W h ile w e h ave not progre s s e d ye t to th e point w h e re w e h ave a “m ach ine th at w ould trans fe r th e inform ation dire ctly to your brain”, w e are at a s tage w h e re th e re is a h igh de m and for ope n acce s s e le ctronic m ate rials th at can be acce s s e d anytim e and from any location. Th e s e are th e type s of be h avioural patte rns th at w e ne e d to pay atte ntion to in orde r to de ve lop future plans for our library m ate rials and s pace s - both ph ys ical and virtual.

To launch 2008 w e w ill be h olding our annual Saturday s ocial brunch m e e ting on Jan. 19 at UBC’s Koe rne r Library w h e re w e w ill gath e r w ith long-tim e and ne w colle ague s as w e ll as w ith m e m be rs of th e SLAIS CH LA ch apte r. Th e h igh ligh t w ill be a tour th e Irving K. Barbe r Le arning Ce ntre . Th e bus ine s s age nda w ill include a look at th e upcom ing BCLA confe re nce in Rich m ond in April w h e re H LABC, as agre e d in our 2007 agre e m e nt w ith BCLA, w ill co-s pons or pre s e ntations . Anoth e r topic of w ide inte re s t w ill be th e continuing de ve lopm e nt of EH Lbc and its upcom ing training opportunitie s .

Sadly th e day w ill als o be th e occas ion of th e fune ral of one of our m e m be rs . As m any of you k now , David w as a founding m e m be r of th e H e alth Librarie s As s ociation of BC in 19 77 and s e rve d as its s e cond pre s ide nt in 19 79 -80. H e w as aw arde d Life tim e Me m be rs h ip 2002. (H is m e ntor, th e late Bill Fras e r of th e Colle ge of Ph ys icians and Surge ons of BC Library w as H LABC's co-founde r and firs t pre s ide nt.). Th e H LABC us e d its e arnings to fund s pe ak e rs s uch as David Mars h and Je rilynn Prior, and th e CE program at th e AGM. W e als o h ad a s ocial brunch and tour of th e BMB (w ith Rita Dh alie ) at th e January 2007 m e e ting. It w as re porte d th at th e H LABC s till h ad a h e alth y balance of funds .

- Th e re w as agre e m e nt am ong th e m e m be rs h ip th at th e re lations h ip be tw e e n H LABC and BCLA is a favourable one . Th e re lations h ip is prim arily about re ciprocal rate s for confe re nce s . W h at is W e b 2.0 anyw ay? Ofte n de fine d by th e te ch nologie s th at are part of it, nam e ly w e blogs (or Blogs ), w ik is , podcas ts , RSS fe e ds , and oth e r w e b s e rvice s , W e b 2.0 is ofte n dis m is s e d as a fad. H ow e ve r, by look ing at th e s e te ch nologie s to s e e w h at th e y h ave in com m on, a ce rtain patte rn e m e rge s . W e b 2.0 is trans form ing th e w e b into a s pace th at allow s us e rs to cre ate and s h are inform ation online --a s pace for collaboration, conve rs ation, and inte raction--one th at is h igh ly dynam ic, fle xible and adaptable [5]; and w e love living in s uch a s ocial place .

A num be r of h e alth librarians and h e alth profe s s ionals h ave inve s tigate d s ocial s oftw are in various are as of h e alth inform atics [6-8], w ith Canadian librarian De an Gius tini concluding th at "W e b 2.0 m ay be one of th e m os t influe ntial te ch nologie s in th e h is tory of publis h ing, as old proprie tary notions of control and ow ne rs h ip fall aw ay." [6] Th e Am e rican librarian Eliz abe th Connor s ugge s ts th at "Me dical librarians w h o lack unde rs tanding of th e W e b 2.0 e cos ys te m ris k m arginaliz ation w ith in pre s e nt us e r com m unitie s , and m ay m is s opportunitie s to w ork collaborative ly w ith colle ague s and clie nte le ." [8].

Th e re fore , w e w ould lik e to continue our dis cus s ion about W e b 2.0 by focus ing on s ocial s e arch . All th re e groups h ave a valid conce rn about future acce s s to an e le ctronic product th at doe s not ph ys ically s it in th e library. My m ain conce rn is to find a w ay to fit e ve ryth ing into m y e xis ting s pace and s till be able e xpand th e colle ction ove r tim e w ith out th e los s of valuable conte nt colle cte d by pre vious librarians .

In th e BCCA’s cas e th e re as on w as m one y. W e h ad a num be r of s m all proble m s w ith our long-te rm ve ndor, but noth ing m ajor. For e xam ple w e h ad ongoing proble m s w ith claim s , w e found th e ir online claim ing proce s s aw k w ard to us e , and th e ir re ne w al form s and invoice s w e re badly form atte d and h ard to unde rs tand. Th e original propos al h ad be e n s e nt to th e BCCA in e arly 2004, prior to m y arrival as th e BCCA’s Library Le ade r. Th e las t th ing on m y m ind th at ye ar w as ch anging our journal ve ndor, as w e w e re in th e th roe s of planning a ne w library. By June of 2005, th e dus t h ad s e ttle d from our m ove to th e ne w library s pace and I h ad ch atte d w ith th e s e rials ve ndor at th e CH LA/ABSC confe re nce , w h e re th e y confirm e d th at th e propos al w as s till on th e table .

