OSEPA ConsortiumThe OSEPA project is being implemented by a consortiumof twelve partners across European local and regionalPublic Administrations which are mainly nationalassociations of municipalities and communities, regions,municipalities and knowledge organizations 3. OSEPA ObjectivesFOSS represents a potential of significant competitivenessgains of its adopters, both for public administrations as wellas citizens and companies.Public administrations can play a unique role as a catalystforce in demonstrating the value of FOSS and in removinglegal and organizational obstacles and inhibitors by actingas early adopters. 5. OSEPA ObjectivesOSEPA aims to explore this potential through interregionalcooperation and to cultivate a debate among publicadministrations in this direction with a view to: Analyze, promote knowledge and foster awareness on the main benefits and disadvantages, cost evidence and effectiveness resulting from FOSS adoption and use Explore, identify, build consensus on the framework conditions enabling FOSS 6. OSEPAs Main Results 11. OSEPA EU Survey1088 responses 12. FOSS awareness and experienceThe great majority of survey participants (85,1%) are awareof FOSS. IT staff and managers have a higher FOSSawareness level (95%-97%) than administrative staff (67-69%). Central government bodies have a more positiveexperience with FOSS than local or regional authorities.Larger organisations are also more likely to have extendedexperience with FOSS compared to small-size publicadministrations. The majority of survey participants (62%)reported some FOSS migration experience. Mostrespondents state that their organisations either do notmodify FOSS programs at all (51%) or only carry out minorcode development (8%). Central government departmentsand organisation and regions seem to be more experiencedwith source code modifications compared to localadministrations (cities, towns, provinces). 13. FOSS attitudes and policiesSurvey results show IT staff is considered to havea more active and supportive attitude towardsFOSS, compared to administrative, non-IT staffthat is largely regarded as either reluctant orindifferent (up to 57%) to FOSS usage.The majority of public administrations (65%)has not adopted any official, FOSS-specificpolicy or strategy. The highest rate of FOSSpolicy adoption is to be found among centralgovernment organisations, followed by regions orterritorial associations and cities, municipalitiesand provinces. 14. FOSS benefits and barriersFactors most frequently identified as FOSSbenefits based on overall level of agreement withpredefined statements are:lower procurement cost (86%) and strategicindependence from vendors (83%)community sharing (83%), code access andcustomisation (79%)performance (53%), security (55%) and supportof public infrastructures ( 59%) 15. FOSS use and integrationAs also shown in previous surveys the OSEPA surveyconfirms that although proprietary applications have thelargest usage share in both servers and clients, FOSSapplications maintain a fair amount of use (more than 10%)in servers. FOSS usage is higher in web servers (reachingalmost 50%), content management (up to 45%), socialsoftware (25%) and intranet tools and applications (32%).It is also fairly used in server operating systems (25%),testing environments (27%), databases (20%) and bugreporting tools (18.5%) . Exclusive use of FOSS isreported in content management tools (31%), intranetapplications (23.5%) and web servers (19.7%). 16. Grazie [email protected]
