Office of Planning Mission & Vision
• Mission • To guide the overall growth and development of the State
of Hawaii through a statewide comprehensive planning framework.
• Vision • To be a model planning office; to be composed of staff
who provide superior planning and technical assistance to the State; to improve the quality of life for Hawaii's present and future population through the pursuit of desirable courses of action that effectively address current and emerging issues and opportunities; and to carry out our mission through close coordination with county, state, and federal governmental agencies, the University of Hawaii, and community stakeholders.

Hawaii State GIS Program
Hawaii Revised Statutes (HRS) § 225-M: Responsible for…”Planning, coordinating, and maintaining a
comprehensive, shared statewide planning and geographic information system and associated geospatial database. The office shall be the lead agency responsible for coordinating the maintenance of the multi-agency, statewide planning and geographic information system and coordinating, collecting, integrating, and disseminating geospatial data sets that are used to support a variety of state agency applications and other spatial data analyses to enhance decision making.”
• State leaders understood that Hawaii had finite land resources and that carefully planning new development was essential
• 1961 – State Land Use Law – Hawaii was nationally recognized as a leader in land use planning
• Mid-1970’s – State planners recognized the value of the newly emerging field of GIS
• Late 70’s - The Hawaii State Plan (1978) was being developed using manual map overlays; this was a process advocated by Ian McHarg, whose “1969 landmark book Design With Nature has had a greater influence on the development and application of Geographic Information Systems than any other single event in GIS history. ” (URISA GIS Hall of Fame, http://www.urisa.org/node/394)
Hawaii State GIS Program History
• Planners realized that imagery could be used for change detection, resource management & planning • The Coastal Zone Management Program (CZM) funded a
number of studies to improve resource management techniques including use of remote sensing technology.
• While collecting air sample data over the Islands, NASA, using the U-2 airplane, agreed to capture high resolution imagery– this was the 1st generation natural color and infrared imagery of the State.
• NASA’s LANDSAT program also captured imagery of the State – this first generation of LANDSAT produced digital remote sensing imagery as 1.1 acre cells

• 1977 – CZM funded a first generation of a GIS, the UH CZM Geographic Information & Display System (GIDS)
• 9/79 – Jack Dangermond, ESRI, gave presentation to interested State agencies
• 3/87 – Jack Dangermond, ESRI, gave presentation to attendees of the first State GIS Conference
• 1987-88 – CZM was funding the development of an Ocean and Coastal Management System (OCIMS)

• 1987-Fourteenth Legislature, HR 275, HD1 – Request: • DPED chair GIS Task Force composed of interested
agencies & companies • Participants: OSP (later OP), DOA, DBF/EDPD (later ICSD),
DBED, DOD, DHHL, DOH, DLNR, DOT • Tasks:
• Define user needs • Review capabilities and limitations of current GIS technology • Work closely with agencies with experience (UH, C&C, etc.) • Recommend a system that would provide max data w/ min
redundancy • Recommend a system that would permit public and private
agencies & orgs to access, extract, analyze data

• OSP 1988 Report to the State Legislature – State Automated Geographic Information System (SAGIS)
• Inventory of current activities/systems: • Federal Agencies: USGS: ESRI; DOA: GRASS; NPS: CAD;
USFWS: MOSS
• State Agencies: DOT: Intergraph; DOD IEMIS; CZM: OCIMS (ESRI); UH: HNRIS
• Counties: C&C – 1.6 million turn-key system by ESRI; Hawaii: MAP; Maui: feasibility study; Kauai: None
Hawaii State GIS Program History
• OSP 1988 Report to the State Legislature – State Automated Geographic Information System (SAGIS)
• Recommendations: • CZM’s OCIMS (ESRI) would be the base of State GIS
• Mini Computer running ESRI s/w, housed in EDPD Data Center
• OSP, due to its statewide planning and coordination functions, and its multi-agency, multi-disciplinary mission, would be the home of State GIS
• B&F EDPD would provide technical & operational support, including funding of shared equipment for GIS
Hawaii State GIS Program History
• State GIS formed in 1989
• Jointly managed by OP (policy, data) and ICSD (infrastructure, technical support)
• Officially recognized in legislation by 1996 legislature in Act 299, which modified § 225-M to formalize the State GIS Program
• Original, core users: OP, ICSD, DLNR, DOH

• Late 90’s – State GIS helped to create the Hawaii Geographic Information Coordinating Council (HIGICC)
• OP obtained a federal grant to help form a Council

• used as base maps for State GIS – many layers derived from this data
