world network, world climate,
thus the world future.
Comprising 195 independent sovereign states, 60 dependent areas and five disputed territories, the world is going through the lasting global crisis,
when decisive changes are impending, when the whole world system is looking for a radical transformation in all the key spheres, sectors, parts and
systems.
The present world is a world of unsustainable growth, extreme inequality, overwhelming poverty, ill -gotten wealth. Its wealth is idiosyncratically
distributed between the few richest haves and the poor have-nots, with almost half going to the richest one percent and the other half to the remaining
99 percent, creating huge disparities in wealth and income, power and rights.
In 2013, the total global wealth amounted to $240.8 trillion. Share of wealth for the bottom half of the population was 0.71 percent, while the richest
one percent had 46 percent (amounting to $110 trillion).
The world's 85 wealthiest were worth a collective $1.7 trillion, while the same amount was owned by half of the world's poorest people, a total of roughly
3.5 billion.
Such extreme inequality has been ‘impacting social stability within countries and threatening security on a global scale’, according to the World
Economic Forum.
It poses a major risk to human progress, to building inclusive political and economic systems increasing social tensions and the risk of social unrest and
societal breakdown.
The Smart Nation Strategy is emerging in the quest for a New World of sustainable growth and smart economic, technological and socio-cultural
development and intelligent governance for international communities and states, regions and cities, and global virtual communities, as well as for
enterprises, industries and economies, local, regional and global.
Smart Nations are Intelligent Nations, Eco Regions and Smart Districts, Intelligent Cities and Green Communities, Smart People and Smart Life,
Sustainable Land and Environment, Sustainable Infrastructure and Smart Industry, Smart Grids and Eco Buildings, Intelligent ICT and Eco Mobility, Big
Science and Future Technology, Internet of Everything and Smart Web, Smart Financing and Intelligent Banking, Smart Health and Education, Smart
Security and Safety, Smart Government, Regulations and Standards.
Smart Nation is to became the engine and key driver of an instrumented, interconnected, intelligent , inclusive and innovative world of the future, 5i-

WHY BECOME A SMART NATION: INTELLIGENT GLOBAL BRANDING
In today's world, every country/city must compete with every other country/city for the world's investors, talent, cultural exchange, tourists, businesses, media profile and international events, cultural, political, economic, and scientific.
In today’s world, every nation, intentionally or unintentionally, has its brand, brand name, trade name, marque, national branding, core message, logo, claim, the way the nation is perceived (brand perception) and imaged globally and locally, by the world (global image formation) as well as its subjects and nationals.
Intelligent National Branding is instrumental in attracting foreign direct investment, tourism, enhancing geo political influence, global national image, facilitating trade and private-sector competitiveness, supporting for exports, and creating internal pride.
Up to now, countries and states are building the national brand and global image, employing the standard approaches and old public diplomacy, antique public relations and aggressive advertising and propaganda, including the United States, Canada, France, United Kingdom, Japan, China, South Korea, and some Western European countries

INTEGRATED SMART NATION STRATEGY: IMPLEMENTATION PLANNING
Innovative forms of smart nation policies and regulations are
to enable implementation and roll-out of smart nations.
Smart governance concepts are required to coordinate and
integrate smart nation stakeholders – national and local
governments, businesses, research and civic organisations –
to identify SWOPs.
Stakeholders need to jointly experience and learn with new
forms of smart governance and policy concepts to advance
becoming a sustainable, smart nation.
The need for long-term policies with clear targets, actions and
strategic guidelines on national, regional and urban level will
need to be addressed to enable investors to support a nation-
wide deployment of smart nation concepts.
Nations need to highlight the needs for effective policy frames
at all levels to avoid being locked-in to resource-intensive,
energy-inefficient / carbon intensive / fossil fuel based
economy, lifestyles, cities, technologies and developments, as
the current states are.
Integrated Smart Nation Strategy initiatives require input from
a number of actors:
National Government; National Ministries; City/Local
Authorities; Regional Authorities.; Funding Organisations.
Private companies and public utilities; Research
Organisations; Citizens and NGOs.
Phase 1: Sustainable Nation Vision
o Understanding of global and regional trends
o Setting a Smart Nation Vision
Phase 2: Smart Nation Strategy and Roadmap
o Deriving qualitative and quantitative targets
o Definition of technological and non-technological measures
o Scenario calculation and comparison with business-as-usual scenario
o Establishing a monitoring and strategic intelligence system allowing
for policy learning to support a long-term transition process
Phase 3: Action/Implementation plan and Funding plan
o Definition of concrete actions (short, medium, long-term) for
implementation
o Perform Impact Assessment for planned activities
o Development of funding plan
o Preparation of demonstration projects
Phase 4: Dissemination and progress reports
o Making strategy and roadmap available on a national level
o Tracking of progress based on pre-defined milestones
Phase 5: Sustainable Smart Nation Development , Learning and
Regional Scale-up and Replication
o For EU, Commitment of Member States develop partnerships
between the smart nation front runners and their followers or
‘emerging’ smart nations
o Development of national frameworks for continuous smart nation
roll-out initiatives
