EU Digital Agenda

Bologna City Council
The Digital Agenda of Bologna
The Digital Agenda of Bologna City Council must contribute towards increasing citizen involvment and industrial productivity; through the use of technology by linking lifestyles and consumption. It has to serve the aspirations of residents, tourists and workers
Bologna City Council
1. Digital Law / Internet as a right
2. Law of Participation / Citizen involvment
The road map that starts the first process through two main points:
The Digital Agenda of Bologna
Bologna City Council
• Tool to exercise Participation Law:
IPERBOLE makeover
• Tool to exercise Digital Law:
Infrastructure
Exerting my legal right if I have the tools to do it
Bologna City Council
Strategic choice: Wi-Fi Wired Networks
Digital Infrastructure
Bologna City Council
Wi-Fi
Bologna City Council has a coverage of about 150 places in the city
Bologna City Council has modified the municipal regulations, changing the regulation about “dehors”:
“In all dehors free Wi-Fi access”
Bologna City Council
• The Public Sector – we have created MAN
– MAN council department s (150 department connected up to fiber opctics)
– MAN libraries (all public libraries linked with fiber opctics )
– MAN school (all school at all levels)
• The Private Sector – create conditions to bring connectivity, allowing for more competition, to give citizen the choice of differenteoffers
Wired Networks
Cable Networks for us means Internet Ultra-broadband, and very high speed browsing → NOT ADSL
Bologna City Council
Facilities for :
1. Project planning
2. Manage request-response / authorizations
3. Carry out the project
The Private Sector
We have created the conditions to bring connectivity, creating processes facilitated by promoting cooperation
Bologna City Council
We have a SIT – Territorial Information System
• Excellent base mapping • Municipal infrastructure – technological tubes of municipal property
Project planning
We shared with the private companies our information and tecnological assets
Sottoservizi
Creation of a sub-services cadastre “Underground tubing infrastructure”
Bologna City Council
Sottoservizi CADASTRE of the technological infrastructure of the underground
We have began to populate with ours data available to help private companies for the project planning
Not only underground, but also “over-ground" and of all the Digital Infrastructure : • Wi-Fi • CCTV • Traffic lights • LTZ gates
Bologna City Council
Sottoservizi
By helping the planning of private companies we liked to challenge us and therefore we have included on cartographic layers the economic and socio-demographic data that characterize the area, creating a BOLOGNA MODEL
CADASTRE
Bologna City Council
Sottoservizi
We have developed an application to monitor the information of cadastre
Now we collaborate with other organizations for populating with information
CADASTRE
Bologna City Council
Manage request-response / authorizations
We have set up one single office:
Digital Infrastructure Office
For the underground involved more departments : • Mobility • Civil works • Road maintenance • Public green • Finance

Bologna City Council
Digital Infrastructure Office
The office coordinates the various department, it is a single channel to the outside. The office is super-partes because it hasn’t an objective in particular but just to have faster and stream lining processes
By using the cadastre helps the work of the various departments.
Working closely with both internal departments or with external entities we keep constantly updated cadastre. The departments are at the same time users and users of the cadastre.
Bologna City Council
Digital Infrastructure Office
DIRECTIVE 2014/61/EU
Measures to simplify granting procedures by reducing the number of permits needed to deploy electronic communications networks
Permits granting procedures are completed within reasonable deadlines
Bologna City Council
Digital Infrastructure Office
DIRECTIVE 2014/61/EU
Thanks to the internal activities of City Council and to the cadastre we have:
• reusing the existing technological infrastructure
• minimizes cost and implementation time
• allows planning and coordination between multiple actors in the construction of civil works
Bologna City Council
Now we are the fastest in all senses…
Digital Infrastructure Office
Bologna City Council
FTTC covers 95% of the city 30 Mbps
FTTH covers 63% of the city 100 Mbps
Infrastructure Realized
Bologna City Council
We have created a team that controls the civil work and coordinates the various work of the network operators

Relevance ORGANISATION
Creating the Digital Infrastructure Office we were able to take action on the existing organisation and, without increasing employees, but providing only instruments such applications, the cadastre, tablet, smartphone and an organizational analysis, we were able to fulfill a peak of requests that will last for 2 years more. We have obtained three benefits: • Benefits for networks operators • Benefits for citizens • Benefits for the city
Bologna City Council
Support for the annual programming
- Cadastre is supportive for networks companies to speed up the project planning, develop and maximizing investments – ROI - Cadastre is a support for the City Council in decisions regarding investments, new urbanization, etc ...
Relevance TOOLS
Bologna City Council
Next Step
We would like to bring our experience at the level of the metropolitan area
CADASTRE as a tool of planning and knowledge
