IMPACT OF SPECTRUM
• CARRIERS GET MORE SPECTRUM• 100 MHz on top of 280 = 36% Increase network capacity• Does not solve, creates less spectrum access diversity
• BUILD INFRASTRUCTURE W/EXISTING SPECTRUM• Typical reduction is split into 3, 1.7x reduction in cell radius, capacity
increased by factor of 3 or 300%• Do this again (3x3) and you have increase of 900% (Same
Spectrum-No new allocations!) More Infrastructure is the answer.

Protected Entity Registration
Whitespace Device using unlicensed spectrum registers w/database, reports its geo-location, and queries for available channels. Queries again when moved or every 24 hours.
Telcordia Database calculates contours according to FCC rules, authenticates device, and provides device with list of available channels based on geo-location and power of device.

SMALL CELL
• Most efficient use of spectrum• Requires more “capex and opex” but puts spectrum to
its best and highest use w/o allocating to a chosen few.• Hybrid Open Fiber and Shared Spectrum Wireless is
working in the USA and elsewhere.• In 2013, The National Mining Association (Coal)
estimates that the the ICT community already uses about 50% more energy than the entire Aviation community.
• Wireless can consume much less energy and provide more than adequate bandwidth

FINAL THOUGHTS!
• Incumbents and new entrants alike can both find ways to fill in the broadband gaps.
• There seems to be a “Broadband Per Capita” race.• Will there be “Spectrum Accountability” at the Country
level?• We all want greater speeds, better coverage, and lower
cost per “Megabit/Gigabit.” Harvard’s Mr. Benkler. • It appears ACMA missed the “hype cycle” on TVWS but
should take another look at it now.
