A SharePoint feature that enables configuring uploaded file size limits and allowed file types in a list/library level.
What is it?
SharePoint 2007/2010 enables configuring max uploaded file size
and blocked file types only at the Web application level.
Why did we build it?
As a result of this SharePoint limitation:
× You cannot configure a list or library to allow only
specific types of uploaded files/attachments.
× You cannot configure a list or library to prevent users
from uploading files larger than a required maximum
size.
Why did we build it?
To provide an answer to various users’ needs, you have no other
choice but to allow everyone upload all requested file types, up
to the maximum allowed file size (defined globally for everyone).

× Waste of server HD resources

This is a Tasks list.As an administrator, I wish to
limit the allowed file attachment size to 2 MB, and
block Zip files.
At the List Settings page, click the “File types and size limit
settings” link

I filled-out the item’s fields and attached a zip file.
