development teams for IT maintenance efforts for sustaining

previously developed systems and applications.

The contractor shall provide agile development teams for IT

maintenance efforts of previously developed systems and

applications using processes like Scrum, Kanban, and others.

Challenge:

USCIS- Office of Transformation Coordination (OTC) is in

the midst of transition of major application-centric legacy

systems technologies and IT support to global, web-

based technologies and IT support that give direct,

secure access to USCIS services by applications and

petitioners (customers).

application-centric enterprise architecture to a person-

centric SOA enterprise architecture is the ELIS.

sharing technology, like the Enterprise Service Bus

(ESB) to support secure, remote access internally to

USCIS and DHS as well as other need to know entities

outside DHS

We are working with USCIS to move toward becoming an Agile

development organization with the major modernization program ‘ELIS’

applying formal Agile methodology. It is the responsibility of our team to

ensure that the program can successfully navigate the complex SELC

path through the stages while adapting the Agile SCRUM methodology.

Oversight on Agile methodology and SW work products including the

Sprint plans, architecture and software design and code. In this role, we

participate in the daily Scrum meetings, ensure that delivery schedules

align with the planned product backlog, ensure that the sprints prioritize

the stories (features) and carry low work-in-progress limits.

Facilitate and assess cross-functional program wide compliance with

standards and maintains evidence to prove independent verification of

implemented processes, methodologies and product functionality meets

mission requirements, and provide project information

many contractors involved in various stages of maintenance

and operations of the legacy systems as well as the adoption
