DESCRIPTION
Pasi Puhakka, Directeur de projets, Région de Kainuu (Finlande). EMICT-Forum est un événement qui a réuni lors de sa première édition 120 décideurs de la montagne à Seynod, en Haute-Savoie, les 9 et 10 novembre 2011. Les élus des territoires européens de montagne y ont tenu une place prépondérante. Etaient également représentées les instances et organisations européennes, les représentants des services des Etats impliqués et les associations européennes et nationales œuvrant à la reconnaissance de la spécificité montagnarde en matière de développement local. Des experts universitaires étaient présents (Conseil Scientifique de la Montagne, Université de Perth..) ainsi que les entreprises du numérique.

EU: ”By 2020, all Europeans should have access to internet of above 30 Mbps and 50% or more of European households have subscriptions above 100 Mbps”

Germany: “50 Mbps to 75% by 2014”
• Finland: “1 Mbps to all by 2010 and 100 Mbps within 2 km reach by 2015”

100 Mbps to everyone by 2015 (2/2)• Plan of Action approved by the Finnish Government in December 2008:
“By the end of 2015 all permanent residences shall be within two kilometres reach of high-speed connection permitting at least 100 Mbps connections.”– In built-up areas telecom operators will build high-speed connections
on market terms. This will achieve a population coverage of around 95%.
– Extending the coverage to 100% will require that partly subsidised high-speed connections will be built to around 130,000 households in rural areas.
• In subsidized rural areas’ projects – Total 130 million €.– Telecom operator pays at least one third– Public aid – two thirds – in rural areas will be provided by the state,
municipalities and the EU.• State budget 66 million euros• EU 25 million euros• Municipalities 41 million euros (8 - 33% share of the costs)
– Consumers will at their own expense acquire the subscriber connection up to the length of two kilometres

• 350 km optic fibre netwok installed in 4 Town inside
Kainuu region

Latest developments in Finland NBP

• About 230 out of some 800 projects have been available for tenders
• Ficora has so far carried out market analyses for about 300 projects
(200 new analyses currently in process)
• Mid-term evaluation of the Finnish broadband project is underway
this autumn -> possible modifications of legislation to allow more
fluent implementation of projects
• Everything should be ready in early spring 2012 so that
construction season 2012 can start in time as snow has melt away.

Open issues & lessons learnt:
(1) Distance vs. price- To cover very last remote areas with optic fibre, will be expensive-4G/wlan type
of solutions
- Mobileinternet unexpensive, growing rapidly. 35-75€ contra 10€ 3G internet.
Subsidiazed money to optic fibres
Try to make installation cost as low as possible to end user.
(2) Increase the demand for broadband,
- i.e. Cost vs. Usage intensity TV, HD stream etc..
(3) Stronger and more effective awareness raising to consumers
