Law 11/2007 – art. 42National Interoperability Scheme
• Set of criteria and recommendations on security, preservation, and standardization of information, formats and applications.
• To be taken into account by public administrations (P.A.) so that their technological decisions guarantee interoperability.
• To be considered: • recommendations from EU, • current technological situation of Public Administrations, • existing e-services, • use open standards and, as appropriate and in complement, standards which are of
general use among the public. • To be developed with the participation of all public administrations.• To be adopted by Royal Decree.• To be kept updated.• Law 11/2007 Action Plan -> Development of National Interoperability Scheme.

Adoption by Royal Decree
• To be adopted by Royal Decree: -> Legal text • Language and style. Clear and direct statements.• Mandatory issues vs recommendations and orientation.• Structure: Contents of main body / annexes.• Not including theoretical or methodological content.• A clear and limited scope.• Not trying to solve all issues of interoperability from
start.• Procedures to reach objectives.

Governance
• Lifecycle: first adoption, maintenance and following updates.• Scope of the National Interoperability Scheme.• Relationship with other instruments (Nat. Security Scheme).• Compliance:
• In the context of usual practice in control within Public Administrations• To be considered:
• Show compliance (logo/mark)• Verification of compliance• Follow up• Consequences on non being compliant.

Main interoperability issues
• From interoperability background and principles to specific statements on:• Types of interaction, interoperability dimensions, interoperability chain• Standards• Common infrastructures and services• Reutilization• + specific attention to:
• Accessibility• Multilinguism• Electronic identity, authentication and signature• e-document, e-proceeding, a-archives + preservation of information• Semantic interoperability• Organizational interoperability

Interoperability instruments:
Standards
• “Use open standards and, as appropriate and in complement, standards which are of general use among the public”.
• To be considered:• A catalogue of standards: structure, standards, attributes, • Definition of the procedures to govern the catalogue:
• How to structure the standards catalogue.• Which standards should be in the catalogue.• How to assign attributes to each entry (mandatory,
recommended, etc.)• How to manage the lifecycle of standards in the catalogue.

Interoperability instruments:
Common infrastructures and services
• The role of common infrastructures and services in interoperability.
• A catalogue of common infrastructures and services for interoperability.
• To be considered:• Which infrastructures and services should be in the catalogue.
Lifecycle.• How to assign attributes (mandatory, recommended, etc.).• Which information of each entry is needed by potential users in
terms of organizational, semantic and technical interoperability.

Reutilization
• L 11/2007, art. 46.2: The General State Administration, through a technology transfer centre, shall keep a general directory of applications for reutilisation, and shall provide technical assistance for the free reutilisation of applications ...
• L 11/2007, art. 45: Applications owned by P.A.s may be declared as open source.
• Role of reutilization in interoperability.• To be considered:
• Licensing conditions of applications and information.• Types and specific licenses to be used.

Work in progress
• An instrument to support the development of eGovernment.
• Work is in progress so the result might differ substantially of what is being presented here :)
• Learning from the development of EIF v2 and providing feedback.
• To take into account the recommendations made by EIF v2 to national interoperability frameworks.
