With an increase in the reliance of e-ID documents, more attention to perimeter security, and an emphasis on cargo screening, we will see billions more going to airport security. The next generation air transportation system security conceptintroduced flight monitoring as a part of risk management and sharedsituational awareness. Information on the aircraft performance, itsflight trajectory, and the onboard situation with people and cargo areall part of the flight monitoring. This information is required tomanage both an air traffic management (ATM) emergency and asecurity event. That information today is distributed among manyoperators in the system: air carriers, air traffic and air security anddefense operators, and the aircraft. Sharing this information iscurrently dependent on manual interactions of various organizationsthat have data on a flight and usually occurs during the event. Avionicscould provide a more meaningful picture through automatic updatesor in response to interrogation. For better risk management and morecomplete situational awareness, the aircraft could share status thatgoes well beyond what is required for air traffic management alone.For example, automated emergency declarations could include thetype of emergency such as "cabin depressurization." These indicationsmay help explain erratic behavior by a flight and might quicklyseparate routine ATM events from security events.

Improving Security Screening Operations through Optimization Models and Performance AnalysisThe role of aviation security checkpoint screening is paramount inprotecting our nation's airports, airlines and passengers from terroristthreats. The recent increase in awareness of terrorist activity has helpeduncover and prevent several potential attacks, yet the checkpoint screeningsystem still remains vulnerable. Passenger and baggage screening ataviation security checkpoints is a critical component in protecting airportsand aircraft from such terrorist threats. Recent developments in technologyhave increased the ability to detect these threats; however, balancing safetyand passenger satisfaction still remains a concern. This discussion willprovide an overview of recent research activities focusing on the modelingand analysis of risk-based screening operations. Optimization techniqueswill be shown that address the sequential assignment of passengers to aset of limited security resources, as well as providing comparisons betweenalternative system configurations.
