The main lessons of our practices :

CRCI 08 02 08

- Needs to know (to qualify) the territory we live in, work in, etc.- Needs to know who does what on an territory- Needs to act localy with some method

But also :

- Needs to share our perceptions- Needs to capitalize our results- Needs to be in a progress process

Page 39: B08 A14c 38 Diapo Campredon En

From territorial analysis… to territorial intelligence

CRCI 08 02 08

Page 40: B08 A14c 38 Diapo Campredon En

CRCI 08 02 08

Where territorial analysis :- Is a result- Is external and could be produced by external persons of the territory- Could be the result of experts knowledge- Takes part of the expression of inhabitants and local actors- Uses Web.1 technology

Territorial intelligence :- Is a process- Is internal at the territory and must be produced by local actors themselves- Must be the process of sharing knowledge of local actors of a territory - Needs the understanding of the method by inhabitants and local actors and their participation- Uses Web.2 and Open Source technologies

Page 41: B08 A14c 38 Diapo Campredon En

Accordingly to previously, territorial intelligence systems should involve the actors in the system

CRCI 08 02 08

Page 42: B08 A14c 38 Diapo Campredon En

CRCI 08 02 08

The actor in the system. Why ? What does it mean ?- Each of us knows something, nobody knows all

•each person holds a part of knowledge•the knowledge is the result of a pratice / of experiences

- The local actor must be involve at each step of analysis•diagnosis•determination of issues - SWOT analysis•identification of foresight scenarii

- Methods and tools should be developed to support this involving of local actors in commun understanding of their territory

•by collecting local actors experiences•by capitalizing knowledge of local actors for a long period•by supporting creation of projects of cooperation•by organizing confrontation of points of view

Page 43: B08 A14c 38 Diapo Campredon En

The limits and foresights

CRCI 08 02 08

Page 44: B08 A14c 38 Diapo Campredon En

CRCI 08 02 08

The limits of territorial intelligence system

a system :-pertubated by the systematical research of power of local actors (game theory) - based on the will of local actors to collaboratethat could produce dysinformation or non cooperation attitudes

The foresightsa system that encourages :- cooperative attitudes- in a sustainable development logicbecause it is based on the recognization of local actors skills and their contributions to local development

Page 45: B08 A14c 38 Diapo Campredon En

As a temporary result an interactiveplateform of local development

CRCI 08 02 08

Page 46: B08 A14c 38 Diapo Campredon En

The features of the plateform :

CRCI 08 02 08

- Gathering the 5 tools on a Internet plateform•linked beetween them

- Based on open source technologies•easily transferable to any territory

- For a community of users•place of exchange of practices•opportunity to mutualize developments

Page 47: B08 A14c 38 Diapo Campredon En

An idea of proposition to go further with Caenti participants :

Acompanying local actors of different european countries to support creation of cooperative projects, with the help of territorial intelligence tools and methods. And so, succeed in exchange and transferability beetween pratices and research.
