Large Scale Retail Ordinance (aka Big Box)

•  Passed Feb 2006 • Council directed P&Z to review:

– “Dark Store” – Cap on the Maximum Size of a Big Box

•  P&Z is now recommending to Council – Adding “Dark Store” Rules – No Size Cap No Size Cap promotes a

structural dependence on the auto.

Action Needed: Council should direct P&Z to design a Big Box Cap that maintains walk-ability.

As part of the Dark Store provisions, P&Z did not forward any Adaptive Reuse provisions for Big Boxes.

Action needed: Council should send this back to P&Z for more work.

Forms-based Codes

•  Rather than zoning for use, zone for the size, shape, streetscape and density.

•  This allows mixed uses, lets jobs and services be in neighborhoods

•  Central Business District approximates this idea now.

Action Needed: Put Forms-based codes into the Comprehensive

Plan. Do the first experiment in the RR lands - they

need to be rezoned.
