Biosecurity Information System

The BIS application formed a part of larger business

transformation program to develop an enterprise

application capturing Health/ Biosecurity events;

• Health Management - Livestock

• Health Management – Pest and Plant

• Emergency Response Management

• Disaster Response Reporting

• Aquatic Disease

• Cattle Tick Management Programs

• Weed Infestation Management Programs

• Invasive Species control programs

• Avery Management (Bees)

• Market assurance programs for farmer growers

Collaboration & Mobility – BioMobility (1)

• In 2012, Artis Group awarded a

competitive grant under the NSW

government CSMG Program to

develop mobile technology for NSW

government

• Partnered with BigTinCan and Avnet

• iPad application known as the “Field

Agent for Biosecurity (FAB)”

delivered in November 2012

• Windows 8 Tablet version called

FAB4WIN commenced off the back

of Microsoft funding in 2013

• Both versions offer offline operation

imperative to field users

Collaboration & Mobility – BioMobility (2)

• Camera, GPS and other sensors on

the device are exploited including

querying which spatial features are

in the current vicinity and recording

photographs.

• Concept of “skinning” applied so that

new events can be delivered as

required eg. Hendra

• Extend the platforms coverage

across other non-Livestock functions

and crucially into Emergency

Management.

• FAB used in recent Avian Influenza

outbreak near Young NSW

Design Features (1)

• Event/Entity Model

• New Events can be built as

required

• A common data model

developed to fit all Biosecurity

areas (domains)

• Meta data layer to “skin” the

application for multiple domains

of users eg. “Vet”, ”Officer” or

“Regulatory Officer” are all

“Officers”

• Designed from a reporting

perspective

Page 9: Collaborative Solutions eHealth Event - Artis Group - CS case study presentation

9

Design Features (2)

• Reporting to be flexible and

detached from the

application

• Spatial data capture

essential at all levels to

integrate with spatial

systems

• Full Active Directory

Support through to the

device

RESULTANT EXPORTS AND

GROWTH

Innovate NSW – Collaborative Solutions

11

Exports - Queensland DAFF

• In May 2013 Artis was engaged by QLD DAFF to setup and execute a functionality

demonstration of BIS/ BioMobility.

• In noting the success NSW had experienced by keeping the overall design and of BIS to

the users, critically DAFF decided that an early rollout of QLD BIS (QBIS henceforth) to

users.

• Rather than engaging in a process of an up-front requirements gathering process, it was

agreed that putting the users in a live experience of using the system would allow the users

to assess whether the application provided the basis of a good biosecurity platform going

forward.

• The current NSW system was modified and deployed to a pilot site hosted on Amazon Web

Services (AWS) and configuration.

• The NSW waratah was replaced with the QLD Government logo and the term “Vet/Ranger”

in data capture replaced by “Field Officer”.

• Other interest from NT DPI, US Dept of State

12

Electronic Health Sample Submission

• Sample Submission has been typically paper bound

• In an emergency response timely test results are

critical in ensuring the disease is quickly diagnose

and assess to implement speedy and accurate test

result response.

• Straight through processing of sample submission

data from BIS to the departments test labs.

• The user is able to data enter required testing and

have the labs instantly advise of the required testing

while the samples are being couriered.

• Scheduled for early 2nd quarter 2014.

• The sampling feature will work across all domains

integrating with Thermos SampleManager LIMS

product.

13

Invasive Species and Weed Management

• New domains added to extend the

system to cover infestation

management of:

– Invasive Species eg. Foxes

– Weeds eg. Woody Weed

• Application being externalised outside of

DPI for external contractors

• Potential replacement of localised

applications for LGA

• Specification for coverage of Locust and

Mouse plague scenarios pending

Page 14: Collaborative Solutions eHealth Event - Artis Group - CS case study presentation

14

Cross Functional Engagements

• Artis was engaged to advise on

enterprise level architecture

• Artis identified that an Enterprise

Service Bus (ESB) approach to align

with the NSW eGovernment

Interoperability Framework

• Way forward currently under review

Olive Oil Testing Modernisation

• Based at Wagga, provides solutions for growers and processors. The service is based on

the latest technology and requirements of the IOC (International Olive Council).

• The laboratory also provides all testing required in determining if olive oil meets the

Australian Standard AS5264-2011.

• The chemical testing Laboratory and organoleptic (sensory) panel is accredited by the

National Association of Testing Authorities (NATA) and the International Olive Council

(IOC).

• It also participates in proficiency tests conducted by international organisations such as the

IOC and the American Oil Chemists Society (AOCS) and the German Society for Fat

Science (DGF).

• Windows 8 tablets introduced into the olive testing area. The introduction of tablets will

improve data capture integrity thus leading to increased quality and timeliness to market.

• After the analysis of the existing bespoke agricultural product testing application Artis

Group worked with the Agricultural team to understand their user requirements to develop

using modern design principles a cost effective solution.

16

Geospatial Data and Cloud Computing

• The ACFR (Sydney Uni) is one of the largest robotics research institutes in the world

• Engages prototype drones to take imagery and use sophisticated image analysis to identify weed infestations

• Technology designed to be faster and cheaper than “paddock tracking”

• Engaged to architect an operational and cost effective ‘cloud computing’ environment for enhancement and extension of these operations in the future.
