Dear Friends,
Role of HR is changing globally. It needs to be strategic & its role
will have an impact on the overall success of an organization's
sustainability and bottom line in the coming future.
Payroll being the essential part of HR, NAIP, in its continuous
effort to address critical payroll & HR centric issues on a global
scale, has convened the conference which was a good learning
experience for the delegates.
Opportune Technologies has been participating at NAIP forum
since 2 years. Last year we were a registration partner for the
event. With all your best wishes, this year Opportune was invited
as a guest speaker to enlighten the participants on the topic of
“Future of HR Automation”.
We were really honoured to share the dias with the dignitaries
from the HR fraternity and delighted to interact with you all.
Sharing herewith the notes from Opportune & it’s observations for

Morning Session
Keynote address on how best to achieve co-operative relationship with
government agencies - By Dr. Mahendra Raju, Additional Central PF
Commissioner, EPFO Ministry of Labour, Govt. of India (demitted office):
According to Mr. Raju,
- Blaming the government for stringent & complicated laws & compliances, will not
solve the problems. The companies should develop a co-operative approach by understanding basic motto behind the formation of laws.
- As in the case of various labour laws, Employees should be induced to avail the
maximum benefits out of the provisions of such laws which are for the their betterment only. For eg. contribution into PF on the full salary instead of
contributing only basic minimum required.
- Similarly in the case of employee outsourcing, the principal employer should
regularly keep a track of the fulfillment of all the compliances by the contractor employer. Mr. Raju explicitly mentioned that HR Automation solution providers like Opportune should develop an automated solution that helps tracking
Contractor for the PF rule compliance.

Points from the discussion – - Few of the challenges raised by panelist that affected Payroll process are like
Form -16 does not address foreign income, Changes in upload utilities by
Regulatory Compliance portals.
- How some of the employment law provisions, rules, ambiguity in tax forms are affecting payroll process. Compliance of contractor employees is becoming a
challenge for the business especially for the unlicensed Contractors
- In addition, panel also discussed the administration’s proposed laws, compliances
and their major impact on the companies’ payroll process & how to change or prepare payroll processes to ensure compliance with the legislative actions & new
enactments.
- There is lot of automation happened in last 2 years on PF and ESI front however
delay in furnishing returns, tax payments & other compliances can instigate prosecution against BoDs of company

answers session between the panel & delegates on the topic.
Key Points Highlighted by Major Singh was on ESI applicability for New Construction site
and various other scenarios for PF Applicability like washing Allowance, Factory vis-vis
establishment etc
