Use Nature
Scientists and researchers research nature and build a knowledge base upon which new technologies can be invented.
Technologists and inventors use scientific knowledge to develop new technologies
Engineers translate new technologies into new product and services.
Technopreneurs, businessmen and marketers convert the products and services into profits by selling in the market
A fully functional Digital Ecosystem facilitates technopreneurship, supports domestic small and micro enterprises, and draws out the potential of ICT to
accelerate economic development
An effective Digital Ecosystem will also enable our IT-BPO Industry to move up the value
chain to high-growth segments such as Creative Processes Outsourcing, Applications
Development and IT Outsourcing, and Engineering Services Outsourcing
The Europeans focused their Digital Ecosystem Initiative on supporting small & micro enterprises

When yoked to an effective Digital
Ecosystem, ICTs have an
enormous power to enable
technopreneurship and accelerate
economic development.
The Europeans found that innovation clusters lead to global leadership in focus industries
Uppsala: An innovation cluster of over 60
biotech companies which makes Sweden a
global supplier for life science innovations.

Singapore’s first eco-business park, built
on a 50-hectare site next to Nanyang
Technological University (NTU).
Close proximity to NTU will enhance
integration between academia, R&D
institutes and the clean technology
business industry—a clean tech
innovation cluster.
CleanTech Park will position Singapore
as a global leader for green technology
solutions for tropical Smarter Cities.
Expected to contribute $3.4 Billion to
Singapore’s GDP and create jobs for
18,000 by 2015.
Advanced Environmental Biotechnology Centre, a partnership
between Nanyang Technological University and the University of
New South Wales, will be an R&D center on water production
and water purification.

Philippine cities may consider
emulating the European model
and specializing in different e-
government services, then
exchanging best practices
among themselves.
Smarter Cities are booming in Asia… In China, as many as 18 cities have announced smart cities plans

Recommendations for the Way Forward
• Put attention on building out the major components of the Digital Ecosystem to realize the power of ICT.
• Innovation clusters at R&D-focused techno-parks will accelerate local technopreneurship, our domestic ICT industry, and engineering services.
• Jump on the Smarter Cities bandwagon to accelerate countryside development and draw in investments all around the archipelago.
• Get the international donor agencies involved in funding Smarter Cities Projects. They know from experience this framework works.
• In particular, test the waters for donor agency funding for e-Government projects based on the Smarter Government Services framework.

“Smarter Philippines” is the brainchild of Science & Technology Secretary Mario G. Montejo
Sec. Montejo is an inventor, a trained engineer, and a successful businessman who knows how to commercialize scientific inventions. A member of the Top 100 Graduates of the University of the Philippines College of Engineering, his vision is to create a vibrant domestic knowledge economy in which Filipino technology companies and Filipino technopreneurs deliver indigenous technologies to solve the problems that beset ordinary Filipinos.
iGov, the central program under “Smarter Government,” is the brainchild of the DOST Information & Communications Technology Office’s Executive Director Louis Casambre. His focus is all-out support for President Aquino’s promise of a transparent, equitable and effective government service, through ICT.
