Findings

Policy, Strategy and Priorities• Objectives of the energy policy designed based on the

other sectors needs• REFIT Study in process & Tax incentives on LPG• Energy Policy in Cabinet for Approval • 7 yrs Energy Strategic Plan aligned with EDPRS and

Vision 2020• Main Challenge is the Financing of the Strategic Plan • Priority is to Increase Generation and Access to

Electricity

November 2011

Findings

Reporting and Operational Issues• There is a good indication of achieving EDPRS targets • Generation Capacity ~ 100 MW • 236 663 Connections by October 2011

November 2011

FindingsManagement and Resources • The Projects Implementations are more centralized

than decentralized• At Lower administrative levels, Local Community do

not take project/programs as theirs• Donor Support supportive (but too long procedures &

not harmonized)

Findings

Partnerships • Other Stakeholders have been fully involved and

supported Energy Sector • Mainly in Biomass and Hydro• The Private Sector in Energy Development Activities is

not strong. • Civil Society Participation is Still low

November 2011

Page 9: Energy Sector Self Assessment (EDPRS I)

Lessons Learnt

• Establishment of EWSA has boosted activities• Unclear Strategies to finance projects• Generation Capacity Still Low• Strong and Coherent Partnership necessary to

achieve targets• Exploratory Stage for Geothermal Resources

has Some Risks• Over-dependence on Private Sector for

Generation

November 2011

Page 10: Energy Sector Self Assessment (EDPRS I)

Lessons Learnt

• Regional Projects progress are slower than we wish

• Coordination between policy makers and implementers is low

• Limited Participation of Local Administration/Community (in the projects areas)

November 2011

Page 11: Energy Sector Self Assessment (EDPRS I)

Recommendations

• Strategies to boost Private Investors • Inclusion of Resources for Implementations in

Policies and Strategies• Reduction of Delays • Clear Separation of Responsibilities between

policy makers and implementers • Local governments be involved in energy

sector Projects Right from Inception

November 2011

Page 12: Energy Sector Self Assessment (EDPRS I)

Recommendations

• Improvement of Coordination between policy makers and implementers

• Targets need to be strongly supported by macroeconomic projections, and well documented studies/researches

• Sensitization for all partners to have adequate understanding of energy projects
