DESCRIPTION
The Project was initiated by Urban Administration & Development Department, Madhya Pradesh in compliance with “Hon’ble CMs’ Sankalp-2010”, with a mission to develop Urban Madhya Pradesh in a planned manner. To make the project successful use of ICT & participatory approach was incorporated at the very beginning. The department was fully committed & determined to make this ambitious initiative successful. Hence, international consultancy firms were appointed to prepare development plans and in order to complete the preparation of development plans in a time bound & transparent manner e-inclusive approach was adopted. e-inclusive approach made the process transparent, hurdle free and successful.The department is aware of the value of ICT for monitoring and evaluation of development activities. Learning from past experience, ICT provides a better means of, improving service delivery, planning and allocating resources, and demonstrating results as part of accountability to key stakeholders. Considering all these benefits, e-Inclusive portal was launched. The key features of project are:1. Innovative feature to view PDF files without having PDF Reader on local system is admired a great deal. Only relevant data is uploaded on web, while other data is available on local network providing convenient & cost effective mechanism. 2. Geographical Coverage: The project is used by all the Divisional Offices, District Offices, Urban Local Bodies, national & international consultancy firms as well as Citizens for monitoring, participation, information flow & tracking.3. Transparency: Information of payment released to consultants is available on monitoring portal & payment through RTGS/Interbank transfer brought transparency in process.4. Cost effective mechanism is adopted and the complete system is developed in-house, considering the research by Gartner, Inc (Leading information technology advisory):“Global IT Debt” will reach $1 Trillion by 2015.5. The most appreciated feature especially by concerned cities official & citizens is availability of the content in local language (Hindi), which helps to cater the need of target audience in a better way.6. Timely submission of Output and Deliverables are done via Web as well as all the approval & instructions are issued via Web-Portal for eco-friendly communication.7. The development plans available on Implementation Portal (www.e-mpcdp.com) is acting as a baseline data for urban development of the State. It is essential for parastatal departments to work on same lines and the Implementation Portal made that possible by providing all the data linked with development plans in public domain.8. City Investment Plan (CIP) acts as a guiding path to get funding requirement.9. To the scale City level maps are available on Web-Portal. It is a historic achievement as most of the cities don’t have proper scaled maps & earlier spatial planning was done on the basis of hand drawn maps.
