Background and Rationale• COPE was established to provide capacity-
building services to enable prevent introduction and spread of plant pests and to meet the Phytosanitary requirements of international trade
• Pest Risk Analysis (PRA) is a very important component of COPE
• Reliable scientific and technical information a pre-requisite for good PRA
• Need to understand information needs of COPE stakeholders
• And identify information resources to meet these needs
Consultation Process • Consultations held with staff responsible for PRA
under COPE & Information service providers: • KEPHIS Plant Inspectors – interact with
partners in the region• Regional PRA Working Group (Kenya, Uganda,
Tanzania, Mozambique, Seychelles, Zambia)
• Information Providers:• Academic and research libraries (Kenya);• Global providers e.g. CABI, APS; • Web resources

Crop Protection Compendium (CPC) – first reference material
Academic and Research Institution libraries Internet - restricted access/require subscriptions Personal Networks (local & abroad) Growers/Farmers – pests/disease occurrence Extension Officers – Pest occurrence The East African Pest Information Management System
(PIMS) – still new, limited information

Inadequate sources of current information lack of budgets for acquisition of information Lack of some types of information e.g. Pest distribution
maps, country pest lists, lists subject matter specialists Some information sources not trusted Poor access to local information e.g. local journals Restricted access to some websites

Scattered sources of information – time spent in searching for information
Lack of current information in many institutions No agricultural libraries - Seychelles and Mozambique Very few experts in some fields such as nematology
