And we have now in Sweden billing based on actual consumption.

The AMR system included much more functions and technology that original

planned such as power outage reporting, power quality reporting and alarms,

power/peak control and remote switching.

The actual total cost within investment decisions.

The AMR Project main roll-out started up in 2002 and was completed 27:th of

June 2008. More than 99 % of 850 000 meters exchanged in December 2008

when the project was completed and closed down. Remaining meters was

changed out during 2009.

Communication partner - Maingate

The collection of metering data required a suitable and

reliable partner for telecom-services.

By that reason Vattenfall signed a contract with

Maingate in 2002 to support with telecom services for

the planned installation of electrical meters.

For the initial Smart Meter Project the communication volume are:

Part 1: AMR1=112 000 meters Radio/GSM 3 900 SIM 327 kmin/month

Part 2: AMR2=118 000 meters PLC/GPRS 17 600 SIM 15 GB/month

Part 3: AMR3=620 000 meters PLC/GPRS 25 900 SIM 22-32 GB/month

Additional projects for larger customers are ongoing to exchange old meter technology and

to improve communication solution. For the main part of those customer point to point

communication are used – but also in combination with existing power line communication.

Vattenfall is currently evaluating future communication solutions together with Maingate and

especially their eUICC based offering. Freedom to change operator and negotiations on

equal terms is something Vattenfall highly appreciate.

Experience of communication on PLC, radio and GPRS

The performance of the communication

solution is on a high level. Meter values

and other information from meters are

retrieved every day.

Typical performance level is well over 99,5

% calculated of a time period of 96 hours.

Major reasons not reach 100 % is mainly

for power line communication:

- noise or disturbances on the power line.

- rebuilding of the power grid.

- power failure (the customer turns off the

power in such a way that the communication

are interrupted).

And for radio communication weather sensitivity is the most common disturbance.

Lack of coverage in the GSM/GPRS-network still influences on the performance but due to

the combination with PLC or radio this problems are manageable.

System Security

Initial setup of the communication solution was just an information delivery, but with two-way

communication to enable remote system upgrade etc.

With the delivery of smart meters from NES (Echelon) it was possible to include the option

for remote switching on/off of customers.

This switching-functionality induced improvement of system security that we just now is

utilizing by for example:

• Reducing internal access by partitioning the network

• Patching of servers, improve patch management

• Close down unnecessary communication

• Improve functionality in Disaster Redundant Solution

Summary and conclusions

• Same type of challenges for Smart Street Light as for Smart Metering.

• More than 15 year of experience from Smart Metering can be reused.

• Less energy value handled require special designed pricing models.

• But it might be so that we need legislation really to push for a broad

implementation of Smart Street Lighting in Sweden as well as in Europe.
