Why would people be willing to pay for waste collection? Government must be seen to provide an excellent service. The failure of our waste management service is staring people in the face every day. Throughout the city, temporary Refuse Collection Points (RCPs) are obvious eye sores.

A blatant example of mismanagement is the Gloucester Road Refuse Collection Point (RCP) below the Canal Road Flyover. This unsightly collection of rusted, dented, corrugated temporary structures has blighted Causeway Bay since 1982. Unfortunately, this story is repeated at many places throughout Hong Kong.

Let’s get these fixed before asking residents to pay for collecting their waste.
