How Does it Work?

In this model, the burden and call rests in the heart of a pastor. (a pastor doing the work of an evangelist)

Acts 16:9 And a vision appeared to Paul in the night; There stood a man of Macedonia, and prayed him, saying, Come over into Macedonia, and help us.

Titus 1:5 For this cause left I thee in Crete, that thou shouldest set in order the things that are wanting, and ordain elders in every city, as I had appointed thee:

Paul (an Apostle doing the work of an Evangelist)

Titus (a Pastor doing the work of an evangelist) was left on Crete to plant churches and ordain eldersElders (who became pastors of the churches planted from the original church Titus and Paul planted)

The burden and call Is notarbitrary.