Th e BCCA Library in Vancouve r coordinate s journal re ne w als for all th e BCCA Library branch e s and for approxim ate ly 20 oth e r de partm e nts . In 2005 w e coordinate d ove r $100,000 in print journal re ne w als and th e de cre as e in s e rvice fe e s offe re d by th e ne w ve ndor s e e m e d e nough of a be ne fit to purs ue th e propos al.

I cons ulte d w ith oth e r library s taff, particularly th e cle rical s taff involve d in journal ch e ck -in and claim ing to ge t th e ir opinions of m ak ing th e s w itch . Th e y alre ady h ad a re lations h ip w ith th e ve ndor for m any ye ars , and th e y w e re s till re as onably h appy w ith th e ve ndor’s s e rvice . Th e de cis ion to s w itch re s te d on th e ide a of s aving m one y, s o I did s om e re fe re nce ch e ck s w ith oth e r librarie s , re ad th rough th e ve ndor’s annual re port, and s e arch e d in a library databas e for inform ation about th e fis cal viability of th e ne w ve ndor. Th e las t th ing I w ante d to ris k w as ge tting th e BCCA into a fias co lik e th e Divine bank ruptcy.

Th e ir invoice did not arrive until afte r Ch ris tm as , and paym e nt w as not m ade until late January 2006. My finance pe ople w e re agitate d by th e pre s um e d budge t variance .

Th e late paym e nt als o m e ant th at w e did not re ce ive th e January is s ue s of a num be r of title s . Mos t of th e s e is s ue s late r arrive d from an e xtra copy bank th at th e ne w ve ndor m aintaine d, and th e re w as a flurry of claim ing and clarifying of s ubs cription te rm s th at firs t fe w m onth s . W e continue d to re ce ive re ne w al form s from publis h e rs long into 2006, as it appe are d th at th e publis h e rs h ad not re aliz e d th at our pre vious s ubs criptions h ad be e n re ne w e d via a diffe re nt ve ndor.

In addition to th e claim ing (and le arning th e ne w claim ing s ys te m ) th e library s taff h ad a lot of e xtra w ork ch anging s e rials re cords for s upplie r and ve ndor re fe re nce num be rs .

I am in ch arge of th e m ainte nance , cance llation and th e addition of ne w s ubs criptions for all of th e print and e le ctronic journals at both library s ite s . Righ t now m y bigge s t ch alle nge s w ith journal m anage m e nt are h ow to h andle online acce s s , to figure out if online acce s s is include d in th e print s ubs cription, if it cos ts e xtra (and if th is is a re as onable cos t), w h y online acce s s is n’t acce s s ible w h e n it s h ould be e tc … It tak e s th e be tte r part of m any of m y w ork days .

W h at do you th ink are th e 3 top is s ue s h e alth librarians face w ith journals m anage m e nt?

#1: Subje ct cove rage . To m ak e th e de cis ion w h ich journals you w ill s ubs cribe to in your s ubje ct are a, and w h e n to drop or add journal title s . In th e fie ld of m e ntal h e alth and addictions , th e re are s o m any oth e r journals out th e re th at I could s ubs cribe to if only I h ad lim itle s s s pace and budge t. I lis te n care fully to s ugge s tions from our library us e rs , and w e igh th e s e agains t actual us age as w e ll as th e q uality of th e journals .

#2: Space . Is it w orth it to k e e p back is s ue s of print journals w h e n you h ave th e s am e cove rage online ? It is a te m ptation to m ak e room for ne w journals and to e xpand book s h e lving into th e journal back is s ue s pace , but th e une as ine s s around continual acce s s to e le ctronic arch ive s or fe ar of incre as e d cos t of e le ctronic s ubs criptions ofte n s tands in th e w ay of th e s e de cis ions .

#3: Acce s s ibility. A journal is only as us e ful as it is acce s s ible . If th e w e bs ite for an online journal is unus able , it w on’t be us e d. If you can only afford th e print s ubs cription for a popular journal, you’ll be s tuck at a ph otocopie r for h alf your day, or h aving to e ncourage patrons to vis it th e library in pe rs on w h e n th is m igh t not be th e be s t option for th e m .

As I le ad up to a de cis ion to add a ne w journal s ubs cription, I try to h ave as m any conve rs ations w ith th e m e m be rs of th e pros pe ctive us e r group as pos s ible . I pre fe r to h ave both th e print and online s ubs cription to a journal, but of cours e th is is n’t alw ays pos s ible , or fe as ible . If th e cos t to add an online com pone nt to a print s ubs cription is re as onable , I’ll add it. Of cours e th e conce pt of “re as onable ” is alw ays de pe nde nt on w h at m y budge t look s lik e at th at point in tim e .

It is n’t alw ays pos s ible to h ave an online s ubs cription to a journal inde pe nde nt of th e print s ubs cription, w h ich m ak e s print journal colle ctions a continuing ne ce s s ity. I be lie ve th at librarie s are s till at th e s tage w h e re th e y ne e d to m aintain print journal colle ctions , and w ill be until Ope n Acce s s publis h ing abounds .
